CALL TO ORDER: Because the Chair was not yet in attendance, at 6:05 pm, the meeting was called to order by Denise Casey, Deputy Town Manager in the Second Floor Conference Meeting Room. ATTENDANCE: The following were present: Holly Vietzke-Lynch, Denevan O'Connell, Terry Holland, Municipal Resources, Inc. (MRI). consultants Buzz Stapczynski and Bob Mercier, Board of Selectmen Chairwoman Regina Kean and Deputy Town Manager Denise (Dee) Casey. Mark Rogers joined the meeting at 6:58 pm. Lou•Napoli was absent. II. INTRODUCTION OF MUNICIPAL RESOURCES, INC Regina Kean thanked the members of the committee for volunteering. She stressed the importance of confidentiality in this process. Town Clerk, Joyce Bradshaw distributed the open meeting law information and swore in the Search Committee members. Buzz Stapczynski and Bob Mercier introduced themselves and MRI. Buzz Stapczynski repeated the message of Regina Kean that confidentiality in this process is critical. Buzz Stapczynski distributed the Town Manager Search Profiles for the Towns of Lexington and Concord. III. DISCUSSION OF TOWN MANAGER SEARCH PROCESS Buzz Stapczynski distributed and reviewed the proposed the timeline. The Search Committee decided that Dee Casey will be the point contact person responsible for disseminating all the information between MRI and the Search Committee. Regina Kean left the meeting at 7`00 pm. The members offered the following traits and characteristics that they feel are essential for the next Town Manager: • Citizen/customer centric way of leading; active on twitter, email, follow-up, knowing the issues, players and consistently communicating with citizens; • Articulate with strong communication skills; • Ability to deliver clear and concise presentations at Town Meeting; • Respectful of staff, citizens, businesses, etc. • Ability to be a "salesperson" for Town projects; • Visible to committees and educate them on their roles; • Planner and implementer; • A leader who is willing to implement change; 1 • Foster cooperation between the boards and who is a bridge builder; • High degree of financial acumen; • Individual who will let the Department Heads do their jobs; • Strong success with collaborating with the School Department; • Create a culture of teamwork; • Seek to implement innovative ideas from other communities; and • Support the CPA/CPC and preservation. The members offered up the following challenges for the next Town Manager: • Barkers Farm and the potential for a very large residential development there; • Increases in school population as a result of the number of apartment projects proposed; • Middle School renovation project; • Stevens Estate as a viable Town asset; • Staffing for:public safety given the potential population growth; • Traffic.and parking in the downtown area; • Continued support for the fields and reconstruction for those that have been destroyed; • Support of the Recreation Complex project; and • Completing the litigation and projects related to Columbia Gas. V. SCHEDULE OF SEARCH COMMITTEE INTERVIEWS Mark Rogers asked that the Search Committee schedule a meeting to discuss and reach consensus on the criteria for success for each of the characteristics they will measure. The members agreed and scheduled a meeting for April 1, 2019 at 6:30 pm. Dee Casey asked if the members could.also commit to an interview day in .tune, so that all members would have it on their calendars. The group decided on June 20, 2019 at the Steven's Estate. VI. ADJOURNMENT Meeting was adjourned at 8:03 pm. Denise Y.
