all town affairs as proscribed by the Norton Municipal charter. Propose and administer long-range goals

Management, Fiscal, Personnel, and Land Use/Development Consultant
As an independent consultant I provide direct services to state and local governmental agencies. --
Since 1993, I have assisted: the Agency for International Development AID (Armenia), the Mass.
Development Finance Agency MDFA (closed military base redevelopment) and the Dept. Administration
and Finance A&F, Commonwealth of Mass. City of Chelsea Receivership (last Budget Manager for that
bankruptcy). And since 1987,I have provided interim executive management to several communities.
Secondly, part of my practice, has in the past, included specialist consulting services with large
established firms (national and international firms). Since 1987 these assignments, as a contract
consultant, have allowed me to provide services for a wide range of municipal management assignments
including organizational reviews, personnel, and fiscal analysis. As a planning consultant, the services
provided include a wide range of comprehensive planning and land use assignments ranging from capital
improvement plans (CIP's) to comprehensive housing project analysis for HOP, SHARP, and TELLER,
including development exactions, land use management controls, drafting zoning changes,various types
of site reviews, the assessment of development impacts and exaction and impact fee programs.
2008—March to August
MANAGEMENT AND BUDGET DIRECTOR& CPO --CITY OF EVERETT,MA
As Budget Director for the City, responsible to the Mayor for budget development and spending
control. Budget administration involveed a wide range of support activities for the$135 million annual
budget. Starting in March 2008, I organized the $135 million budget submitted by the Mayor and voted
in June 2008 by the Common Council and Board of Alderman. Effective in May the Mayor merged the
Budget Management Office, administration of the School Building Committee, and the Procurement
Office thus ending the separate position of Chief Procurement Officer. Advanced the basic support
activities that are necessary to issue and manage over 190 contracts having annual values between
$25,000 to $12 million plus an equal number of smaller contracts and agreements between $5,000 and
$25,000. Everett's annual operating budget of$135 million serviced the full range of urban needs.
2003—March 2008
TOWN MANAGER-TOWN OF SOUTHBRIDGE,MA
As Chief Executive Officer [CEO] then Chief Administrative Officer [CAO] for the Town, guided
the Town through a new charter change, directed the Budget Development and Management of$50
million in annual revenue and operation expense with the daily administration of 150 employees FTE's
[school personnel excluded]. My activities as Town Manager included: Analysis and presentation of the
annual budgets to the nine member Town Council for approval; Annual negotiation and review of
contracts for purchases and services as CPO; Daily department oversight including Police,Fire, Library,

and Public Works Departments; Capital Plan Development and execution addressed a range from vehicle
replacement, building renovations to sewer and water plant and system construction; Served as Public
Employer for the Town's 150 plus employees bargained four labor contracts and maintained the
Personnel Regulations as needed; The daily management of all the legal affairs of the Town dealing with
counsel for acquisition projects and claims against the Town; and, Management of Workman's
Compensation Insurance as well as Property and Liability Policies and Claims. As Manager, I provided
day-to-day assistance to the public, organized two major meetings per month of the Town Council and
carried out their directions as either CEO or CAO of the Town. Analyzed and directed numerous
projects, issues, and problems to promote effective solutions by and for the Town.
1992 - 1993
ASSISTANT CITY MANAGER-CITY OF WATERTOWN,MA
As Assistant Manager and Personnel Director for the City, responsible to the Manager for budget
and personnel management. Personnel administration involved a wide range of support activities for over
350 full-time employees. As Labor Service Director administered the recruitment and administration
necessary for over two-thirds of the 350 employees that held civil service classifications. Additional
support activities were necessary for certain civil service positions staffed by the school administration.
Served as chief labor negotiator for the Manager with difficult negotiations with five unions representing
over 310 employees. Watertown's annual operating budget of$53 million serviced a full range of urban
needs.
1989 -1992
TOWN ADMINISTRATOR-TOWN OF MARSHFIELD,MA
Fiscal management and budget development activities required cooperation and sustained effort
to balance a series of shrinking budgets caused by a rapidly declining local economy and contracting
municipal receipts. As chief labor negotiator,I bargained six union agreements for the Board of
Selectmen and sought to resolve all grievances at each stage of the process. Two unions settled at 0% for
FY92 with one-year agreements. This occurred as accounting staff changed,new software and training
was brought on board, and UMAS accounting was put in place during FY91. In addition to legal,
procurement, fiscal and capital budget projects, I provided daily department oversight for most
departments, except Public Works,where administrative coordination promoted effective solutions to
many problems. The other functions of the office included maintaining state and federal contacts,
insurance policy and claim management and personnel administration. As Administrator, I provided
day-to-day assistance to the public, organized 50 meetings per year for the Board of Selectmen and
carried out their policy directions as Chief Executive Officers of the Town,wrote the necessary warrant
articles and organized the Town Meetings. I promoted better working relations among staff and boards
in a decentralized municipal government structure and directed the town's response to numerous
projects, issues and problems. I managed several complex issues unique to coastal communities, e.g.;
harbors, coastal regulation, tourism, and storm damage and recovery.

Insurance as well as Property and Liability Policies and Claims. As Manager, provided day-to-day
assistance to the public, organized 45 meetings per year of the Board of Selectmen and carried out their
directions as chief executive officer of the Town. Analyzed and directed numerous projects,issues, and
problems to promote an effective solution by and for the Town.
1975 - 1978
PLANNING DIRECTOR-CITY OF GLOUCESTER,MA
Managed and directed the planning process, assisted and advised the Mayor, City Council,
Planning Board, and other departments and boards on matters effecting the development of the
community. Organized the development and operation of a city property maintenance system and the
training and direction of departmental staff ranging in size from six to eight people. Typical projects and
activities included assisting the Downtown Development Commission - a "bootstrap" effort; assisting the
Economic Development and Industrial Corporation, a Chapter 121C M.G.L.A. corporation,with a 150-
acre industrial park expansion; directing a Conservation Commission project for a wetland's mapping of
the entire city at 1"-100'; reviewed and researched over 120 successfully completed land divisions and
four full subdivision projects; prepared a Local Public Works grant for enlarging an existing dam, that
application and the second round supplemental request resulted in partial funding at$681,000. These
and many other projects were carried out through the Planning Department. The vast majority of
projects were one-time, non-repeating efforts,which required the objectives to be clearly set, staff
trained, and work to be delivered meeting the required schedules and priorities.
1972 - 1975
DIRECTOR OF COMMUNITY DEVELOPMENT DEPARTMENT-CITY OF EAST CLEVELAND,OHIO
Managed the development and execution of policies and procedures pertaining to the operation of
the Community Development Department; provided technical and administrative supervision to the
departmental work force engaged in providing planning, administration, finance, acquisition, relocation,
rehabilitation, demolition, contract supervision, and land sales to redevelopers; planned for attainment of
goals, objectives, and work to be accomplished by establishing required priorities. Served as member of
City Planning Board, Board of Building Code and Zoning Appeals, and as Vice City Manager for two
terms, the development and execution of a Community Development Block Grant Program, annually
funded at$1.4 million with staffing of 30 people.
