Town Warrant
Commonwealth of Massachusetts
Essex ss.
To either of the Constables of the Town of North Andover:
Greetings:-
In the name of the Commonwealth of Massachusetts, you are
hereby directed %o notify and warn the inhabitants of North Andover,
qualified to vote in elections and town affairs, to meet in the
~gine House in voting precinct one; the Merrimack Schoolhouse in
voting precinct two; the Union Schoolhouse in voting precinct three
and the Town Hall in voting precinct four, in said North Andover, on
Monday the third day of March 1941, at nine o'clock in the forenoon,
then and there to act upon the following articles:
Article 1. To elect a Moderator, Town Clerk, Town
Treasurer, three Selectmen, three members of the Board of Public
Welfare for one year; one Assessor of taxes to fill vacancy for one
year, one Assessor of Taxes, one member of School. Committee, one
member of Board of Health, one member of Board of Public Works for
three years; a Highway Surveyor, a Collector of Taxes, an Auditor,
a Tree Warden and five Constables for one-year, also a member of the
Planning Board to serve for five years, and to vote upon any and all
Town Officers required by law to be elected byballot.
Ail to be voted for on one ballot. The polls shall be
opened at nine o'clock A.M. and shall be closed.at eight o'clock P.M.
After final action on the preceding 'Article one, the said
meeting ~ball stand adjourned by virtue of Section 4, Article one of
the Town By-Laws, to Saturday, March 15th, 1941, at one ttttrty o'clock
P.M., in the Town Hall, then and there to act upon the following
articles:-
'Article 2. To elect all other officers not required by law
to be elected by ballot.
Article 3. To see if the town will vote to accept the
report of receipts and expenditures as presented by the Selectmen and
Auditor.
Article 4. To see what action the town will take as to
its unexpended appropriations.
Article 5. To see what action the town will take as to the
recommendations of the finance'committee.
Article 6. To see if the town will vote to authorize the
Town Treasurer, with the mpproval of the Selectmen, to borrow money
from time to time in anticipation of the revenue of the financial
year beginning January 1, 1942, and to issue a note or notes therefor,
payable within one year, and to renew any note or notes as may be
given for a period of less than one year in accordance with Section
1V, Chapter 44, General Laws.
Article 7. To consider the report of all special committees.
Article B. To see what action the town will take in regard
to appointing a committee to care for the public-parks and triangles
of the town. Petition of the Selectmen.
Article 9. To see if the town will vote: (t) to authorize
the Selectmen to sell, by bid or public auction', a parcel of laud
known as the "Town Sand Bank". Said land is situated between
Massachusetts Avenue, Beverly Street and Marblehead Street and bounded
by land owned, now or formerly, by John Newton, Davis & Furber
Machine Company, Edward Espey, John R. and Elizabeth McEvoy, Murray
Dill and Robert Milue, and Hildred~.and' Eva Sharp.

In the event of a sale, that the Selectmen be authorized
to execute a proper deed for the town. (2) To authorize the
Selectmen to accept a gift for the' conversion of the said sand bank
into a playground, and to appoint a committee composed of the Board
of Selectmen, Chairman of the Advlsory Board, and the Superintendent
of the Board of Public Works to investigate the cost of work
necessary to convert the sand bank Into a playground. Said~commlttee
to report its fludings at a special.town meeting, or otherwise as the

Article 10. To see if the town will .vote to raise and
~propriate the sum of one hundred and fifty dollars (150.00), to
cover the cost of making au engineering survey of the above.mentioned
land and having plans prepared. Petition of the Board of Selectmen.
Article ll. To see if the town will vote to raise and
appropriate the sum of two hundred and thirty-£1ve dollars ($~5.00)¥
to provide for a revaluation of all buildiugs owned by the town, to.
the end that the amount of fire insurance thereonmay be reduced.

Article 12. To see if the town will vote to raise and
appropriate three hundred and fifty dollars ($380.00) to install a ~
sewage disposal system at the Town Infirmary. Petition o~ the Board
of Public Welfare.
Article lB. To see if the town will vote to.raise and
appropriate the sum of two hundred and fifty dollars ($250.00) to
erect a sixty foot steel flag pole on Memorial Park. Petition of
Board of Selectmen.
Article 14. To see if the town'will vote to raise and
appropriate the sum of fifteen thousand dollars ($15,000.00) to
carry on the activities of the W.P.A. work. Petition of the Board
of Selectmen.
Article 15. To see if the town will'vote to raise and.
appropriate the sum of one hundred and twenty-five dollars ($125.00)
for payment of land damages to Miss Ida Atkius, said laud having
been taken by the town September 6, 1925. Petition of Board of
Selectmen.
Article 16, To see if the town will vote to raise and
appropriate th~ sum of fou~ hundred fifty-one dollars and five' cents
($451.0§) for unpaid bills of 1959 and 1940 which were received too
late to be paid iu the proper year. Petition of Board of Public
Welfare.
Article !~. To see if'the town will raise.and appropriate
the sum of two hundred dollars ($200.00) for unpaid medical bills of
the Soldiers' Relief Department, one hundred dollars for 19~@ and o~e
hundred dollars of 19~9. Petition of Board of selectmen.
Article lB. To see what action the town will take on the
following unexpended balances:
Article 19- 1940 Warrant - Highway - State Engineers
Survey - $560.00.
Article 28- 1940 Warrant - Water - Narblehead Stree~ Water
System Extension - $500.00~

Town Meetln$ March 5~ 1941.
A~ticle 19. To see if the town will vote to authorize
the Selectm~n or Town Treasurer to sell, after first giving notice
of the time and place of sale, by posting such notic'e of sale in
some convenient and public place in the town fourteen days at
least before the sale, property taken by the town under tax title
procedure, provided that the Selectmen or whomsoever they may
authorize to hold such public suction may reject any bid which
they deem inadequate, or .take any action relative thereto. Petition

Article '20. To see if the town will vote to accept the
following addition to its by-laws: "Previous to the erection of
a new building or the alteration of any existing one, notice shall
be fileffwith the Board of Assessors by the person responsible for

Article 21. To see if the town wil~ raise and appropriate
~he sum of one thousand dollars ($1000.00) for the purchase of a
new chlorinator for the Pumping Station. Petition of Board of
Public Works.
Article 22. TO see if the town will raise and appropriate
the sum of two thousand dollars ($2000.00) to replace the water
services to the property lines, place gate valves on hydrant ~'
.branches, repair valves and valve boxes and replace manhole frames
and covers on Main Street. from Sutton Street to Water Street before
the street is reconstructed. Petition of Board of ~'~blic Works.
Article 23. To see if the town will raise and appropriate
a sum not exceeding twelve hundred dollars ($1200.00)~ for a fence,
retaining wall, surface drain with catch:basins~ and grading along
the northwest boundary o~ the Bradstreet School g~OUnds. Petition

~ Article 24. To see if the town will raise and appropriate
a sum not exceeding three hundred and ninety dollars ($~90.00)for
cem~nt walks at the Union School.~i Petition of School Committee.
Article 25. To see if the town will raise and appropriate
a sum of money to complete the grading and seeding of the groUnds
at Johnson High School, to construct a walk along the northern
boundary of the same grounds, and to construct a drain cpnnecting
the southwest rainspouts with the Main~Street, surface drain.

Article 26. To see if the town will r~ise and appropriate
.the sum of six hundred and thirty-five dollars (6~5.00) to be used
with the present one-half t0u truck to purchnse a new one-half ton

the sum of three ~hundred dollars ($500.00) for a new

Higbwsy Department. An allowance of four hundred dollars ($400.00)

Article 29. To 'see if ~he town will raise and appropriate
the sum of twenty-two hundred and forty-five dollars $2245.00)
for 'the purchase of a sidewalk tractor for th~ Highway Department.

WARRANT.
Town Meetin~ March 3~ 1941
Article 30.' To see if the town wilt raise and appropriate
the sum of fifty-eight hundred and forty-five dollars ($8845.00) to
purchase cue 12-ton Buffalo-Springfield Gas Rollar with attachments,
to replace Buffalo-Springfield steam roller which is twenty-two
years old. Au allowance, of three hundred and forty-five dollars
($345.00) will be made for the old roller. Petition of the Highway
Surveyor.
Article 31. To see if the town will raise and appropriate
the sum of thirty-five hundred dollars ($3500.00) for the rebuilding
of Main Street under Chapter 90 of the General Laws, said money to~
be used in conjunction with any money which may be allotted by the
State or County or both, for this purpose; or take any action lu
relation thereto. Petition of the Highway Surveyor.
Article 32. To see if the town will raise and appropriate
the sum of two thousand ($2000.00) for maintenance on any street in
town under Chapter 90 of the General Laws, said money to be used Au
conjunction with any mouey~which may be allotted by the State or County,
or both, for this purpose; or take any other action in relation thereto.

Article 33. To see if the town wAil'vote to raise and
appropriate the sum of thirty-five hundred dollars ($3500.00) to
rebuild Boxford and Salem Streets under Chapter 90 of the General Laws,
said sum to be used in conjunction with auy~mouey which may be allotted
by the State or County, or both, for this purpose; or to take any other
action iur~lation thereto. Petition of the Plauulug Board.
Article 34. To see if the town will vote to raise ten
thousand dollars ($10,000.00) by the issue of bonds or otherwise to
reconstruct Main Street from its Junction with Sutton Street as far
as the money will allow. Petition of the Planning Board.
Article 35. ~o see if the town will vote to instruct the
Selectmen to sponsor a W.P.A. Project for the improvement of the
Center ~layground to be done with. the town and federal funds;
Town's proportionate cost to be $3,500; $~,000 of which to be
appropriated at the 1941 Annual Town Meeting and the balance at
subseGuuut Annual Town Meetings as the need may require. Petition of

Article 36. To see if the town will vote to raise and
appropriate a sufficient sum of money, for the purpose of Elooding and
maintaining a skating surface at Grogans Field. Petition of Charles
Laureudeau and others.
Article 3~. To see ~f the town will vote to raise and
appropriate a sufficient sum of money for a surface drain on. Camden
Street and have the work done by the W.P.A; the town to provide the
material. Petition of John J. S!ipkowsky and. others.
Article 3B. To see if the town will raise and appropriate
a sufficient sum of money to extendthe water system eight hundred
feet on Boxford Street from Salem Street, or make some other
provision for the same. Petition of James P. Rice and others..
Article 39. To see if the town will raise and appropriate
a sum of money to extebd the water system on Woodbrldge Road or make
some other provision for the same. Petition of Louis H. McA!con and
others.
Article 40. To see if the town will raise and appropriete
a sum of money to extend the sewer from William Street, to take care
of the houses ou Dewey Street, without sewer conuections.,~. Petition
