The enclosed application materials are submitted in support of my strong desire to be considered for the position of Chief of Police for
the Town of North Andover. I believe you will find that I possess a rare combination of training, education and experience that make me
uniquely qualified for the position of Chief of Police. I would like to take this opportunity to highlight my backround for your
consideration.
When interviewing for the position of reserve police officer for the North Andover Police Department in 1999, 1 was asked a question
pertaining to my future plans with the North Andover Police Department if appointed. It was very easy for me to answer this question
because I had thought long and hard about my future with the North Andover Police Department. I wanted to rise through the ranks
and eventually lead the department as Chief of Police. While preparing my cover letter and resume for the position of Interim Police
Chief, I am very excited about the possibility of being one step closer to my goal.
I have over 15 years experience in the law enforcement field. My law enforcement career began at the age of twenty when I received
an appointment to the Merrimack College Police Department as a reserve police officer in 1996. While working as a reserve officer at
Merrimack College I continued my studies at UMass Lowell, receiving my undergraduate degree in Criminal Justice Administration in
1997. Upon graduation, I was appointed as a full-time officer with the Merrimack College Police Department. Within two years I was
promoted to the rank of Sergeant at Merrimack College and was tasked with the supervision of the community policing and crime
prevention programs on campus. With my goal of becoming a police chief in mind, I continued my studies and received my graduate
degree in Criminal Justice Administration at Western New England College in 2000. While working at Merrimack College I received six
commendations from former Merrimack College Police Chief Richard D. Cain Jr.
One of the proudest moments of my life was becoming a police officer for the Town of North Andover. I am a lifelong resident of this
town as is my wife of three years. My wife gave birth to our first child in June and we plan to raise our family in North Andover. The
tradition of police service in my family began with my great-grandfather who retired from the Andover Police Department with over 30
years of service. My grandfather retired from the North Andover Police Department with over 30 years of service. My father retired
from the North Andover Police Department at the rank of Lieutenant with over 30 years of service. I am proud to be the member of a
family that has been dedicated to public service for over 100 years.

I have had a very successful career with the North Andover Police Department. Since my appointment as a reserve police officer in
1999, 1 have received five commendations from Chief Stanley for my actions. In 2003, 1 was honored to have been selected by the
command staff as Police Officer of the Year for my actions involving an armed suicidal patient at a local doctor's office. In 2007 1 was
promoted to Acting Sergeant. I received one of the top two scores on the Sergeant's exam and was promoted to permanent Sergeant
in 2008. In addition to my duties as shift commander, I am in charge of the following special units: Internal Affairs, Crime Reporting,
Project Lifesaver and Honor Guard. I have received extensive training in police management and supervision and have accumulated
over 50 certificates of specialized training over my fifteen year career in the law enforcement field.
I am confident that my character, integrity and dedication will insure my success as an Interim Police Chief. I am reliable and
trustworthy individual and a consummate law enforcement professional. I possess a strong personal commitment which will insure that
I meet the responsibilities of this important position. In my opinion,there is no nobler profession than that of providing safety and
security to the community;and there is no finer law enforcement organization than the North Andover Police Department. I would be
honored to lead the talented men and women of the North Andover Police Department and would be proud to serve my community as
Interim Police Chief.

Dear Members of the Board of Selectmen,
I would like to express my interest for the Chief of Police position for the Town of North Andover.
Currently as Interim Chief I have met with the members of the police department and its unions. My
goal being to have a smooth transition period until a permanent Chief is appointed by the Board.
I've had the distinct pleasure of serving the citizens of North Andover as a police officer since 1979.
Since that time, I have continually strived to make North Andover a safe place where residents can
thrive and businesses can flourish in an inviting environment. In order to maintain those goals, I have
undertaken numerous roles and responsibilities during my tenure with the police department. Since
1989, 1 have been assigned as the lieutenant in charge of the department's Criminal Investigation
Division. Upon receiving that assignment, I immediately established protocols for the training and
certification of the detectives in forensics,computers,crime scene processing and juvenile issues. At
the time of my promotion to division commander,the department lacked a productive rapport with the
school system. In order to improve that relationship, I instituted the D.A.R.E. program that evolved into
the School Resource Officer. This was an undertaking that was initially received with skepticism but
since then has borne the fruit of success as evidenced by our achievements in intervention and
prevention measures that have led to a decrease in juvenile crime. The successes of both the detective
division and school resource officer are so profound that they are often called upon to assist or are used
as models by other area police departments.
As you are aware in 2008,the town experienced a series of violent crimes that impacted several
neighborhoods. I was tasked with the responsibility to assist the residents affected. I personally met
with the residents and established an open line of communication between the residents and the police
department. A Neighborhood Crime Watch program was established and the results of the program are
positive. As a result of the success,there is a crime watch group established in all of the condominium
complexes throughout town. A related program that has also been successful is National Night Out,
which is a program that I have been involved with for several years at Woodridge Homes. With the
Neighborhood Crime Watch program National Night Out was introduced to the entire community in
2008. 1 have worked with the business community to give them an opportunity to introduce themselves
to our residents at the National Night Out celebration.The result was an overwhelming success at last
year's event.
In addition to my responsibilities as division commander, I also served as the department's Public
Information Officer(PIO)with the media. As spokesmen for the department I attempted to always
place the town and department in a positive light. All major incidents or crimes I would be involved in,
generally on-scene or investigating for courtroom presentation. Through these years we've investigated
homicides,embezzlements,teen suicides,alcohol related incidents and deaths, underage parties,armed
robberies, burglaries,sexual assaults, prostitution and child pornography. All these cases received the
utmost attention to detail.
In light of my above duties and accomplishments, I hope that my desire to serve the Town of North
Andover is clear. As further evidence of my commitment over the years, I have acted as the
department's officer in charge when Chief Stanley was on vacation or away from his office. During
those times, I was responsible for all of the department's functions. Beyond simply managing my
division, I have strived to better both the department and the lives of the town's residents through
innovative programs and novel approaches. My efforts could only have been possible with the
assistance of all members of the North Andover Police Department. Their professional attitude to the
town has played a vital role in providing safety and security for the residents and has contributed to the
town's robust business community. Because of that, I would be honored to serve as their chief and
continue to make North Andover the ideal place to raise a family and maintain a business. Please do not

Please let this letter serve as my expressed and solemn interest in the position of Chief of
Police for the North Andover Police Department. My attached resume details my career
path from my early Reserve Officer position through my present day status as a Sergeant,
Drug Recognition Expert(DRE) and K9 officer. It highlights my dedication to continuing
education, emphasizes pinnacle career accomplishments, demonstrates my versatility as
an officer, and paves a pathway toward leadership roles. In my 10 years of service I have
received 5 Chief s Commendations and more than 10 letters of appreciation from
extended area agencies for my assistance.
Prior to my service as a sergeant, I worked for six years as a patrol officer for the
Operations Division. With experience on each of the four available shifts—day shift,
early night shift, late night shift and split shift—I gained a unique and in-depth
knowledge of both subtle and noticeable nuances of North Andover around-the-clock. I
developed and sharpened my skills as a street officer while simultaneously earning the
respect of my peer group. As a proactive officer,my activity and arrest record during
those six years was well-documented and unparalleled.
2005 marked the climax of my patrol officer career as I pursued certification as a DRE
and accepted the K9 specialty position. Both of these positions require extensive training
and entail unequivocal dedication. As I completed both programs, I was one of only two
police officers in Massachusetts to hold this dual distinction. To date,Massachusetts has
less than 100 DREs and two, including myself, are simultaneously K9 officers. Further, I
am required to be on-call for both these positions 24 hours a day. Eiko, my first K9
partner, died from injuries sustained while on-duty, after which I completed my second
K9 police academy with my current partner,Kyzer. Our work together has brought
precedent-setting merit to North Andover's K9 program.
In 2007 I was promoted to sergeant, when I promptly and actively began developing my
leadership abilities while maintaining my DRE and K9 certifications. My knowledge and
expertise as a DRE prompted me to also assume the role of DRE instructor,teaching
prospective DREs from Rhode Island,Massachusetts,New Hampshire,New York and
Vermont. As a sergeant, I worked to establish rapport with fellow officers, including
those with more longevity. Leading by example became my strategy to gain respect
throughout the department. I remain the highest-producing sergeant among my fellow
sergeants, in spite of spending only two of my four rotation days on the road.
Supervising the busiest shift,the day shift, allows me to stay active as a police officer and
exposes me to high-stress situations where command staff is required to make appropriate
decisions and take effective action nearly instantaneously. My prior background in the
insurance industry makes me cognizant of potential liability stakes against the town and
guides me to make sound and immediate decisions. I exhibit confidence in my
supervisory role and maintain the ability to respond to general calls for service with
fellow patrol officers such as minor motor vehicle accidents and neighbor disputes.
Handling varied calls for service and responding to diverse situations makes me a well-
rounded officer and effective leader. I strive to swiftly and fairly restore peace and order
when I respond to calls and guide subordinate officers in developing these healthy and
effective work habits. When appropriate, I serve as an information liaison for division
commanders and the Chief during unforeseen and critical incidents.
In 2009 I was appointed Training Sergeant and was given the task of revamping our In-
service program, which is a required program for every police officer. The goal of this
task was to save money for the department and become a self-sufficient training
operation. I chose qualified in-house officers to be trained as instructors, set up online
classes and formed a system of attendance and completion accountability, which helped
accomplish and maintain the program's goal. Each of our teaching officers is certified in a
certain area of expertise such as legal update, first responder and defensive tactics.
In conjunction with the In-service program, the Field Training Program for incoming
reserve police officers was also redesigned. Our 2009 reserve recruits received the most
in-depth field training program in the history of the North Andover Police and the
program currently includes ongoing performance assessment sessions. The success of
both programs was accomplished through hard work, careful research and planning, and
was implemented with intelligence and calculated risk. These are all critical qualities of a
chief.
Throughout my sergeant career, my continuing educational path directed my aspirations
of becoming a lieutenant, division commander and ultimately Chief of Police. I recently
obtained a certificate in Public Safety Administration from Suffolk University. I have
attended numerous programs and executive development seminars to prepare for higher
leadership roles. These seminars and programs were offered at command institutes and
included core classes on such important administrative functions as budgeting,
accountability and discipline, and internal affairs.
The North Andover Police Department is now housed in a new, state-of-the-art facility
complete with an accredited department and is staffed with competent and dedicated
individuals. Maintaining current services, specifically our level of services to citizens, is
a vital role for the new chief. The challenges facing the new chief are an aging police
department and a looming fiscal crisis due to dwindling state aid and reallocation of
funds. We may see a mass exodus of senior officers who are at retirement age or a
decline in our level of services because of a lack of funding. When faced with these
challenges,the Town will need a Chief with experience and leadership qualities such as
mine to represent our department and demonstrate concrete reasons why adequate
funding is essential for its success. The citizens of North Andover deserve well-educated
and properly trained recruits and supervisors. We stand to lose this caliber of candidate
without the support of the citizens or adequate funding. Decision-makers in our fiscal
department must be educated regarding why the department deserves priority status.
I am fortunate and honored to serve people in the town that I grew up in. As a current
resident my children are starting their careers in our public schools. They ride their bikes
on the street and walk to and from school. I care about this community and all the
children fortunate enough to live here. As such, I serve as a commissioner on the Board
of Directors for the North Andover Booster Club and conduct CORI checks on all of the
parent volunteers.
I have vested interest in this community with an undying devotion to its safety and
prosperity. Realize that as Chief of Police I would serve in the best interest of the Police
Department and the Town of North Andover. If I am honored with the opportunity to
become Chief of Police, I would consider it a privilege to lead the men and women of the
department who are sworn to protect and uphold the laws of this land and ensure the
safety of its citizens.

Introduction: Sergeant Charles Gray is a ten year veteran with the
North Andover Police Department. He is currently
the K-9 sergeant and day shift supervisor for the
department as well as the department training
Sergeant. Sgt. Gray is certified through the
International Chiefs of Police Association and the
National Highway Traffic Safety Administration as
a Drug Recognition Expert and a Drug Recognition
Expert Instructor. Sgt. Gray is also certified
through the Boston Police Department as a Canine
handler for a dual patrol and narcotic canine.
Sergeant Gray is a graduate of the University of
Massachusetts with a Bachelor's Degree in History.
He graduated from Western New England College
