Annual Town Meeting ~arch 7t 1938
WARRANT ,
Article 5. To see what action the town will take as to the
recommendations of the finance committee.
Article 6. To see if the town will vote to authorize the Tov~n
with the approval of the Selectmen,to borrow money from time to time in
anticipation of the revenue of the financial year beginning January l, 1938
and to issue a note or notes therefor,payable within one year, and ~o renew
any note or notes as may be given for a period of less than one year in
accordance with Section 17, Chapter 44, General Laws.
Article 7. To consider the report of all special committees.
Article 8. To see what action the tov~n will take in regard to
appointing a committee to care for public parks and triangles of the
town. ~etition of the Selectmen.
Article 9. The term of the Selectmen and the Board of Public
Welfare of the To~m of North Andover, is hereby changed from the term
of one year to the following term and at the next tov~n election;
One Selectman and one member of the Board of Public Welfare shall
be elected for the term of one year; one Selectman and one member of the
Board of Public Welfare shall be elected for the term of two years;one
Selectman and one member of the Board of Public Welfare shall be elected
for the term of three years.
Thereafter, Selectmen and members of the Board of Welfare shall
hold the office for the term of three years. Petition of Irving Rogers

Article 10. The term of office of the Tax Collector of the Town
of North Andover, shall be changed as follows:-
At the next annual town election there shall be elected one
person as ~ax Collector of the to,~n of North Andover,who shall hold
office for the term of three years,and the term of the Tax Collector

Article ll. The term of office of the Town'Clerk of North
Andover, shall be changed as follows:-
At the next town election there shall be elected one person as
To~,~n Clerk,who shall hold office for thc term of three years, and the
term of office of Town Clerk shall be for the term of three years.

Article 12. The term of office of the Treasurer of the to~n of
North fmdover, shall be changed as follows:
At the next town election there shall be elected one person as
To~,m Treasurer,who shall hold office!for the term of three years, and
the term of office of the Treasurer of the town of North Andover shall

Article 13. To see if the town will authorize the appointment by
the Moderator of a committee of three members to study the present
By-Laws of the town of North Andover, confer with the State Officials
and bther authorities on town government, and report recommended changes
in the By-Laws at the next annual meeting of the town. Petition of the

Article 1~. To see if the town will vote to instruct the Assessors
to publish in the next annual town report , a list of the abatements
granted on rea! estate, personal and pol! taxes. Petition of John M.

Article 15. To see if the to,~n will vote to accept the provisions
of Chapter 14~,Section 13A of the General ~aws,Tercentenary Edition,
relative to establishing a reserve police force in town,to consist of not

of the to~,m to assign house numbers in accordance with the accepted house

Article 17. To see if the town will accept the system of house
numbering prepared as a W. ?. A. project and establish it as the house

sewer, ~656.24;Article 55,Buckingham Road sewer, ~528.59; Article 56, Little
Road sewer, $586.50;for materials and services to be Used in connecting
dead ends in the water system on Middlesex and Russell Streets; Brightwood
Avenue, Chapin, Saltonstall and Wilson Roads, and Trinity Court, with or
withou~ the assistance of the Works Progress Administration or other Federal

Article 21. To see if the town will raise and appropriate the sum
of seven thousand five hundred f~7500.00) dollars for a W. P. A. project

Article 22. To see if the to,tm will raise and appropriate the sum
of three hundred(~500.00)dollars, for the purpose of painting the exterior
of Stevens Memorial Library and making such minor repairs as may be
'deemed necessary. Petition of Nathaniel Stevens and others.
Amticle 25. To see if the town will.vote to raise and appropriate
the sum of four hundred twenty (~420.00) dollars for painting the buildings
at the Town Infirmary, all buildings to receive two coa~s of paint except

Article 24. To see if the' town will raise and appropriate the sum
~f nine hundred twenty-one and 55/100 (921.55]dollars, for the unpaid bills

of two hundred twenty-four and 58/100($224.58]dollars, for the unpaid

Article 26. To see if the town will raise and appropriate the sum
of eight thousand($8000.00)dollars to carry on the activities of %he

Article 27. To see if the town will raise and appropriate the sum
of two hundred fifty-one and 50/100(O251.$0)dollars for unpaid bills of

Article 28. To see if the to~'~ will vote to raise and appropriate
an additional fifty dollars to be added to the dog warrant. Petition of

Article 29. To see what action the town will take on over-due
moth assessments, years 1928, 1929 and 1950, amoun~ ~585.70. Petition of

Article 50. To see what action the town will take on overdue

Article 52. To see if the twon will authorize the Selectmen to
purchase a strip of land located at the corner of Niddlesex Street and
I~assachusetts Avenue,containing approximately 760 feet, to eliminate
dangerous trafic condition,and appropriate the sum of two hundred forty
(~240.00)dollars, said money to be paid to the owner of land Sarah Ann
Allen,Petition of the Selectmen.
A~ticle 55. To see if the to~rn will raise and appropriate the sum
of three hundred(~500.00) dollars for a new police car. Petition of

Article 54. To see if the town will appropriate a sufficient sum
of money for two electric lights, on Dewey Street, on polls being
numbered. Petition of Arthur Stead and others.
Article 55. To. see if the to~,~ wil~ vote to install and maintain
a street light on pole number ~8V4 Young Road. William Kent and others.
Article 56. To see if the to;rn will vote to appropriate sufficient
money to install an electric light in front or near the residence of
Fred W. ~ane,42 Zay'State Rd. Petition of Edwin Nay and others. '
Article 57. To see if the to~ will raise and appropriate the sum
of five hundred dollars to resurface Trinity Court with gravel and oil.

Article 58. To see if the to~ will vote to raise and appropriate
the sum of two thousand(~2000.00)dollars, to continue.the macadam on
Dale Street from its preseut ending to the Boxford line,a distance of

of thirty-eight hundred(~5800.00) dollars, for the purpose of macadamizing

Article 40. To see if the town will vote to raise.and appropriate
the sum of five thousand two hundred (~5S00.O0)dollars,to replace
the outside wire and change the present ~ circuit system to a 4

Article 41. To see if the town will vote to raise.and appropriate
the sum of four thousand five hundred($4500.O0)dollars to install a
new six circuit fire alarm office at the fire station. Petition 'of

Article 45. To see if the town will vote to accept two hundred and
fifty feet of Lym.an Road from a point already accepted two hundred
fifty feet from Nassachusetts Avenue in accordance with the lay-out

Article 46. To see if the to~,rn will accept Little Road from
Herrick Road to Lyman Road, a distance of two hundred seventy-five
feet in accordance with the lay-out as accepted by the Board of Survey.

Article 47. To see if the town will vote' to accept East Water Street
from the intersection of Chickering Road in a northwesterly direction to

Article 48. To see if the town will vote to accept Belmont
Street from thc intersection of Marblehead Streettoward Hedges Street
to where it was previously accepted,a distance of about nine hundred
eighty (980)feet, in accordance with the layout approved by the Board
of Survey. Petition of Samuel F. Rocl~well and others.
Article 49. To see if the to~rn will accept the
Baldwin Street from the intersection of Union Street to
of Francis Street, a distance of two hundred twenty(220)
following:
the intersection
feet.
Francis Street from l.hs intersection of Baldwin Street to the
intersection of Patriot Street, a distance of about six hundred twelve
(612) foot.
Patriot Street from the intersection of Railroad Avenue to the
intersection of Belmont Street, a distance of about eight hundred eighty-
five(S85)feet.
Sargent Street from the intersection of Patriot Streetin a
northeasterly direction toward Hedges Street, about one hundred three feet.
All in accordance with the layout approved by the Board of Survey.
Note: These streets are grbuped together because they form'a
thoroughfare from Belmont and Sargent Streets right through up to Union

Article 50. To see if the town will vote to raise and appropriate
a sufficient sum of money to insSall a sewer on Morris Street running
from ~iddlesex Street to Second Street. Petition of Peter White & others.
Article 51. To see if the to~n will vote to raise and appropriate
a sufficient sum of money to install a six inch water main on Morris
Street, running From Middlesex Street to Second St. Peter White & others.
Article 52. To see if the to?m will raise and appropriate a sum
of money ~o extend its water system from Railroad Avenue and Turnpike
Street; westerly on Railroad Ave., about '~wo hundred feet. Petition of
John J. Collins and others.
Article 55. To see if the to~n will vote to raise and appropriate
the sum of thirty-five hundred($3$00~00)dollars~to finish the rebuilding
of Boxford Street under Chapter 90 o~ the General Laws,said money to be
used in conjunction with money which may be allotted by the State or
County or both, for this purpose;or take any other action in relation

Article 54. To see if the to~vn will vote to raise and appropriate
the sum of seven thousand(~7000.00) dollars, for W. P. A. sidewalk projects.

Article $5. To see if the town will vote to raise and appropriate
the stun of five thousand six hundred forty ($5640.00)dollars, for one
twelve ton Buffalo-Springfield Gas Roller with attachments, au allowance
of foot hundred fifty($480.00) dollars, to be made for town's old Buffalo
'stemn roller; or to' see if the to~.m will vote to raise and appropriate
the smm of one thousand five hundred($1$O0.00)dollars, to repair old

Article 56. To see if the town will vote to raise and appropriate
the sum of seven hundred fifty (~750.00) dollars, to purchase a one-half
ton pick-up truck,for the use of the Highway Department. Petition of

Article 5~. To see if the town will vote to raise and appropriate
sufficients sum of money to install a five foot cement culvert across
Sutton Street, near Suttons mill property and to clear brook on both
sides of Sutton Street. Petition of Ralph Pratt and others.
Article 58, To see if the to~.rn will vote to construct a surface
drain on Prescott Street,from Upland Street to the residence of John W.
Sullivan, and raise and appropriate money sufficient to pay for ~ho same.

as presented, by the Selectmen and Auditor.
Article 4. Voted that all unexpended balances be returned to the
treasury with the exception of the following balances from the 193V
appropriations: Ar.ticle 27, $672.68; Article 28, $344.32; Article 31,
$228.48;Article 34, $656.24; Article 35,$328.59; Article 36, $585.50.
Voted: that the sum of nine thousand one and 39/100
dollars be appropriated from surplus revenue of the town to provide
for 'overlay deficits of 193V and prior years.
Voted that the Assessors be authorized to use such
sum , not exceeding thirty thousand(S30,000.00) dollars, from
surplus revenue,toward the reduction of the 1938 tax rate, as the
commissioner will allow.
