the Constables of the
Town of North Andover:
Greetings:
In the name of the Commonwealth of I~assachusetts, you are
hereby directed to notify and warn the inhabitants of North Andover,
qualified to vote in elections and town affairs, to meet in the Engine
House in vo~ing precinct one; the Merrimack Schoolhouse in voting
precinct two; the Union Schoolhouse in voting precinct three and the
Town Hall in voting precinct four, in said North Andover, on ~onday
the sixth day of March 19[~, at nine o'clock in the forenoon, then
and there to act upon the following articles:-
Article !. To elect a Moderator, Town Clerk, Town Treasurer,
three Selectmen, three members of the Board of Public Welfare for one
year,one Assessor of Ta~es, one member of the School Committee, one
member of the Board of health, one member of the Board of ~ublic Works
for three years, one member of thc Board of Public Works for two years
to fill vacancy; a Highway Surveyor, a collector of T~xes, an Auditor,
a Tree Warden, five Constables for one year and a member of the Plann-
ing Board for five years; also one member of the Planning Board for
two years to fill vacancy, and to vote upon any and all Town Officers
required by law to be elected by ballot.
All to be voted for on one ballot. The polls shall be opened
at nine o'clock A. M. and shall be closed at eight o'clock P. M.
After final action on the precedin~ Article l, the said meeting
shall stand adiJourned by virtue of Section 4, Art~c~ one of the Town
By-Laws, to Saturday, March 18, 191%~, at ~ne thirty o'clock P. M., in
the Town Hall, then and there to act upon the following articles:-
Article 2. To elect all other officers not required by law
to be elected by ballot.
Article ~. To see if the town will vote to accept the report
of receipts and expenditures as presented by the Selectmen and Auditor,
Article [~. To see what action the town will take as to its
unexpended appropriations. Article 5.
To see what action the town will take as to the recommendations
of the Finance Committee.
Article 6. To see if the town will vote to authorize the
Town Treasurer, with the aoproval of the Selectmen, to borrow money
from time to time in anticipation of the revenue of the financial
year beginning January l, 19~5, and to issue a note or notes therefor,
payable within one year, and to renew any note or notes as may be
given for a period of less than one year fn accprdance with Section 17,
Chapter 4%, Gencra[ Laws.
Article 7. To consider the report of all special com~nittees.
Article 8. To see what action the town will take in regard
to aopointing a committee to take care of the Public Parks and Tri-
angles of the town, Pet!on of the Selectmen.

Article 10. To see if the town will vote to raise and
appropriate the sum of five hundred(O500.00) dollars, for the
purpose of beginning the transcription of Birth records from the
year 1851~ to the year 1915, both years In,ins!ye, which constitutes
volvo one of our birth records. Petition of the Town Clerk.
Article ll. To see if the town will vote to accept Chapter
~l, of the General Laws; an act to permit cities sad towns to
inde~ify [.~illtary Substitutes serving in their fire forces or
fire departments. Petition of Board of Selectmen.
Article 12. To see if the toys will raise and appropriate
the sum of eleven hundred dollars(~llO0.O0) to be used with the
present 1936 one and a half ton truck to purchase a new one and
a half ton truck. Petition of the Board Public Works.
Article 15. To see if the town will raise and appropriate
twelve hundred($1200.O0) dollars to clean the twelve inch water
main, installed in 1898, from thc pumping station to the reser-
voirs. Petition of the Board Fublic Works.
Article l[g. To see if the term will raise and appropriate
a sufflclcnt sum of money to extend the sewer system on ~.~ass.
Avenue from Bay State Road to Chickering Road. Petition of William
}~cAndrew and others.
Article 15. To see if the town will raise and appropriate
a sufficient m~ of money to extend the water system on Glen-
wood Street from ~iansachusetts Avenue to l~ablin Avenue. Petition
of George W. Shackleton and others.
Article 16. To see if the town will vote to authorize the
Selectmen to sell, by bid or public auction, a narcel of land known
as .the "Town Sand Bank". Said land is situated ~etween ~,~assachusetts
Avenue, Beverly Street and ~,~arblehead Street and is bounded by land
owned, now or formerly,by John Newton, Davis sad Furber ~,lachine Co.,
Edward Espey, John R. and Elizabeth I.icEvoy, Murray Dill and Robert
Milne and by Hildred and Eva Sharp. In the Event of a sale, that
the Selectmen be authorized to execute a proper dead for the town.

Article 17. To see if the town will vote to raise and
appropriate twelve thousand (~12,000.00) dollars to enable the
School Department to secure plans and specifications for an addition
to the t!igh School. Petition of the School Department.
Article 18. To see if the town will vote to raise and
appropriate two thousand five hundred($2500.O0)dollars for remodeling
the heating system at the Union School. Petition of School Dept.
Article 19. To see if the town will raise and appropriate
the s~ of two hundred (~200.00) dollars to overhaul the police car.

Article 20. To see if the town will raise and appropriate
the sum of three hundred fifty(~50.00) dollars to install a new

the sum of two thousand(~2OO0.OO)dollars ToP the maintenance of
any street in town ~dcr Chapter 90, of the General Laws, said
money to be used im conjunction with any money which may be
al&otted by the State or County, or both, for this purpose, or

Article 22. To see If the town will raise and appvopriate

retaining wall and sidewalk at the corner of ~aple Avenue and

to build a sidewalk, curb ttnd resurface road on Beech Ave.

Article 25. To see if thc town will vote to appropriate
the sum of fifty thousand(~50,000.00)dollars from available
funds in the treasury for the purchase of Defence Bonds, War
Bonds or other bonds issued by the Federal Government, or other
bonds which are legal investments for savings ba~s, in order
to establish a Post War Rehabilitation F~uud as provided by
Chspter 5, Acts of
Article 26. To act uoon any other business which may
legally.be considered at this meeting.
And you are directed to serve this warrant by posting
true and attested copies thereof et the Town Hall and at five
or more public places in each voting precinct. Said copies to
be posted not more th~n fifteen days nor less than ten days
before the time of holding said meeting.

Article 2. Referred to'the Selectmen for action.
Article 3. Voted to accept the report of receipts and
expenditAres as presented by the Selectmen and Auditor.
Article 4. Voted that all unexpended appropriations be
returned to the Treasury; with the excentions of ~6.v? v~
under Article 35 of the 19~3 warrant, w~ich is du~'th~Co~-
wealth of Massachusetts for inspection; the balance of approxi-
mately $5300.00 remaining in the approp~ati&n for Civilian
Defense under Article 9 of the 1943 warrant; and the unexpended
b~$anc? of the Ratioy~ng B~ard appropriation for the last year,
wnzch zn January, 19~, wa~ $551.21
Voted that the sum of nine hundred fifty and 92/100
($950.92) dollars be appropriated to orovide for the overlay
deficits of 1931 to 1942 inclusive, s~id sum to be taken from
Surplus Revenue of the town.
A motion by thc Town Clerk "That tho assessors be author-
ized to use a sum not to exceed $12,000.00 from Free Cash in
the Treasury for the reduction of the 19411 tax rate" was defeated.
A motion'made by Mr. Pillion "that the assessors be author-
ized to use the sum of $75,000.00 from Free Cash toward the re-
duction of the 19~ tax rate" was carried. A show of hands was
taken and 142 voted in the affirmative and 55 in the negative.
Later on in the warrant on reconsideration of this action, 69
voted in favor of reconsideration and 170 voted against re-
consideration.
Article 5. Recommended that each article be considered

Article 5-continued.
Item 16. Voted that the town authorize the Board~ of
Fire Engineers to appoint one of their members a permanent dr!vcr
for the duration of the war and that his salary be fixed at
~2.00 per week, tho amount stated to be taken from the appro-
priation made for the Fire Department.
Item 27. Voted that thc Board of Health be authorized
to appoint one of its members Board of Health Physician and
that his salary be fixed at $~6~.65, this amount to be taken
from the a~propriation made for this departmcnt.
ItemiZe6. Voted that the town meeting, having increased
the amount requested by the School Committee for thc support of
the schools by the sum of ~2750.00, express to the Committee
its sentiment that the Co~aittee should consider the propriety
of expending said amount to put into effect the step rate wage
increases suggested by tho Teachers' Association, and that it
should reconsider the propriety and advisability of adopting,
in full, the schedule of wages submitted to it by said Asso-
ciation.
Item 46. Voted that the School Department be author-
ized to appoint one of its men, ers as School Physician and
that his salary be fixed at $550.00, this amount to be taken
from the appropriation made for the School Department.
Article 6. Voted that the Town authorize the Town
Treasurer, with the approval of the Selectmen, to borrow
money from time to time in anticipation of the revenue of ~he
financial year beginning January l, 1945, and to issue a note
or notes therefor, payable within one year; and to renew any
note or notes as may be given for a period of less than one
year in accordance with Section 17, Chapter ~, General Laws.
Thc vote was unanimous and so declared.

ning Board to make study of the same and report at the next
annual meeting.

matter in this article.

George Barker, William B. Dully, William Stone, William
Currier, Roland Sherman and Leo I.Iurphy assisted the Moderator
in making count of hand votes.
