BOARD OF SELECTMEN MINUTES June 24, 2019
CALL TO ORDER: Chairman Regina Kean called the meeting to order at 5:00PM in the Board of
Selectmen Meeting Room 1064 at Town Hall.
ATTENDANCE: The following were present: Chairman Regina Kean, Clerk Phil DeCologero, Licensing
Chairman, Chris Nobile, Richard Vaillancourt, Rosemary Smedile, Acting Town Manager Lyne Savage,
Deputy Town Manager, Denise Casey and Executive Assistant, Laurie Burzlaff.
EXECUTIVE SESSION
Chairwoman Kean declared an open meeting may have a detrimental effect on the Board’s negotiating
position.
Chris Nobile made a MOTION, seconded by Richard Vaillancourt that the Board of Selectmen
enter into Executive Session pursuant to Massachusetts General Laws, Chapter 30A, Section
21(a)(3) to discuss strategy with respect to collective bargaining (NEPBA Communications
Officers-Dispatchers) and to return to Open Session at the conclusion of Executive Session.
Motion approved 5-0 by roll call vote.
The Board returned to open session at 5:25PM.

APPROVAL OF MINUTES
Chris Nobile made a MOTION, seconded by Phil DeCologero to approve the Open Session Minutes
of June 18, 2019 as presented. Motion approved 5-0.
Chris Nobile made a MOTION, seconded by Phil DeCologero to approve the Executive Session
Minutes of May 14, 2019 as presented. Motion approved 5-0.
CONSENT ITEMS
Appointments
The Board is being asked to re-appoint the firms of KP Law and Collins, Loughran & Peloquin as ‘Special
Counsel’ and to approve the Town Manager’s appointments.
Phil DeCologero made a MOTION, seconded by Chris Nobile that the Board of Selectmen approve
the appointment of the firm of KP Law as Special Counsel through December 31, 2019. Motion
approved 5-0.
Phil DeCologero made a MOTION, seconded by Richard Vaillancourt that the Board of Selectmen
approve the appointment of the firm of Collins, Loughran & Peloquin as Special Counsel through
December 31, 2019. Motion approved 5-0.
Chris Nobile made a MOTION, seconded by Phil DeCologero that the Board of Selectmen approve
the Town Manager’s appointments as listed, effective July 1, 2019 through June 30, 2022. Motion
approved 5-0.
Request of Festival Committee to use the Town Common on July 4, 2019 from 7:00AM-11:00PM, close
Massachusetts Avenue from 7:00AM-10:00PM and waive all fees

Included in the packet was a request from the Festival Committee to hold the annual 4 of July
celebration on July 4, 2019. All relevant departments have reviewed the request.
Rosemary Smedile made a MOTION, seconded by Phil DeCologero that the Board of Selectmen
approve the request of the Festival Committee to use the Town Common on July 4, 2019 from
7:00AM to 11:00PM, to close Massachusetts Avenue from Osgood Street to Academy Road from

7:00AM to 10:00PM and waive all fees for the annual 4 of July celebration. Motion approved 5-0.
Vote to approve collective bargaining agreement between the Town and the dispatchers union
Richard Vaillancourt made a MOTION, seconded by Chris Nobile that the Board of Selectmen
approve the collective bargaining agreement between the Town and the NEPBA Communication
Officers-Dispatchers for the period of July 1, 2019 through June 30, 2022. Motion approved 5-0.
LICENSING COMMISSIONERS

Chris Nobile made a MOTION, seconded by Phil DeCologero to open a meeting of the North
Andover Licensing Commission. Motion approved 5-0.
Request of Smolak Farms for a one day all alcohol license for a wedding on June 29, 2019 from 4:00PM-
10:00PM
Rosemary Smedile made a MOTION, seconded by Regina Kean that the Board of Selectmen,
acting as Licensing Commissioners, approve the request of Smolak Farms for a one day all
alcohol license for a wedding on June 29, 2019 from 4:00PM-10:00PM. Motion approved 5-0.
Rosemary Smedile made a MOTION, seconded by Regina Kean to close the meeting of the North
Andover Licensing Commission. Motion approved 5-0.
TOWN MANAGER CANDIDATE INTERVIEWS
The Town Manager Search Committee forwarded the names of four candidates to be interviewed by the
Board. The candidates were interviewed in the following order: Matt Hanson (current Town Administrator
for Tyngsboro), Melissa Murphy-Rodrigues (current Town Manager for Sudbury), Leon Goodwin III
(former Town Manager in Salem, New Hampshire) and James Mealey (Assistant Superintendent for
Finance and Operations). Each of the candidates were ask a series of questions. The Board recessed in
between interviews to allow for the next candidate’s arrival.
At the completion of the interviews, the Board discussed their top choice and why. Melissa Murphy-
Rodrigues was the top choice for everyone, except Mr. Nobile. Mr. Nobile’s top choice was Matt Hanson
with Melissa Murphy-Rodrigues a close second.
Phil DeCologero made MOTION, seconded by Richard Vaillancourt to authorize Municipal
Resources, Inc. to make a conditional offer of employment to Melissa Murphy-Rodrigues for the
position of North Andover Town Manager. This offer is conditioned upon the satisfactory
background review and investigation conducted by Municipal Resources, Inc. and the successful
negotiation of the terms of appointment by the Board of Selectmen. Motion approved 5-0.
Phil DeCologero made a MOTION, seconded by Chris Nobile that the Board of Selectmen appoint
Regina Kean and Rosemary Smedile as the Town Manager contract negotiating subcommittee.
Motion approve 5-0.
ADJOURNMENT
Richard Vaillancourt made a MOTION, seconded by Chris Nobile to adjourn the meeting at 9:38
p.m. Motion approved 5-0.
