Voted to accept.the report of receipts and expenditures as presented by the Selectmen and Auditor. Article 4. Voted that all unexpendcd appropriations with the exception of $25~.00, which is a portion of the Unexpended 19~l appripriation of the Sealer of Weights and Measures Department; $~99.43,which reprosent~ thc une. xpended appropriation under Article 22, of the 1941 warrant, and $6650.25, which is the town's share of the unexpended !balance under Articl 51, of the 1941 warrant, be returned to the Treasury. Voted: that the sum of nine hundred eighty dollars and ~5 cents ($980.45) be appropriated from surplus revenue of the town to provide for overl~y deficita of the year 19~l and prior years. Voted: that the Assessors be authorized to use a sumner exceeding eight thousand(S8000.00) dollars from £ree ~'~ cash toward the reduction of the 1942 tax rate. Article 5. I~ was voted to consider ~each ires separately. The appropriations approved by the Advisory Bo~rd were accepted in every instance with the exception of Item 58, in which case the amountcrecommended by the Finance Committee was voted. Article 6. Voted: that the town authorize the Town Treasurer,~ with the approval of the Selectmen, to borrow money from time to time 'in anticipation of the revenue of the finnncial year beginning January l, 19~, and to issue a note or notes therefor, payable within one e ' y ar, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter ~ General &aws. The vote was unanimous and so declared. Article 7. No reports. Article 8. Voted that the Board of Public Works be a committee to take care of public parks and triangles. Article 9. Voted that the t~wn accept the following By-Law:- "No person shall be allowed to place, throw, dump or otherwise deposit posters, handbills, flyers, advertising sheets, waste or rubbish in or from the public streets or ways." Article 10. Voted that it is not the time to purchase this equipment. Article 1!. Voted that the town amend section 8, of Article IZI of the To~n By-Laws, by'striking out section 8 of Article III and inserting in place thereof the Building Laws as prepared by the committee appointed by the Selectmen. Article 12. Favorable action as indicated in ArtiQle ~. .Article l~. Voted to raise and appropriate the sum of eight hundred dollars(S800.00), for use by the Planning Board to engage the services of an engineer to prepare a zoning. ordinance and plane. Article 14. An increase in the salary for this office has been considered and acted upon under Item 3 of Article 5, in the Advisory Board's recommendations. 19h2. After favorable action on this article as petitioned for by the North Andover Teacher's Association confusion was apparent in the meeting as each department head sought to increase its appropriation so that all might benefit alike It was voiced that it is the sense of this meeting that a ten per cent increase be granted ~o all employees of the town exclusive of elected officials. It was then voted ~o adjourn the meeting to Saturday March 28, a= 1:30 o'clock P. M. at which time depar~men~ heads will submit budgets for consideration. The meeting was adjourned at ~4:~0 o'clock P. M. Abou~ 550 persons were present. Earl B. Tracy, Leo H. Murphy, William Torrey, Edward McCabe, Mason Tucker and Houghton Farnham assisted the Moderator in taking' count of hand votes. LilliaB Desrden3Angelina Kelly,Andrew H. At the opening of the meeting the Moderator announced that members of the Legion Post No. 219, would hold a service to honor~f the young men who have. left town to serve their coun~r~ in the second World War. The' meeting assembled stood ~s the ~eg~on Pos~ Advanced the Colors, Miss' Adeline Stewart lead the meeting in singidg the Star Spangled Banner. Adjourned Town Meetin$ March 28~ 19~2. The meeting was called =o order ~t l:~0 e'clock by Judge C. J. Ms_honey, Moderator for the Town. The firs~ 9usiness. to be considered was the manner in which votes might be.determined. ~.~It was moved and seconded that hand vo~es be used on articles and i=ems =o be reconsidered, an amendmen~ ~o this motion thst be by ballot was lost by a vote of ll2 in favor to 1~5 against. .On show of hands. 152 voted in favor and ~8 were opposed. Mr. John W. Costello,acting Chairman of the Advisory Board then addressed the meeting as follows:- Mr. Moderator:- We are doing this for the information of the meeting. ~ If it is the sense of this meeting that all town employees be given a raise-and ~hat means all of them- we will submit figures covering that plan. On the other hand~ if it is the sense of the meeting that we should try to follow exactly the wording of the motion ~o adjourn, .and thus confine raises to full-time workers, and not include elected officials and part-time workers-which is no= as fair ~o all-we can also presen~ such figures. In both cases, these fi~.ures are based on a raise starting about April l, and at a ~ate off're than $150.00 per year for any .employee. To place the matter before the meeting I offer the following.~,~?~.~ motion: That Article 15 and Article'5 be reconsidered. It should be pointed out that further progress in voting raises, and. even the presentation of figures furnlshed~to us by thc department heads, depend upon this motion being voted favorably.
