HomeMy WebLinkAbout2019-03-06 Community Preservation Committee Minutes Community Preservation Committee Minutes of March 6, 2019 Present: Chairman John Simons, William Callahan, Denevan O’Connell, Brian Roache, Terrance Holland, CJ Gangi, Tracy Watson, Deborah Feltovic, Francis McCarty Chairman John Simons called the meeting to order at 7:00PM in the Board of Selectmen meeting room at Town Hall. The meeting was televised. Welcome new member to the committee Francis McCarty from the Housing Authority is new member replacing previous committee member Mary Beth Soucy-Larkin. Review of Applications St Paul’s Church: Representative Kim Whitworth gave overview of the church’s request for funds. Ms. Whitworth reiterated to the committee the funds are to be used to restore their historical buildings for a total of $183,000.00. Brian Roache asked Ms. Whiworth where the funds for these projects would come from if the church does not receive the CPC funds. Mr. Roache was concerned that even with the funds separate it still would assistant the church directly by alleviating their need to withdraw funds from their own account. Glennie Property: Jennifer Hughes, Director of Conservation and Vanessa Johnson from the Hall of Essex County Greenbelt gave presentation on the Glennie parcel of land. FONAT- Bay Circuit Trail: Liz Armstong, representative from Friends of North Andover Trail, gave over view of the request for funds for the boardwalk along the Bay Circuit Trail. Ms. Armstrong explained that the funds would be used to build an elevated boardwalk along the trail. Stevens Estate: Chairman Simons explained that Stevens Estate application has been withdrawn. A letter had been sent to the committee that explained reasons for the withdrawal. All members received a copy. Fire Equipment: Fire Chief William McCarthy gave presentation of the funds being sought for restoration of an antique steam engine. Chief McCarthy is looking for $30,000.00 for restoration. Brian Roache asked Chief McCarthy for a written estimate. Chief McCarthy will provide one and send to Laurie Burzlaff upon receipt. William Callahan asked Chief McCarthy where the engine will be stored. Chief McCarthy will look at Fire Station 2 to store it. Housing Authority: Housing Authority Director Cathy Hoog and Abacus Architects representative David Eisen gave presentation of new public housing building to be located on Fountain Drive. Chairman Simons asked if the study has been completed. Mr. Eisen responded it is still in its preliminary stage. Chairman Simons stated that CPC has funded a lot of projects for the Housing Authority over the years. The committee wants a study to determine the priority of the work that need to be done at each property. Chairman Simons asked Ms. Hoog why funds are being asked for when the study is not complete. Ms. Hoog looking for additional funds of $50,000.00 to augment assessment to add on for Fountain Drive. Mr. Callahan stated North Andover is at 8.5%, almost 10%, the Fountain Drive renovation and additional units would be a good idea to deter 40B development to keep control within the community. Brian Roache asked for Town Counsel to weigh in on St. Paul’s Church. Chairman Simons will get an update. Mr. Callahan asked about the three part test. Ms. Watson wanted more clarity by using another case not in North Andover but within Massachusetts. Chairman Simons updated the committee about the Planning Board’s meeting about special permits at the athletic fields. Approval of minutes February 14, 2019 and February 26, 2019 Denevan O’Connell motioned to approve February 14, 2019 and February 26, 2019 meeting minutes. Tracy Watson seconded the motion. Motion approved 9-0. Center Realty Trust William Callahan suggested to send a letter to Center Realty Trust to ask them to attend a meeting. Suggested to state specific dates for them to choose to attend. Chairman Simons asked Mr. Callahan to draft a letter. Brian Roache made a motion to adjourn at 8:35PM, seconded by Tracy Watson. Motion approved 9-0.
