CONTINUED PUBLIC HEARINGS
495 Main Street, Town of North Andover: Application for a Special Permit Site Plan Review under sections 195-8.10 through
8.17 and 195-10.7 of the Town of North Andover Zoning Bylaw. The Applicant proposes to construct a recreational complex
including athletic fields, tennis courts, picnic areas and associated parking areas, walkways and emergency/maintenance access paths.
The Property is located in the Residential 4(R4) Zoning District.

350 Winthrop Avenue, Delta MB LLC (Continued to March 19): Application for a Site Plan Review Special Permit under
sections 195-8.8(D)(5) & 195-10.7 of the North Andover Zoning Bylaw for Common Parking Areas and Multiple Use Facilities and a
modification to a September 2, 1998 special permit to perform certain site improvements to correct existing ADA deficiencies. The
site improvements will result in a loss of fourteen (14) parking spaces. The property is located in the B-3, B-4 & R-4 zoning districts.
NEW PUBLIC HEARINGS
0 Great Pond Road, LRC Builders, LLC c/o Robert Innis: Application for a Watershed Special Permit under Part 5. Watershed
Protection District and Section 195-10.7 of the Town of North Andover Bylaw. The applicant seeks to construct a new single family
dwelling with improvements to existing driveway and connection to existing utility services within the Residential 1 zoning district
with work within the Non-Disturbance Buffer Zone of Lake Cochichewick.
Annual Town Meeting Zoning Bylaw/Map Amendment Articles:
Article X: -Parcel 106.D-0045-0000.0 (1874 Turnpike Street) to be included within the
Business 2 zoning district.
Article X: To amend the Zoning Bylaw, Article 5 Earth Material Removal, to provide for exemptions from requirements for
certain activities.
Article X: To amend the Zoning Bylaw, Article 16 Corridor Development District (CDD), permitted uses to allow for drive-
through facilities for banks with the CDD1 and CDD2 zoning districts by special permit and to amend the dimensional
requirements within the CDD2 zoning district.
Article X: To amend the Zoning Bylaw, Article 6 Signs and Sign Lighting Regulations, requirements and permitting process
for certain signs and to delete sections of Article 6 that are inappropriately categorized as sign regulations.
NEW PUBLIC MEETING
4 High Street, RCG West Mill NA LLC: Application has been made for Planning Board approval of a proposed 3-lot preliminary
subdivision plan on an approximate 18.5-acre parcel of land located at what is known as West Mill located off High and Water Streets
as further described below. The Premises Affected is located within the I-S, GB, and R-4 underlying zoning districts, as well as the
Downtown Overlay Zoning District, Part 2 Subdistrict A: Historic Mill Area.
