Goldberg, Chairman: The Planning Board meeting for Tuesday, April 30, 2019 was called to order at 7 p.m. 7 8 DISCUSSIONS 9 1600 OsEood Street, Attorney John Smolak representing Hillwood: Presentation of conceptual redevelopment 10 plan for the site. 11 E. Goldberg: This project was introduced to the Board of Selectmen (BOS) last Monday evening. This evening 12 consists of a preliminary presentation of the proposed redevelopment project and a discussion of what is being 13 requested from the Planning Board including potential zoning changes that will need to be considered. A Special 14 Town Meeting may be called. The project will need to be vetted and discussed in more detail at future Planning 15 Board meetings. 16 John Smolak, Atty.- Smolak & Vaughan, Applicant's representative, Sean O'Brien V.P. Development-Hillwood 17 Enterprises, Atlanta, GA & Nate Kirschner, Sr. V.P. Planning & Engineering, Langan Engineering, 18 Boston MA: Introduced project team. 19 Sean O'Brien: Introduced Hillwood Properties (proposed developer) noting desirability of the site due to its access 20 off of 495 and proximity to Boston, Operation will be high tech and robotics oriented. 21 J. Smolak: Annual Town Meeting is too imminent for potential warrant article consideration. Team is approaching 22 the BOS to request scheduling of a June Special Town Meeting for this project. Provided history of the 168 acre 23 site consisting of 1.9 million sf of existing space in the 1-2 zone. Gave brief summary of the proposed use as 24 innovative high-tech, highly automated E -Commerce Warehouse & Distribution facility. Project will be 25 considered as three separate lots (A, B & C) and subdivision roadway (between Lots A & C). Lots A & C will 26 remain under current ownership. Lot A to remain as office space (400 sf); Lot B (110 acres) will be sold to 27 Hillwood and become the new E Commerce Warehouse & Distribution Center (building footprint approx.705K sf 28 includes 60K at ground level as office and cafeteria/break area); proposed facility totals approx. 3.6 million sf of 29 gross floor area (Building height increase request relates to Lot 13). Existing solar arrays on top of buildings 20 & 30 21 to remain; building 70, and existing ground solar arrays to migrate (30 acres) to Lot C (existing ballfields). 31 Screening to be addressed during Site Plan Review. Presented preliminary perspectives and section elevations of 32 the proposed building(s) demonstrated massing of structures; stated that the increased building height is not 33 noticeable due to its placement to rear of existing office space. Parking to be reduced by 1,000 spaces along with 34 reduction in impervious surfaces. Everything with the exception of Buildings 20 & 21 to be demolished on site. 35 Project will have little to no impact on existing services and surrounding uses. Provided overview of draft warrant 36 articles. Project brings 1,500 new jobs to North Andover and includes a proposal for sewer extension from the site 37 on 125 to Sutton Street (2 miles). Traffic impact is predicted to be low (ground transport) routed toward Ward Hill 38 connector; impact on town services is low; no hazardous materials are involved. Applicant anticipates 2020 39 construction. 40 Board: Agreed to add a Planning Board meeting May 7, 2019 in Town Hall and requested as much information as 41 possible be provided prior to that discussion.
