BOARD OF SELECTMEN MINUTES March 11, 2019
CALL TO ORDER: Chairman Regina Kean called the meeting to order at 7:00PM in the Town Hall
Meeting Room. The open session meeting was recorded.
ATTENDANCE: The following were present: Chairman Regina Kean, Clerk Phil DeCologero, Licensing
Chairman, Chris Nobile, Richard Vaillancourt (remote participation), Rosemary Smedile, Acting Town
Manager Lyne Savage, Deputy Town Manager, Meghan Jop, Assistant Town Manager, Denise Casey
and Executive Assistant, Laurie Burzlaff.
PLEDGE OF ALLEGIANCE
PUBLIC COMMENT
Deborah Dajar spoke on behalf of the condominium association at 865 Turnpike Street, asking the
Licensing Board, if they approved the Class II license for Green Light Auto, to include the language from
the state trooper regarding the restrictions.
Joe Reardon, 62 Parker Street, voiced his concern about the lights and turf field at the new recreation
complex.
Jamal Vargas, 49 Parker Street, stated he was concerned about the health of the children.
Maryann Legal, 26 Hemlock Street, stated lights are an intrusion and concerned about the artificial turf.
Kim Reardon, 62 Parker Street, concerned about permitted uses (hours, time of year).
A resident of School Street stated she was concerned about lights and the artificial turf field.
Steve Legal, 26 Hemlock Street stated that they were told the gates and fence would stay but the plan
does not show them staying.
Rebecca Driscoll, 56 Meadow Lane, stated she was concerned about traffic.
Lee Blumel, 53 Bradstreet Road ask why the rush?
A resident of 50 Parker Street asked about fireworks on the turf and stated the money approved for the
field should be used to clean up the town.
GOVERNMENTAL REPORTS (taken out of order)
Update on Recreation Complex
Denise Casey, Assistant Town Manager, updated the Board regarding the recreation complex. Rick
Green addressed the concerns raised by abutters. Terry Holland of the Fields Committee, indicated the
complex was never meant for adult groups to use the fields at night.
APPROVAL OF MINUTES
Phil DeCologero made a MOTION, seconded by Chris Nobile, to approve the Open Session
Minutes of February 21, 2019, as present. Motion approved 5-0.
Phil DeCologero made a MOTION, seconded by Chris Nobile, to approve the Open Session
Minutes of February 25, 2019, as present. Motion approved 5-0.
GOVERNMENTAL REPORTS (continued)
Traffic Study
Police Chief Charles Gray explained the ongoing traffic study the department is conducting.
CONSENT ITEMS (taken out of order)
Stevens Pond update and 2019 fees
Rick Gorman, Director of Youth & Recreation Services, gave the Board an update regarding Stevens
Pond. Mr. Gorman recommends an increase in all fees, except the senior citizen pass as most fees have
not been raised in a decade.
Rosemary Smedile made a MOTION, seconded by Phil DeCologero that the Board of Selectmen
set the Stevens Pond fees for 2019 the same as the fees for 2018. Motion approved 5-0.

Update on business branding
Lauren Burt of Cashman & Katz presented the ideas for branding North Andover. The Board discussed
the desire to have the colors of any logo be black and red.

Discussion regarding salary range for Town Manager position
The Board discussed salary ranges for the Town Manager position. Denise Casey, Assistant Town
Manager, provided the board with a list of towns and the town manager salaries. The average salary was
$203,000. Ms. Smedile was concerned about setting the salary too high for someone who may not
currently be a town manager.
Phil DeCologero made a MOTION, seconded by Richard Vaillancourt that the Board of Selectmen
set the base salary for Town Manager position at $190,000. Motion approved 4-1. Ms. Smedile
opposed.
Appointment of Adrienne Goldman to the Sustainability Committee
The Appointment Subcommittee recommended Adrienne Goldman be appointed to the Sustainability
Committee.
Chris Nobile made a MOTION, seconded by Richard Vaillancourt that the Board of Selectmen
appoint Adrienne Goldman to the Sustainability Committee. Motion approved 5-0.
LICENSING COMMISSIONERS (taken out of order)
Phil DeCologero made a MOTION, seconded by Richard Vaillancourt to open a meeting of the
North Andover Licensing Commission. Motion approved 5-0.
Request of Green Light Auto Transport, LLC for a Class II license at 865 Turnpike Street
The applicants were present and indicated they would not be storing any vehicles on site and would be
selling only to wholesale dealers and not individual consumers. All relevant departments have reviewed
the request.
Phil DeCologero made a MOTION, seconded by Regina Kean that the Board of Selectmen, acting
as Licensing Commissioners, approve the Class II license for Green Light Auto Transport, LLC at
865 Turnpike Street, with restrictions as presented. Motion approved 5-0.
Request of Smolak Farms for a one day wine and malt license for a dinner at the farm stand on March 16,
2019 from 5:30PM to 9:30PM
Phil DeCologero made a MOTION, seconded by Rosemary Smedile that the Board of Selectmen,
acting as Licensing Commissioners, approve the one day wine and malt license for a dinner at the
farm stand at Smolak Farms from 5:30PM to 9:30PM on March 16, 2019, as presented. Motion
approved 5-0.
Request of Merrimack College for four Special Annual Liquor Licenses
Merrimack Athletic Complex
Duane Stadium
Rogers Center for Performing Arts
Sakowich Campus Center
Nicholas McDonald, General Counsel for Merrimack College presented the request. Paul Gallant of
Merrimack College explained the security procedures.
Phil DeCologero made a MOTION, seconded by Rosemary Smedile that the Board of Selectmen,
acting as Licensing Commissioners, approve the four Special Annual Liquor Licenses for
Merrimack College, as presented. Motion approved 5-0.
Phil DeCologero made a MOTION, seconded by Rosemary Smedile to close a meeting of the North
Andover Licensing Commission. Motion approved 5-0.
2019 Annual Town Meeting Warrant
Included in the packets was a draft of the 2019 Annual Town Meeting Warrant. Three citizen petitions
were filed prior to the deadline.
Vote to open the warrant
Richard Vaillancourt made a MOTION, seconded by Rosemary Smedile that the Board of
Selectmen open the 2019 Annual Town Meeting Warrant. Motion approved 5-0.
Acceptance of the warrant
Phil DeCologero made a MOTION, seconded by Chris Nobile that the Board of Selectmen accept
the 2019 Annual Town Meeting Warrant as presented. Motion approved 5-0.

Vote to close the warrant
Phil DeCologero made a MOTION, seconded by Chris Nobile that the Board of Selectmen close the
2019 Annual Town Meeting Warrant. Motion approved 5-0.
Welcome Guide for Board and Committee members
The Board is being asked to accept the Welcome Guide that was originally presented to the Board at the
meeting on September 18, 2017. Mr. Nobile agreed to check with the Massachusetts Municipal
Association for additional items to add. The Board took no action.
Accept donation from Helen Kondra to the Library in the amount of $1,000
Chris Nobile made a MOTION, seconded by Rosemary Smedile that the Board of Selectmen accept
the donation from Helen Kondra in the amount of $1,000 to be used for library supplies. Motion
approved 5-0.
Accept donation from Arlene Cox to the Library in the amount of $100
Chris Nobile made a MOTION, seconded by Phil DeCologero that the Board of Selectmen accept
the donation from Arlene Cox in the amount of $100 to be used for library supplies. Motion
approved 5-0.
Affordable Unit Resales
70 Compass Point
The Town has been notified by the monitoring agent (Tewksbury Housing Authority) that an affordable
unit at Merrimac Condominiums is being listed for sale. The Town has the right of first refusal to purchase
the property. It was recommended the Board waive the right of first refusal on this property.
Phil DeCologero made a MOTION, seconded by Chris Nobile that the Board of Selectmen waive
their right of first refusal for 70 Compass Point. Motion approved 5-0.
180 Chickering Road, Unit 104
The Town has been notified by CHAPA that the affordable unit at Kittredge Crossing is being listed for
sale. The Town has the right of first refusal to purchase the property. It was recommended the Board
waive the right of first refusal on this property.
Phil DeCologero made a MOTION, seconded by Chris Nobile that the Board of Selectmen waive
their right of first refusal for 180 Chickering Road, Unit 104. Motion approved 5-0.
1 Harvest Drive, Unit 303
The Town has been notified by CHAPA that the affordable unit at Oakridge Village-Maplewood Reserve
is being listed for sale. The Town has the right of first refusal to purchase the property. It was
recommended the Board waive the right of first refusal on this property.
Phil DeCologero made a MOTION, seconded by Chris Nobile that the Board of Selectmen waive
their right of first refusal for 1 Harvest Drive, Unit 303. Motion approved 5-0.

Deputy Town Manager, Meghan Jop, provided the Board with an update regarding the Senior Center
project.

Chris Nobile made a MOTION, seconded by Phil DeCologero to adjourn the meeting at 10:40p.m.
Motion approved 5-0.
