Dear Sir: We the undersigned, being ten or more qualified votersof North Andover, hereby declare that we have reason to believe and do believe that the records of the election officers of Precinct 1,2,3,and of said North Andover, for the election of a Highway Surveyor are erroneous. That votes co~nted for one or another of the candidates for' said office of Highway Surveyor should have been counted for John H.. Milnes and that votes were counted as blanks that should have been counted for John H. Milnes.
