Voted t~ accept the report of receipts and expenditures as presented by the Selectmen and Auditor. Arti'cle ~. Voted that all unexpended balances be returned to the Treasury with the exceptions of ~9000.09 aopropriated under Article 20, of the 19~2 warrant, $2~85~8~, ~ppropriated under Article ~7, of the 19~2 warrant ~nd i~3~, balance of the Rationing Board appropriation. Voted that the sur~ of nine hundred fifty-eight and 68/100 ($958.68) dollars be aopropriated from surplus revenue of the town to provide for overlay deficit of 1942 and prior years. Voted that the Assessors be authorized to use a sum not exceeding twenty-five thousand ($2%~00.00) dollars, from free cash ~oward the reducbion of the 19hD tax rate. Includes a raise of $1.00, a week for all regular officers. Adjourned Annual Meetin~ Article 5-continued. ~arch 15,194~. Item 15 was increased by $1565.00, after acceptance by the town of Article 20, of tho warrant, this being added cost of one more man as permanent fireman for eight months. Item 27. Voted that the Board of Health be authorized to appoint one of its members Board of Health Physician and that his salary be fixed at $440.00, this amount to be taken from the appropriation made for this department. Item 57. This item was increased from $10,000.00 to Si1,000.00. Item 46. Voted that the School Committee be authorized to appoint one of its members as School Physician and that his salsry be fixed at $550.00, this amount to be taken from appropriation made for the School Department. Under item 49, Mr. Charles W. Tucker made the fallowing motion which was adopted by the voters: That item 49 covering public ~arks and triangles be amended to include, subject to the approval by the Town Counsel of the Town's title thereto, a certain burial plot containing about 1/8 of an acre, situated near Berry Street, given by Philip Farrington in 1785,for the use of the inhabitants of that part of the town. for a burying ground, .as located and outlined on a plan filed with North Essex Registry of Deeds accompanying the deed of the surrounding land from amuel D. Berry to William Beck, dated ~June 8, 1909. After the adoption of this motion the park Department appropriation was increased by one hundred dollars. .'.~' ~rticle 6. Voted that the town authorize the Town Treasurer, withi~he approval of the Selectmen, tc borrow money from time to time in anticipation of the revenue of the financial year beginning January l, 19~d~, and to issue a note or notes therefor, payable Within one year; and to renew any note or notcs~as may be given.for a period of less than one year in accordance with Section 17, of Chapter 44, General Laws. The vote was unanimous and so declared. Article.7. No reports of special committees. . . ArticleiS. Members of the Board of Public Works were voted a committee to care for public parks and triangles. Articleig. Voted to raise and appropriate,~the sum of five thousand ($5000.00) dollars, together with the unexpended balance of the 1942 appropriation for the use of the North Andover Committee on Public Safety , to be expended with the approval of the Board of Selectmen for the preservation of health and the protection of persons and property or.the town; for the purchase of equipment and supplies; to provide for the training of its citizens in matters essential to civilian defence, and for any other purpose authorized by Chapter 487,.of the Acts of 1941. Article 10. Voted to strike from the warrant. Article ~l~ Voted to strike, from the warrant. Article 12. Voted that the town write of the balances on deposit in closed banks; the ~awrence Trust Company and the Merchants Trust Company both'in Lawrence, the final dividends in liquidation 'of .these banks having been received , these balances as follows: Lawrence Trust Company $4864.55, Merchants Trust Company $1958.00, Total $6822.55. Adjourned Annual Meetln_~March~ Article 15. It was voted that the balance of due the town be written of the books as petioned for in this article. Article 14. It was voted to accept the Zoning By-Law and the map on file at the office of the Town Clerk. The Zoning ~Law appears in the Warrant for the meeting and on pages 173 through ' of the Annual Town Heport and map of Zoning inserted. The vote was unanimous and so declared. Article 15. It was voted to raise and appropriate the sum of one hundred dollars for the purpose of printing the Zoning By-Laws. Article 16. It was voted to raise and appropriate the sum of eight dollars and eighty cents for the payment of 1942 water bill for the Centre Playground. Article 17. Voted to raise and appropriate seventy-five dollars for the payment of a bill for legal fees presented to the Board of Assessors. Article 18. Voted to raise and appropriate the sum of five hundred fifty dollars for the painting of Stevens Hall. Article 19. Unfavorable action voted. Article 20. Voted to a~cept Chapter 48 as amended by Section 58A, as pertaining to the hours of the permanent firemen. Xrticle 21. Voted to accept the following streets which have been adjudicated by the Board of Selectmen and are now ready for acceptance by the town:- Harwood Street; William Street from ~ailroad Avenue to Marblehead Street and Beech Avenue from Massachusetts Avenue to Parker Street. Article 22. Voted not to make this purchase. Article 23. Voted to strike from the warrant. This matter cared for under item 36, of the budget. Article 24. Voted to raise and appropriate the sum of one thousand two hundred dollars ($1200.00) to purchase a sidewalk tractor for the use of the Highway Department. The total cos~ of the tractor is. $2200.00~ but $1000.00 will be paid for rental which will reduce the cost to $1200.00. Article 25. Voted =o raise and appropriate the sum of six hundred dollars to purchase a late model used half ton pick-up truck for the Highway Department. Article 26. Voted =o raise and appropriate the sum of two thousand dollars for the maintenance of Water Street, under Chapter 90, of the General Laws, to be uaed in conjunction with any money which may be allotted by the State or County or both, but in no grea=er proportion than two dollars of ~own money to one dollar of State or County money or both. It was also vo~ed to raise and appropriate the sum of five hundred dollars for the water and sewer departments in conjunction with this work. Article 27. Voted to instruct the Tax Collector to proceed .to collect any outstanding accounts of the severaldepar~ments of the town which should be collected, and to employ counsel when necessay,with the approval of the Board of Selectmen. Article 28. Voted that the nine thousand dollars appropriated under Article 20, of the 1942 warrant for the purchase of a new seven hundred and fifty gallon pump and combination truck to replace the old pump and combination truck now in use, the proceeds received from the old truck to be paid over to the Town Treasurer, be re-appropriated for the same purpose. Article 29. Voted to raise and appropriate eleven hundred dollars for the purchase of 1000 feet 2~" the Fire Department. the sum of hose for Adjourned Annual Meetin$ March 1~1945. Article 30. Voted to raise and appropriate the sum of five hundred dollars for the purchase of a new car for the Police Department. Article 31. Voted to raise and appropriate the sum of six hundred dollars to carry on the activities of the ~assachusetts State Guard Article 32. This Article cared for under Item 66 of the budget. Article 33. Voted to r~ise and appropriate the sum of one thousand six hundred forty ($1640.00) dollars, for surface drains on Buckingham Road between Herrick Road and Lyman Road and on Young Road between Herrick Road and Lyman Road. Article 34. Voted to raise and appropriate the sum of one thousand seven hundred dollars to install a sewer on Camden Street. This will care for six houses and will extend a distance of 500 feet. Article 35. Voted to raise and appropriate the sum of three thousand six hundred ($3600.00)dollars, to extend the sewer system on Massachusetts Avenue from Walnut Street to Bay State Road, This will cover a distance of 982 ~eet with five houses to be connected at present. Article 36. Voted unfavorable action on this article. The meeting was dissolved at 3:30 o'clock P.M. About 250 persons were present. Andrew Coffin, Carl Thomas, Alfred Garneau, John Heggarty, Angelina Kelley and Lillian Dearden checked the voters into the hall. To either of the Constables of the.Town~ of North Andover: Greeting: In the name of the Commonwealth of Massachusetts, you are hereby directed to notify and warn the inhabitants of North Audover, qualified to vote in Town Affairs, to meet in the Court Room, Town Building, in said North Andover, on Monday, the twentieth day of September, 194~ at 7.SO o'clock ?. then and there to act on the following business: Article 1. To see if the Town will vote to authorize the Fire Engineers to appoint one of their members, a per- manent driver for the duration of the war. Article ~. To see if the Town will vote to authorize the Town Treasurer to pay James Hargreaves the sum of One Hundred and Fifty-Two dollars (~:,15~.00) for services rendered as a spare driver, up to the date of this meeting, to be taken from the appropriation of the Fire Department. Article 3. To see if the Town will vote to aooropriate from available funds, the sum of Five Hundred Dollars (~00.00) to be used to pay the salary of the permanent driver of the Fire Department for the balance of the year. Article 4. To see if the Town will vote to appropriate from available ~nds, the sum of One Hundred Dollars(~:lO0.O0) to suplement the appropriation of the Treasurer's Department for the remainder of the year. Article 8. To see if the Town will vote to.aporopriate from a~ailable funds, the sum of Twenty-four Hundred Dollars (fi2400.00) to suplement the Old Age Assistance appropriation. And you are directed to serve this warrant by posting true and attested copies thereof at the Town Hall, ~ud at five or more public places in each voting precinct. Said copies to be posted not more than fifteen days nor less than ten days be- fore the time of holding said meeting.
