2. Acceptance of Minutes
Ronn R. Faigen made a motion to accept the February 19, 2019 minutes. Michael T. Lis seconded the
motion. All in favor of accepting the minutes.
3. New Public Hearing re: 226 Main Street
The petition of Joseph A. Monteforte, Trustee for property at 226 Main Street (Map 041.0, Parcel
0021), North Andover, MA 01845 in the R-4 Zoning District within the Machine Shop Overlay
District. The applicant is requesting a Special Permit pursuant to Town of North Andover Zoning
Bylaws, Section 195-9.4, building after catastrophe.
Joseph Monteforte is at the table with Greg Smith of GSD Associates. He has owned the home for over
30 years and it was destroyed in the Columbia Gas explosion and will need to be rebuilt. This is a four
unit home. The first floor each had one bedroom and the second floor had two bedrooms. The house
is going to be built in the same location with a new foundation. He is fixing items that were not up to
Notices and agendas are to be posted 48 hours in advance of a meeting excluding Saturdays, Sundays, and legal holidays. Please keep in mind the
Town Clerk's hours of operation and make necessary arrangements to be sure that posting is made in an adequate amount of time. A listing of topics
the Chair reasonably anticipates will be discussed at a meeting are to be listed on the Agenda. Note: Matters may be called out of order and not as

code to accommodate residents. It will be a vast improvement to what was currently there. The new
home will have consistent rooflines.
Craig Nutell 222 Main Street
He has lived at this address for 20 years. He is in support of Mr. Monteforte. Top quality tenants and
has been very happy with the way he has kept the property over the years.
Charles Gignac 12 Garden Street
He has lived at this address for over 50 years. He likes the way parking currently works and would like
to keep it the same. Great tenants.
Keith Barnard 234 Main Street
He just purchased the home and lives directly next door. Both Keith and Joe had a few conversations
before the meeting and discussed shifting the foundation more towards the middle of the property. Keith
thought it would be a good opportunity to move it but after listening to all the abutters he supports the
current plan.
Board is discussing the application.
Alexandria A. Jacobs made a motion to grant the Special Permit pursuant to Town of North Andover
Zoning Bylaws, Section 195-9.4, building after catastrophe. Ronn R. Faigen seconded the motion. The
vote was a unanimous vote of 5-0.
