hereby directed to notify and warn the inhabitants of No~th Andover,
qualified to vote in Town Affairs, to meet in the Court Room, Town
Building, in said North~Andover,on Monday the Twenty-second day of
January 1954, a'~ seven-thirty o'clock P. E. then and there to act
upon'the following business:-
Amt; 1 To zee if the, town will vote to raise and appropriate
the sum of $3,4~5.!2 to meet outst~ning Bills which are an overdraft
of the snow removal appropriation. And to see if the to~m will pass
any vote or votes in relation thereto.
And you are directed to serve this warrant by posting.true

public places in each voting precinct; said copies mo be posted not
more than fifteen days nor less than ten days before the time of

(a) If a voter desires to permit the sale of any and all
alcoholic beverages in this town, he will vote "YES" on both
Questions.
(.b) .If he d~sires to permit the sale of wines and malt
beverages only herein, he will vote "NS" on Question 1 and "YES"
on Questi6n 2.
(c) If he desires to prohibit the sale of any and ali
alcoholic beverages herein, he will vote "NO" on both questions.

Article 2. To elect all other officers not required by
law to be elected by ballot,

report cf the receipts an~ expenditures as presented b2 the Selectmen

· Article 4. To see wh~t action the town will take as to
its unexpended appropriations.
Article 5, To see what action the town will take as to
the recommendations of the finance co~ittee.
Article S. ~o see'if the town wilt vote to. adthorize the
Treasurer,with the approval of the Selectmen, to borrow money in
anticipation of the revenue of the current financial year~

Selectmen(or Eoderator) to appoint a committee of three or more
· citizens to cooperate with the ~assachuoetts Forest and Park
Association.in the detection of the Dutch Elm disease. Petition

Article g. To see what action the town will take in regard
to appointing a committee to care for the public parks and triangles

Article 10. To see if the to~rnwill vote to have the
.Town Treasurer instructed to maintain certain office hours in his
off%ce in th~ Tovm Building, for the payment of ~ages and other

Article 11. To see if the town will =aise and appropriate
the sum of fifteen hundred dollars to purchase a l~ ton and a ~ ton
truck, for the use of the Street Dept. Ira Carty and others.

Article 12. To see if the town will vote to raise and appropriate
the sum of fifty dollars to be used for binding records of births,

Article 15. ¥~e, ~.urrayDill and Robert Eilne,hsreby advocate
to buy a p~rcel of land from the town of North Andover,same consisting
of approximately 1700 square feet, or thereabouts,bordering on parcel
of land owned by one John~cEvoy at one end, and running parallel
with land owned by above named Eurray Dill and Robert Milne, and
this is to request the Selectmen of said Tov~ of North Ando,ver,Easa.,
to take action on this advocate at the next tovm meeting.

of Accounts of the Department of Corporation and Taxation for th~
installation of an accounting systec, in accordance with the provisions

Article 1§. To see if the town will raise and appropriate money
to compensate for actual services rendered and required in the'local
a~'~uistration of the Civil Works Act, for which the ederal
Government pays no compensation, and fix the amouht or rate of

Article 1S. To see if the town will vote to establish a
reserve police force as provided in Chapter 147, Sec. l~A, of the

Article 17. 2o see what action the town will t~ke in regard
· to appointing a co~nittee to consider the advisaBilit~ of. establishing
a Planning Board, this committee to report at a later meeting.

appropriate the sum of fourteen hundred dollars to purchase an
a~ocountihg machine for the use of the Beard of Assessors and

Article 22. To see if the town will vote five hundred
(500.00)dolla~s to remove trees in roadway and sidewalk; corner
Park and Pleasant Streets, and widen street to bounds and round

enoug~ to set an electric' light on the pole at the last pole on
the' new road at the end 6f the cut-off where Dufton Court enters
