By-Law calling for an audit of the accounts of the several departments of the town was adopted by the voters of the Town of North Andover a~ its adjourned Annual Town Meeting, held March 16, 1940, was approved by the Attorney General of the Commonwealth June 6, 1940; that it was published in The Evening Tribune, Lav~ence, Massachusetts, Friday, June 28, Page 26; Saturday June 29, page 14; Monday, July l, page 18, in the year nineteen hundredforty. ~--~5~-~,m Clerk. 492 1040 1940 TovmWarrant Commonwsalth of Massachusetts. Essex ss. To either of the Constables of the Town of North Andover: Greetings:- In the name of the Commonwealth of A~assachusetts you are directed to notify and warn the inhabitants of North Andover,qualified to vote in elections and town affairs, to meet in the Engine House in voting precinct one; the Merrimack Schoolhouse in voting precinct two; the Union Schoolhouse in voting precinct three and the Town hall in voting precinct four, in said North Andover, on Monday the Fourth day of March 1940, at nine o'clock in the forenoon, then and there to act upon the following articles: Article 1. To elect a Moderator, Town Clerk, Town Treasurer, three Selectmen, three members Board Public Welfare for one year;one Assessor of Taxes, one member of School Committee,one member Board of Health, one member of the Board'Public Wo~s for three years ; a Highway Surveyor, a Collector of Taxes, an Auditor, a Tree Warden and five Constables for one year; also a member of the Planning Board to serve for five years, and to vote upon any and all To~n Officers required by law to be elected by ballot. All to be voted for on one ballot. The polIs shall be opened at nine o'clock A.M. and shall be closed at eight o'clock P.M. After final action on the preceding Article one, the said meeting shall stand'adjourned by virtue of Section 4', Article One of the Town By-Laws, to Satu. day'~arch 16th, 1940, at'one ·thirty o'clock P.M., ih the Town Hall, then and there to act upon the following articles: Article 2. To elect all other officers r6quired by law to be elected by ballot. Article 3. To see if the town will vote to accept the report bf the receipts and expenditures as presented by the Selectmen and Auditor. Article 4. To see w~at action the town wi21 take as to its ~unexpended appropriations. Article S. To see what action the town wiI1 take as to the recommendations of the Finance-Committee. Article 6. To see if the town will Vote tO authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January l, 1941, and to issue a note or notes there- for, payable within one year, and to renew any note or notes as nay be given for a period of less than one year in accordance with Sec- tion lV, Chapter 44, General Laws. Article 7. To consider the report of all special committees. Article 8. To see if the town will vote ~o raise and appropriate the sun of sixty-eight dollars and three cents ($88.03), as North Andover's proportionate share of the expense to be be incurred by the City of Lawrence for further investigation of the Uawrence Gas and Electric Company rates. To see ii' the town will authorize'the Selectmen to purchase a piece of land fo~ playground purposes,comprising approximately t62,000 square feet, ~.~19 acres, adjacent to the Centre School,now owned by MissKatheryne Wilcox, and raise and appropriate an amount of money not exceeding $2000.00,for the purchase thereof. To see if the town will appoint a committee of five or more, said appointment to be made by the Moderator, or otherwise as the tovm shall determine, to investigate the advisability, or need, of purchasing land of one Stefansky running from slightly north of HeaTs Pond to 0sgood Street, varying in width,and being a strip of land bounding on Great Pond Road, in order to protect the town water supply, as recommended by the State Board of Health, and investigate the possibi'lity of the future straightening and widening of Great Pond Road and providing other taxable property to town, said committee to be authorized to adopt whatever steps may be deemed necessary to report its recommendations to the town. To see if the town will vote to adopt a by-law providing for an annual audit of the accounts of the town to be' made by the Director of the Division of Accounts in the Department of Corporations and Taxation, or take any other action relative thereto. Article 16. To see if the town will vote to raise ahd appropriate the sum of thirty-six hundred dollars($3600.O0), to purchase two 2 ton dump trucks for the use of t~e Highway Department. To see if the town will vote to raise and appropriate the stun of three thousand dollars($30~0.00), ~ to ~ebuild Main Street, under Chapter 90, of the ~neral Laws, said money to be used in conjunction with any money which may be allotted by the State or County or both, for this purpose, or take any other action in relation thereto. To see if the tovm will vote to rais~ and appropriate'the sum of five hundred dollars ($$00.00), for maintenance on any street in town under Chapter 90, of the General Laws,~said money to be used in conjunction with any money which may be allotted by the State or County or both, for this purpose, or take any other action iu relation thereto. To see if the town will raise and appropriate the sum of six thousand five hundred dollars($6SO0.00), to be used for materials and services in connecting the dead ends in the water systeTM from Turnpike Street to 487 Railroad Avenue, a distance of three thousand feet on Railroad Avenue, with the assistance of the Works Progress Administration or other such Federal Agency. To see if the town will raise and appropriate the sum of twelve hundred dollars(S1200.00), to connect the East Water Street sewer directly with the East Side Trtmk Sewer with or without the assistance of the Works Progress Administration or other such Federal Agency.
