To either of the Constables of the Town of North Andover: Greetings: In the name of the Commonwealth of I~assachusetts, you are hereby directed to notify and warn the inhabitants of North Andover, qualified to vote in elections and town affairs, to meet in the Engine House in vo~ing precinct one; the Merrimack Schoolhouse in voting precinct two; the Union Schoolhouse in voting precinct three and the Town Hall in voting precinct four, in said North Andover, on ~onday the sixth day of March 19[~, at nine o'clock in the forenoon, then and there to act upon the following articles:- Article !. To elect a Moderator, Town Clerk, Town Treasurer, three Selectmen, three members of the Board of Public Welfare for one year,one Assessor of Ta~es, one member of the School Committee, one member of the Board of health, one member of the Board of ~ublic Works for three years, one member of thc Board of Public Works for two years to fill vacancy; a Highway Surveyor, a collector of T~xes, an Auditor, a Tree Warden, five Constables for one year and a member of the Plann- ing Board for five years; also one member of the Planning Board for two years to fill vacancy, and to vote upon any and all Town Officers required by law to be elected by ballot. All to be voted for on one ballot. The polls shall be opened at nine o'clock A. M. and shall be closed at eight o'clock P. M. After final action on the precedin~ Article l, the said meeting shall stand adiJourned by virtue of Section 4, Art~c~ one of the Town By-Laws, to Saturday, March 18, 191%~, at ~ne thirty o'clock P. M., in the Town Hall, then and there to act upon the following articles:- Article 2. To elect all other officers not required by law to be elected by ballot. Article ~. To see if the town will vote to accept the report of receipts and expenditures as presented by the Selectmen and Auditor, Article [~. To see what action the town will take as to its unexpended appropriations. Article 5. To see what action the town will take as to the recommendations of the Finance Committee. Article 6. To see if the town will vote to authorize the Town Treasurer, with the aoproval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January l, 19~5, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year fn accprdance with Section 17, Chapter 4%, Gencra[ Laws. To see if the toys will raise and appropriate the sum of eleven hundred dollars(~llO0.O0) to be used with the present 1936 one and a half ton truck to purchase a new one and a half ton truck. Shackleton and others. Article 16. To see if the town will vote to authorize the Selectmen to sell, by bid or public auction, a narcel of land known as .the "Town Sand Bank". Said land is situated ~etween ~,~assachusetts Avenue, Beverly Street and ~,~arblehead Street and is bounded by land owned, now or formerly,by John Newton, Davis sad Furber ~,lachine Co., Edward Espey, John R. and Elizabeth I.icEvoy, Murray Dill and Robert Milne and by Hildred and Eva Sharp. Voted that all unexpended appropriations be returned to the Treasury; with the excentions of ~6.v? v~ under Article 35 of the 19~3 warrant, w~ich is du~'th~Co~- wealth of Massachusetts for inspection; the balance of approxi- mately $5300.00 remaining in the approp~ati&n for Civilian Defense under Article 9 of the 1943 warrant; and the unexpended b~$anc? of the Ratioy~ng B~ard appropriation for the last year, wnzch zn January, 19~, wa~ $551.21 Voted that the sum of nine hundred fifty and 92/100 ($950.92) dollars be appropriated to orovide for the overlay deficits of 1931 to 1942 inclusive, s~id sum to be taken from Surplus Revenue of the town. A motion by thc Town Clerk "That tho assessors be author- ized to use a sum not to exceed $12,000.00 from Free Cash in the Treasury for the reduction of the 19411 tax rate" was defeated. A motion'made by Mr. Pillion "that the assessors be author- ized to use the sum of $75,000.00 from Free Cash toward the re- duction of the 19~ tax rate" was carried. A show of hands was taken and 142 voted in the affirmative and 55 in the negative. Later on in the warrant on reconsideration of this action, 69 voted in favor of reconsideration and 170 voted against re- consideration. Article 5. Voted that the town authorize the Board~ of Fire Engineers to appoint one of their members a permanent dr!vcr for the duration of the war and that his salary be fixed at ~2.00 per week, tho amount stated to be taken from the appro- priation made for the Fire Department. Item 27. Voted that thc Board of Health be authorized to appoint one of its members Board of Health Physician and that his salary be fixed at $~6~.65, this amount to be taken from the a~propriation made for this departmcnt. Voted that the town meeting, having increased the amount requested by the School Committee for thc support of the schools by the sum of ~2750.00, express to the Committee its sentiment that the Co~aittee should consider the propriety of expending said amount to put into effect the step rate wage increases suggested by tho Teachers' Association, and that it should reconsider the propriety and advisability of adopting, in full, the schedule of wages submitted to it by said Asso- ciation. Voted that the School Department be author- ized to appoint one of its men, ers as School Physician and that his salary be fixed at $550.00, this amount to be taken from the appropriation made for the School Department. Article 6. Voted that the Town authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of ~he financial year beginning January l, 1945, and to issue a note or notes therefor, payable within one year; and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter ~, General Laws. Voted that the Town raise and appropriate the s~nu of Nine Hundred Ninety Dollars ($990.00) to extend the water system on Glenwood Street from Massachusetts Avenue to Mablin Avenue~ provided a l~% guarantee for ten years is made and a layout of the street is approved by the Planning Board. Article 16. Voted that this matter be referred to the Plan- ning Board to make study of the same and report at the next annual meeting. Article 17. Voted to postpone indefinitely. Voted that the Town appropriate the sum of Fifty Thousand Dollars ($50,000.00) or any part thereof, from available funds in the treasury for.the purchase of defense bonds, war bonds, or other bonds issued by the federal govern- ment, or other bonds which are legal investments for saving banks, in order to establish a Post-War Rehabilitation Fund as provided by Chapter 5, Acts of 19~).
