Voted that the sum of nine hundred e%ght-throe and 25,/100 ($983.25) dollars be appropriated from 6he surplus revenue of the town to provide for overlay deficits of. the year 1939. The Treasurer authorized to hire a clerk and pay her an amount up To $450.00, during the year 1940.Furthermore, ~nder the provision of Chapt. 89, Acts of~1959, the Treasurer With the approval of the Selecmnen, will be enabled to appoint the clerk as assistant Treasurer, without compensation for services as such, but will receive compensation as clerk, subject to the appropriation of $450.00. Salary increase this year is to care for 1940 revaluation. Item 1~. That the Board of Health be authorized to ap~o~'nt one of its members as Board of health Physician and that his salary' be fixed at $400.00, to be taken from appropriation made for this department. Item 29. That the School Committee be authorized to appoint one of its.members as School Physician and that his salary be fixed at $500~00, to be taken from the appropriation made for the School ~epartment. .. Article 6. Voted: that the Town Treasurer,with the approval of the Selectmen, be and hereby is.authorized to borrow money from time to'time in anticipation of the revenue of the financial year beginning January 1, 1941, and to issue a note or notes therefor, payable within one yea~; and to renew any note or notes as may be given for a period of less than one year in accordance with Section l?, Chapter 44, General Laws. Mr. Hainsworth reported that work of committee appointed by the Selectunen, under vote taken at meeting, ~held December ll, 1939,. a committee to make certain.purchases from the War Bonus'Fund, so-called, had not as yetbeen completed. It was voted that the committee be continued and the report accepted as progressive. Article 8. It was voted not ~omake this appropriation. Article.-9. Article 1V. Voted unfavorable action under this article. Article 18. Voted: that the sown raise and appropriate the sumOf five hundred ($500.00) dollars, for 'maintenance of any street in town, under Chapter 90, of the .General Laws, said money.to ~be..~sed in conjunction with any money which may be allotted bythe State or County, or both, for the purpose mentioned in this article. Article 19. Voted: that the town has in 'mind a permanent road building program extending well into thefuture, which, when carried out should gradually reduce the highway maintenance account; that it instruct its Board of Selectmen to make application to the SSate Department of Rublic Works for the.servicesof State.Engineers in carrying out such a survey and that three hundme'd sixty ($560.00) be raised and appropriated for the purpose, ~o~be used.with any' Chapter 90 money ayailable; and that the Engineerst report be considered.ky-the Selectmen in coopera~ionwith.the.Planning B6ard, the Highway Surveyor and the Board of ~Public Works,~ and' be the basis of specific recommendatious at the next. annual meeting.of the town. Voted to raise and appropriate the sum of five hundred ($500.00) dollars, to extend the water system on Marblehead Street, from Harold Street~to Dana Street, provided the property owners furnish satisfactory guarantee to pay 4% of the cost of construction per year for a period of. ten years. Article 29. Voted to raise and appropriate the sum of one thousand fou~hundred ($1400.00) dollars, to install a water main on Marblehead Street:axed William Street, from Massachusetts Avenue to Hailroad Avenue, provided the property owners furnish a satisfactory guarantee to pay 4% of the cost of construction per year for a period of ten years. Article 30. Voted to raise and appropriate the sum of one thousand one hundred fifty ($1150.00) dollars, to install a Water main on Dana Street from Railroad Avenue to Marblehead Street, provided the property owners guarantee To pay 4% of the cost of construction per year for a period of ~en ~ears. Article 51. Voted that this article be referred ~o the Selectmen. Article $2. Voted To refer this arbicle to the Selectmen. Article 55. Voted to. to accept part of Lyman Rbad, beginning at the south end of Edmands Road and running east one hundred feet, provided it meets with the approval of the Selectmen. Article ~4. Voted that the Board of Public works be a committee to care for the public parks and triangles of thetown. The me.eting was adjourned at four twenty o'clock P.M. Abou~ 500 citizens were presen=. M., then and there to act upon the following business:- Article 1. To see if the town will authorize the taking by the Town of North Andover under provisions of .Chapter' 45, Section 14, of the General Laws of Massachusetts, Ter..Ed. by eminent domain under Chapter 79, of the ~eneral Laws, and acts' in amendment thereof, the land known as the Center Playground Tract,containing 3.~19 acres, more or less, said premises being located at North Andover Center ad~acen~ ~o the Center School and being the same referred to. in instrument dated kay 16,1939, by. virtue of which Katheryne~C.
