The Applicant proposes to 73 construct a recreational complex including athletic fields,tennis courts, picnic areas and associated packing areas, 74 walkways and emergency/maintenance access paths. Explained that topics that 77 The Board would on would be lighting,traffic and construction phasing. 78 Waterfield Design Group,Jacob Murray&Dave Miller: Presented new information in response to questions from 79 the last meeting. Reviewed lumens plan on the softball and soccer field. 0.4 foot-candles is the equivalent of 80 moonlight. The blue line represents the moonlight line. Showed slide where the pedestrian lights are removed 81 from the lighting analysis and only account for athletic play for comparison. When comparing both slides,you 82 can see that the moonlight line is practically at the fence. The lights have a cut off feature on the lens that drops 83 the light vertically down and out onto the field of play with darkness on one side and light on the field of play. 84 Showed photos of lighting provided by the lighting manufacturer. This is the same effect that will be on the 85 project site. At Merrimack College,the lights are designed to illuminate the pedestrian area around the field. If it is dark on one 90 side of the light pole,and the field is lit,what is the difference? 91 P.Boynton: Attended both site visits and saw that the drop off of light at the Lawrence Vocational was very 92 dramatic; the photo you are using is better than what I saw at Lawrence Vocational. Is the photo what you are 93 going to provide. t 94 A,Prestion: Asked about L-I plan. Can you describe quality of light near the fence? 95 Waterfield Design Group,Jacob Murray&.Dave Miller: At yellow circles, it is the equivalent of being Linder a 96 light in a parking lot. That is at 4.0 lumens. The pole height can be reduced to reduce the light levels,but there 97 will be less light for°the safety of the walkway.. This is the hardest,most remote place on the footprint. Bollards 98 can be used,but they are susceptible to vandalism/baseball bats and throw less light for safe use of the walkway. 99 Every other light could be eliminated. If changes are made in the field,you have to buy the fixture but there will 100 be restocking fees for unused fixtures can be expensive. 101 J. Simons: "What hours will the lights be on? 102 Regina Kean, Chairperson of the Board of Selectman: Andrew Maylor made the suggested the establishment of a 103 committee ,; ith resident participants to advise en hours of operation and field lights. 'Eke Board of Selectmen is 104 supported of this idea and expects this to be a committee. 105 Jacob Murray&Dave Miller: Arborvitae can be used as a barrier and if need be, adjustments can easily be made 106 in the field. 107 Joe Reardon 62 Parker Street: Expressed support for improved quality of fields and opposition to lighting the 108 playing fields. Why are lights needed?Why not improve the fields and play sports during the day light? The 109 impact of the lighting was seen during the site visits.This will impact their lives. (questioned the control of the 110 light. Security light at the Atkinson currently shoots directly into my living room. Supports safety and security 111 lighting. Concerned for impact this project has on this neighborhood. We don't know the hours of operation. 11.2 Hours should be put in the special permit. The existing lights were put installed for football games;there were 5-6 113 per year, 114 Kim Reardon 62 Parker Street: Often lights are left on all night:.The site visits were helpful. Commented on the 115 context of the site visits;there are no homes adjacent to those fields.The neighbors directly abutting the fields will 1.16 have several layers of lighting to contend with; pedestrian lights, softball lights.and beyond that.are themain 117 multipurpose lights. Artificial turf can be plowed,this implies that the fields can be used day and night all year 118 round creating a dramatic change from the current use, This is an R4 zoning district;while this district allows for a 1.19 variety of uses,the zoning law as currently written affords us neighbors certain protections.The reason why this 120 project requires a special permit is because it falls outside the normal use of the property. When you simulate 121 daylight to extend the number of hours the fields are used it invites noise,traffic and parking issues. Concerned 131 about the temptation to bring in more revenue in the future after set hours through field rental rent the fields. 132 :tick Green Chairman of the NAME Fields Committee: Always intended to have lights there and encourage 133 people of all age groups to this area. In 2016,we wanted lights at both fields.We desire use of this area and have a. 134 shortage of fields. Eventually, Osgood fields will be lost. The high school baseball fields are in deplorable 135 condition right now; artificial turf will allow them to play at the facility and Grogan's is out of service due to 136 Columbia Gas. The high school softball team plays at McEvoy Field and they are interested in this field. 1 137 understand the abutters concerns and we have been working with them since day one. We have discussed hours of 138 operation and we have never been disingenuous about lighting the fields. We have made a commitment not to 139 have construction traffic on neighborhood streets. We discussed the Parker Street gate with the NAPD requesting 140 stepped up patrols. Playing under the lights is a great value to the student athlete. 141 P. Boynton: Was there any thought on lighting the east fields which are not tucked into a neighborhood and not 142 lighting the west fields? 143 R. Green: We vetted several designs and the activity is mainly toward Route 125.We had 21 public meetings 144 including at the middle school for the abutters. Can attest that we have tried to work with them and last week we 145 talked about more screening. We want to be a good neighbor, The formation of a committee has been discussed 40' since 20 i 5. 1.47 L. Crane: Was there ever another location in town suggested?A project of this scale; shoe-horned in with tln-ee 148 schools, a new addition to the Kindergarten, plus a potential addition to the Middle School at some point; it's 1.49 taken away from what these fields actually need to do for the town. I don't see the benefit; I see this as a 150 distraction. 151 R._G-re-en,: Proximity adds to the success of this facility. Sharpners Pond is very wet;there are problems with 152 wetlands and Osgood is not available to the town.This was a town controlled property(by the schools)however 153 ownership was transferred to the town last year at a town meeting vote. 154 J. Simons: That whole complex was already used for athletic purposes,however it was universally acknowledged 155 that it was extremely and inefficiently being used. 156 R. Green: We had the circus there over the years which damaged the fields. Sharpners Pond and high school fields 157 have a geese problem with a lot of geese droppings. Artificial turf doesn't have that problem and it stands up to the 158 wear and tear. Grass fields cost us a great deal of maintenance. 159 WDG: Addressed the impass and suggested mitigation including the creation of a green wall to add a vertical 160 evergreen element; perhaps a structural element. 161 Nancy Claussen, 31 Spruce Street: Just learned about this project though a letter. Attending the site visit I was 162 sick to my stomach. Loves being part of this neighborhood and the proximity to the school after school activities, 163 marching band etc. but I don't want to live next to"Fenway Park". There are children's bedrooms a few feet from 164 these playing fields. This is not the neighborhood I moved into. 165 Susan Faucher, 50 Parker Street: Agreed with the Reardon's perspective;the parking will be atrocious and the 166 lighting and traffic will have a tremendous impact on our little neighborhood.Recent father/daughter dance and 167 people parked in front of her house on Parker Street. Our streets will be atrocious with all the sports being played 168 here all at once. If we have to sell,we'll sell. 169 E. At the last 172 meeting we discussed traffic flow issues,parking and capacity ad this was previously addressed and resolved. 173 ;lean Kulash 55 Bradstreet Road: Would like a field trip to a more similar neighborhood. Lilies the idea of no 174 lighting or the Board could condition no lighting at the field closest to the abutting neighbors and perhaps no 175 artificial turf there. 176 WDG: We would have a Title 9 issue if we didn't treat the boys and girls fields equally, i.e. if we don't light the 1.77 girls softball field. Geometrically speaking,the fields need to remain located where they are. f 178 M. Legal: You do not have to call it a girls softball field because it is not; the boys use it for gym class daily 1 179 during school hours. There is no Title 9 issue. I have lived there 35 years and I watch what is played there. 180 WDG: You will still have a Title 9 issue and being a little league sized diamond warrants boys playing little league 181 on it-that doesn't mean it's not a girls softball field. A separate"construction only"entrance will be located off of 1.82 Route 12.5. Construction vehicles will not compete with school access in any way. We are creating an intersection 183 off the middle school road and flagmen will be on site as needed. Signage will be on site. When school is out, 1.84 construction vehicles and workers can use the Middle School entrance as well. There will be construction during 185 the school year. The construction traffic will be intermittent and sporadic. If there is going to be a constant now of 186 construction traffic,we will require this to be scheduled in advance. School starts at 7 a.m. 190 WDG: Construction hours will be 6:30 a.m.-6 p.m. 191 Jim Mealey, Assistant Superintendent of Schools: Supt. Gilligan would like windows of time when there will be t 192 no construction traffic at all. We requested them for morning and afternoon during pick up and drop off. We need 193 better communication than what we had during the construction of the early childhood center.These vehicles will t 194 be crossing the traffic versus running parallel with it and there will be flagmen. (The Board will defer to the 195 schools on this). 196 WDG: Assurances will be written into the contractor's contract and this will be legally binding. We are creating a 197 bituminous walkway for the students protected by a jersey barrier and a fence and windscreen for the dust. This 198 will be there until it is time to build in this area. At that time, access will be provided a different way. The same 199 buffer will be at the Atkinson playground. Work will be in the parking lot early in the process so that the parking 200 lot can be used by the school. The construction staging area has been moved to the middle of field. 201 Jennifer Murphy, 50 Bradstreet Road: Requested that a water truck be considered on site for dust mitigation; dusk 202 doesn't stay below 5 ft. 203 WDG: Dust control is already part of the spec, 204 Steve&Emily Kennedy. 135 Beacon Hill Boulevard: Expressed concern for the health effects of the synthetic 205 artificial turf. These are not maintenance free fields at all; it is necessary to spray chemicals/pesticides(to keep 206 weeds from growing through them) and antimicrobial cleaning solutions on them. They have an 8-10 year life 207 span until they are replaced. Due to the toxicity to our landfills,there is a high cost to dispose of these materials- 208 most incinerators and landfills will not take them. The EPA and the Agency for Toxic Substances and Disease 209 Registry have studies published showing that polycyclic aromatic hydrocarbons increase cancer rates and chances 210 of birth defects.The EPA, CDC and the Agency for Toxic Substances and Disease Registry have launched a study 211 to determine synthetic fields in general(not just PAHs)this is a concern of direct abutter's with children.. 212 E. Can we have the Board of Health weigh in on other non- 215 lead related health concerns"?I think the full Board needs to weigh in versus only the Director. 216 WDG: The high school has vetted the toxicity issue;the Town Manager said that no issues have arisen. Can we 217 close the hearing and get input afterwards?These materials are all reviewed and approved by the state and DER 218 Margaret Legal, 26 Hemlock Street: Referenced her previous handout and wondered if the Board of Health 219 commented on any of the information she submitted. 22.0 M. Gregoire:_ The Board of Health Director reviewed this material and voiced no concerns. Will request this 221 information to be provided to the Rill board. 222 J. Enrigh: The Board of Health meets the last Thursday of the month. 223 M.Gregoire: Fire will be reviewing the materials for flammability. Can you condition a review by the Board of 224 Health as you do not know what the specs of the materials will be? 225 E.Goldber : Yes,we can ask the question; we can potentially vote on it having a condition that we get some sort 226 of approval or review by them; if they were to review it after the fact and there was an issue,we would be well. 227 within our rights to reopen and discuss again as a change in conditions. We may look to close this at the next 228 meeting. 229 J.Kulash:The EPA considers artificial turf a flame retardant carcinogen. Referenced Martha's Vineyard project 230 where they debated the use of it for 3 years and decided on a compromise. One field was installed as artificial turf 231 and the others were grass. Let's consider the health and safety of our community. 232 Waterfield Design Grout: 'These are matters the town decided on two years ago. We are not here to flake turf off 233 the table. We are here for Site Plan approval. 234 J. The Premises Affected is located within the I- 244 S, GB, and.R-4 underlying zoning districts,as well as the Downtown Overlay Zoning District,Part 2 Subdistrict 245 A: Historic Mill Area. 246 E. Goldberg: Explained the limitations of public comment during a public meeting v. a public hearing. 247 fania Hartford: RCG is here to present a Preliminary Subdivision for a proposed 3 lot subdivision at West Mill 248 and existing roadway which separates the three it will be designated as a private way and open access to Lot 2. 249 There are 3 separate lots which will be improved. Lot I is the Historic Mill,Lot 2(ballfields parcel) is the area of 250 future development(which is under agreement with Avalon Bay who will be coming before the Board for 251 development of that lot) and Lot 3 will be a parking area shared between Lot 2 and our development. We are 252 proposing a waiver request.The roadway will be enhanced. It will not be a public way,but we do have an 253 obligation to Sutton Pond Condominiums to have access; an easement area.The old easement(cuts through Lot 1) 254 is evident; a plan was never filed with the registry for the newer one done in the 90's. It's a bit of an unusual roadway, 257 but not unique to the town.In the past,this Board has granted waivers to roadways so they don't have to be built 258 to certain design specifications. The roadway is within an existing parking area. We would like to float some ideas 259 by the Board in terms of types of waivers we may be looking for. The casement that runs to Sutton Mill 260 Condominiums which was originally there since the early 70's;with the purchase of Davis&Furber in the early 261 90's a replacement casement was entertained. 262 J. Simons: You are doing a preliminary subdivision for the roadway. 263 J. Smolak: It's a proposed mixed-use;we need to go through this preliminary subdivision step. We are seeking 264 feedback for some of the requested waivers, i.e.the roadway,the elimination of a cul-de-sac for this proposed new 265 roadway. We have had discussions with the NAFD who deemed there was sufficient access to the parking area so 266 there is no need for a separate turnaround. We suggest reducing the width of the right of way from 60 ft.to 50 ft. 267 and we'd like to go down to 26 ft. in width. Waiver requests include: There is a requirement for an environmental 268 & community impact study; we feel that would be part of the Phase 11 Site Plan Review. 269 T. Hartford: Avalon will be approaching the Board informally within the next month;they'll file after that.
