BOARD OF SELECTMEN MINUTES April 8, 2019
CALL TO ORDER: Chairman Regina Kean called the meeting to order at 7:00PM in the Town Hall
Meeting Room. The open session meeting was recorded.
ATTENDANCE: The following were present: Chairman Regina Kean, Clerk Phil DeCologero, Licensing
Chairman, Chris Nobile, Richard Vaillancourt, Rosemary Smedile, Acting Town Manager Lyne Savage,
Deputy Town Manager, Denise Casey and Executive Assistant, Laurie Burzlaff.
PLEDGE OF ALLEGIANCE
PUBLIC COMMENT
Mary Stewart of 52 Prospect Street stated she thought the write in campaign for the election was
underhanded and hoped no board members spearheaded it.
Rosemary Smedile thanked everyone for their support and stated she was grateful to be reelected.
Regina Kean stated, that to her knowledge, no member of the board had anything to do with the write in
campaign.
Joe McCarthy of the Council in Aging asked if seniors were represented on the committee for the design
of the new Senior Center.
Melissa Belbusti and Jennifer Strauss of French Farm Road, stated the intersection at Route 125 and
Barker Street is very dangerous with all the construction being done in the area and asked for something
to be done about it.
APPROVAL OF MINUTES
Chris Nobile made a MOTION, seconded by Phil DeCologero, to approve the Open Session
Minutes of March 25, 2019. Motion approved 5-0.
PUBLIC HEARING
National Grid and Verizon New England Pole Petition-1985 Salem Street
Chris Nobile made a MOTION, seconded by Richard Vaillancourt to open the public hearing to
receive comments on proposed National Grid and Verizon New England Pole Petition for 1985
Salem Street. Motion approved 5-0.
David Boucher from National Grid explained the pole petition for 1985 Salem Street. They are relocating
an existing pole. The Board was concerned about the site lines and pointed out the condition from the
police department.
Richard Vaillancourt made a MOTION, seconded by Chris Nobile to close the public hearing to
receive comments on proposed National Grid and Verizon New England Pole Petition for 1985
Salem Street. Motion approved 5-0.
Richard Vaillancourt made a MOTION, seconded by Phil DeCologero that the Board of Selectmen
approve National Grid and Verizon New England Joint Pole Petition #27359713 for 1985 Salem
Street, as presented. Motion approved 5-0.
GOVERNMENTAL REPORTS
FY20 Community Preservation Committee recommendations
Denevan O’Connell, vice chair of the Community Preservation Committee, will be present to explain the
recommended projects for Town Meeting.
Update on Route 125 traffic signal and other DPW projects
DPW Director Jim Stanford and Assistant Director, John Borgesi, gave a summary of the current DPW
projects. Mr. Stanford explained that the state wants to restrict Beacon Hill Boulevard by making it a right
turn only coming onto Route 125. Mr. Stanford will be speaking with the residents in the area to discuss
that proposal.
Update on Recreation Complex
Deputy Town Manager, Denise Casey, gave an update regarding the Recreation Complex.

Update on Senior Center
John Catlin, the architect for the Senior Center, and Town Planner, Jean Enright, presented the building
plans for the new Senior Center.
Board of Selectmen Meeting Schedule
The Board set their schedule of meetings for May through December.
LICENSING COMMISSIONERS
Phil DeCologero made a MOTION, seconded by Chris Nobile to open a meeting of the North
Andover Licensing Commission. Motion approved 5-0.
Request of Dolly Miller to renew the fortune teller license for Psychic Readings at 163 Turnpike Street
Dolly Miller was present to request the renewal for her fortune teller license.
Phil DeCologero made a MOTION, seconded by Rosemary Smedile that the Board of Selectmen,
acting as Licensing Commissioners, approve the request of Dolly Miller to renew the fortune teller
license for Psychic Readings, 163 Turnpike Street. Motion approved 5-0.
Richard Vaillancourt made a MOTION, seconded by Phil DeCologero to close a meeting of the
North Andover Licensing Commission. Motion approved 5-0.

Request of the Samaritans of the Merrimack Valley to use Willow Street and Flagship Drive for the 3
Annual “Walk for Hope” on Saturday, October 19, 2019 from 8:30AM-12:00PM
Robert Autieri and Debbie Helms presented their request for the Samaritans of Merrimack Valley to use
Willow Street and Flagship Drive on Saturday, October 19, 2019 from 8:30AM to 12:00PM for their “Walk
for Hope”. All relevant departments reviewed and had no issues.
Phil DeCologero made a MOTION, seconded by Rosemary Smedile that the Board of Selectmen
approve the request of The Samaritans of the Merrimack Valley to hold the Walk for Hope charity
event on Saturday, October 19, 2019 from 8:30AM to 12:00PM, as presented. Motion approved 5-0.
Request of the Festival Committee to use the Town Common for the Annual Sheep Shearing Festival on
Sunday, May 19, 2019 from 6:00AM to 6:00PM, to close Mass. Ave. and Academy Road from Osgood
Street to Academy Road from 7:00AM to 6:00PM and to waive all fees
Jeff Coco, chairman of the Festival Committee, present the request for approval to use the Town
Common on Sunday, May 19, 2019 from 6:00AM to 6:00PM for the Sheep Shearing Festival and for the
Board to waive all permit fees. They are also requesting that Massachusetts Avenue from Osgood Street
to Academy Road by closed to traffic from 7:00AM to 6:00PM. All relevant Town Departments reviewed
and had no issues.
Phil DeCologero made a MOTION, seconded by Richard Vaillancourt that the Board of Selectmen
approve the request of the Festival Committee to use the Town Common for the Annual Sheep
Shearing Festival on May 19, 2019 from 6:00AM to 6:00PM, to close Massachusetts Avenue from
Osgood Street to Academy Road to traffic from 7:00AM to 6:00PM and to waive all permit fees.
Motion approved 5-0.
CITIZEN PETITION (taken out of order)
Article 26- Special Act-Change in Liquor Quota
Mike Xenakis explained his citizen petition to increase the liquor license quota. Mike’s Market has a beer
and wine license but wants to expand to sell spirits.
CONSENT ITEMS (continued)
Discussion regarding the Stevens Estate
Acting Town Manager, Lyne Savage, provided additional information regarding the bookings at the
Stevens Estate. As indicated at the last meeting, the financial burden of maintaining the Stevens Estate is
no longer sustainable. There has been a steady decline in bookings over the last year and not enough
future bookings to offset the costs of keeping the estate open. A second Request for Proposals was

issued on March 20, 2019 for the sale or lease of the Stevens Estate. Bids are due on May 1. The Acting
Town Manager is recommending the Board vote to stop accepting reservations for events as of January
1, 2020.

Richard Vaillancourt made a MOTION, seconded by Chris Nobile that the Board of Selectmen
place a temporary moratorium on accepting reservations for events at the Stevens Estate as of
January 1, 2020, until the bids from the Request for Proposals are received. Motion approved 5-0.
Vote to waive right of first refusal for affordable Unit 216 at 4 Harvest Drive
The Citizens’ Housing and Planning Association (CHAPA) has notified the Town that the affordable
housing unit at 4 Harvest Drive, Unit 216 (Oakridge Village-Maplewood Reserve) is up for sale. It was
recommended that the Board not exercise its right of first refusal.
Richard Vaillancourt made a MOTION, seconded by Phil DeCologero that the Board of Selectmen
decline the right of first refusal to purchase the affordable housing unit at 4 Harvest Drive, Unit
216. Motion approved 5-0.
Town Meeting Warrant recommendations-Articles 6, 12, 24, 26-31 and Special Town Meeting Articles 3
and 4
The options for recommendation are Favorable Action, Unfavorable Action, Take No Action or To be
Made at Town Meeting.
Chris Nobile made a MOTION, seconded by Richard Vaillancourt that the Board of Selectmen
recommend favorable action on Article 6. Motion approved 5-0.
Richard Vaillancourt made a MOTION, seconded by Phil DeCologero that the Board of Selectmen
recommend favorable action on Article 12. Motion approved 5-0.
Richard Vaillancourt made a MOTION, seconded by Chris Nobile that the Board of Selectmen
make a recommendation at Town Meeting on Article 24. Motion approved 5-0.
Richard Vaillancourt made a MOTION, seconded by Chris Nobile that the Board of Selectmen
recommend favorable action on Article 26. Motion approved 4-1. Ms. Kean opposed.
Richard Vaillancourt made a MOTION, seconded by Chris Nobile that the Board of Selectmen
recommend favorable action on Article 27. Motion approved 5-0.
Phil DeCologero made a MOTION, seconded by Chris Nobile that the Board of Selectmen
recommend favorable action on Article 28. Motion approved 5-0.

recommend favorable action on Article 29. Motion approved 5-0.
Richard Vaillancourt made a MOTION, seconded by Rosemary Smedile that the Board of
Selectmen recommend favorable action on Article 30. Motion approved 5-0.
Phil DeCologero made a MOTION, seconded by Chris Nobile that the Board of Selectmen
recommend favorable action on Article 31. Motion approved 5-0.
Phil DeCologero made a MOTION, seconded by Rosemary Smedile that the Board of Selectmen
recommend favorable action on Special Town Meeting Article 3. Motion approved 5-0.
Phil DeCologero made a MOTION, seconded by Rosemary Smedile that the Board of Selectmen
recommend favorable action on Special Town Meeting Article 4. Motion approved 5-0.
2019 Special Town Meeting Warrant
Included in the packets was the draft of the 2019 Annual Town Meeting Warrant which includes the
Warrant for the Special Town Meeting.
Vote to open the warrant
Richard Vaillancourt made a MOTION, seconded by Phil DeCologero that the Board of Selectmen
open the 2019 Special Town Meeting Warrant. Motion approved 5-0.
Acceptance of the warrant
Richard Vaillancourt made a MOTION, seconded by Phil DeCologero that the Board of Selectmen
accept the 2019 Special Town Meeting Warrant as presented. Motion approved 5-0.
Vote to close the warrant
Richard Vaillancourt made a MOTION, seconded by Rosemary Smedile that the Board of
Selectmen close the 2019 Special Town Meeting Warrant. Motion approved 5-0.

TOWN MANAGER’S REPORT
Acting Town Manager, Lyne Savage, congratulated Deputy Town Manager, Denise Casey, for receiving
the International City/County Management Association Mentor Award.
Snow Budget
Acting Town Manager, Lyne Savage, reviewed the funds spent this year on snow and ice.
Job posting/vacancy log
The Board was given the latest job posting/vacancy.
SELECTMAN’S UPDATES/COMMENTS
Chairwoman Kean announced she accepted the American Red Cross Heroes award on behalf of the
Town for the response to the gas crisis.
Phil DeCologero thanked Rick Gorman and Sally Finnemore for their work in bringing the young
merchant’s fair to the Youth Center.

Chris Nobile made a MOTION, seconded by Phil DeCologero to adjourn the meeting at 9:45p.m.
