Greeting:
In the name of the Commonwealth of Massachusetts, you are
hereby directed to notify and warn the inhabitants of North Andover,
qualified to vote in elections and town affslrs, to meet in the
Engine House in voting precinct one; the Merrimack School in voting
precinct two; the Union Schoolhouse in voting precinct three and the
Town Hall in voting precinct four; in said North Andover, on MONDAY
the fifth day of March 19[~5, at nine o'clock in the forenoon, then and
there to act upon the following articles:-
Article 1. To elect ~ Moderator, Town Clerk, Town Treasurer,
three Selectmen, three members of the Bo~rd P~blic Welfare for one year,
one Assessor of Taxes, one member of School Committee,one member of
Board of Health, one member of the Board PDblic Works for three years;
a Highway Surveyor, a Collector of Taxes, an Auditor, a Tree Warden,
five Constables for one year and a member of the Planning Board to
serve for five years and to vote upon any and all Town Officers required
by law to be elected by ballot.
All to be voted for on one ballot. The polls shall be opened
at nine o'clock A. M. and shall be closed at eight o'clock P. M..
· After final action on the preceding Article one, the said
meeting shall stand adjourned by virtue of Section ~, Article 1 of
the Town By-Laws to Saturday, March 17, 1945, at one-thirty o'clock
P.M. in the Town Hall, then and there to act upon the following
articles:-
Article 2. To elect all other officers not required by law
to be elected by ballot.
Article ~. To see if the town will vote to accept the report
of receipts and expenditures as presented by the Selectmen and Auditor.
Article ~. To see wh~t action the to~'~ will take as to its
unexpended appropriations.
Article 5- To see what action the town will t~ke as to the
recommendations of the finance committee.
Article 6. To see if the to¥~ will vote to authorize the
Town Treasurer, with the approval of the Selectmen, to borrow money
from time to time in anticipation of the revenue of the financial
year beginning January l, 1946 and to issue a note or notes therefor,
payable within one year, and to renew any note or notes as may be
given for a period of less than one year in accordance with Section
17, Chapter ~, General Laws.
Article 7. To consider the report of all special committees.
Article 8. To see wh~t action the town will t~,ke in regard
to appointing a committee to take c~re of the public-parks and
triangles of the town. Petition of the Selectm~n.
Article 9. To see if the town will vote to raise and
appropriate the~sum of five hundred (t~500.00) dollars for ~he purpose
of taking the Decennial Census of 194~ as required by law. Petition of
the Board of Selectmen.
Article 10. To see if the to~'m will vote to raise and
appropriate the sum of two hundred(S200.00) dollars for the purpose
of repairing or replacing street signs throughout the town. Petition
of the Board of Selectmen.

Article ll. To see if the town will vote to raise and
appropriate the sum of four hundred flfty($~50.00) dollars to
paint the bleachers at Grogan'e Field. Petition of the Board of
Selectmen.
Article 12. To see if the town will vote to r~ise and
aoproprlate the sum of one hundred sixty ($160.00) dollars, to
replank the worn p~rts of the bleachers at Grogan's Field. Petition
of the ~oerd of Selectmen.
Article 13. To see if the town will vote to accept the
following streets which hmve been adjudicated by the Board of
Selectmen:and are now ready for acceptance b~r the town: School
Street; Baldwin Street from Francis Street to Belmont Street;
Mablin Avenue for a distance of one hundred feet in a westerly
direction from the intersection of ~ilroad Avenue. Petition of
the Board of Selectmen.
Article l~. To see if the town will vote bo raise and
appropriate the sum of fifty-four dollars and sixty-seven cents
($5~.~7) for the pa.vment of miscellaneous bills in 19~ for
Grogan s Field playground. Petition of the Board of Selectmen.
Article 15. To see if the town will vote to raise and
appropriate the sum of three hundred($~00.00) dollars, for the
purpose of transcribing Birth Records of the town from the year
1916 through the year 1941. Petition of Joseph ~. Duncan.
Article 16. To see if the town will vote to authorize
the Selectmen to appoint a Town Accountant in accordance with
Section 55, Chapter ~l, of the General Laws; to abolish the
office of Town Auditor, or take any action relative thereto.

Article 17. To see if the town w~ll?vote to raise and
appropriate seven thousand six hundred ($7600.00) dollars , to
clean and cement line water mains in the water works system.

Article 18. To see if the to~'~ will vote to raise and
appropriate the sum of one thousand ($1000.00) dollars, to nut
in adrian on L,vman Road, beginning at the intersection of'
Massachusetts Avenue. Petition of Joseph J. Sambataro and others.
Article 19. To see if the town will raise and appropriate
the sum of three thousand eight hundred ($3800,00)dollars, to
purchase a Mack Dump Truck complete. Petition of Highway Surveyor.
Article 20. To see if the town will raise and appropriate
the sum of two thousand($2000.00)dollars, for maintenance on any
street in town under Chapter 90 of the Ueneral ~aws, said money to
be used in conjunction with any money which may be allotted by the
State or County, or both, for this purpose;or to take any other
action relative thereto. Petition of the Highway. Surveyor.
Article 21. To see if the to~'m will ra~.se and appropriate
the sum of eight hundred ($~00.00) dollars, to install a new surface
drain and two catch basins on Academy Road. Petition of the
Highway Surveyor.
Article 22. To see if the town will vote to raise and
appropriate (A) twenty thousand ($20,000.00) dollars to enable
the School Department to secure plans and specifications for a
new High School, or(B$ fourteen thousand ($1~,000.00) dollars
to enable the School Department to secure plnns ~nd specifications
for an addition to the High. School, or (C) two thousand (1i2000.00)
to enable the School Department to have a survey conducted by one
or more qualified persons regarding the need of the town for new
school buildings or additions to school buildings. Petition of

TOWN WARHANT
Article 23. To see if the town will raise and appropriate
the sum of one thousand ($1000.00) dollars, for the purchase of a
. new Police Cruiser. Petition of Alfred N. ~:~cKee.
Article 2~. To see if the town will raise and appropriate
the sum of eleven hundred (Si100.00) dollars to purchase 1000 feet of
2~-" hose. Petition of Board of Fire Engineers.
Article 25. To see if the town will vote to grant a
permanent increase of fifty-(~50.00) dollars, to the annual salary
of thc "C,~ll Firemen", such increase to be retroactive to January l,
19~5. Petition of members of the Fire Department.
Article 26. To see if the town will vote to increase the
School Department appropriation for 19[~5, by nine hundred ninety-three
dollars and fifty cents ($99~.50) to gr~nt an increase of ten per cent
to all School Department Janitors, this increase to be based upon the
wages provided for in the 19[~ School ~epartment appropriation.

Article 27. To see if the town will reise and appropriate
a sufficient sum of money to be added to each department's appropriation,
except the School Department, to provide a ten per cent increase in
wages and salaries for all employees. Petition of town employees.
Article 28. To see if the town will vote to authorize the
Board of Selectmen to appoint the five duly elected constables as
Reserve Police officers in the town of North Andover. Petition of
May Ward Mulvey and others.
Article 29. To see if the town will vote to increase the
number of School Committee members from three to five. Petition of
North Andover Teachers' Association.
Article ~0. To see if the town will raise and appropriate
'th8 su~ of twelve hundred(S1200.00) dollars, for necessary repairs
to Stevens ~emorial Library Building. Petition of Trustees of Stevens
Memorial Library.
Article ~1. To see if the town will vote to change the
town zoning by-law, article 2, section 5, initial~I to read as follows:
"To become mandatory; No new license for the sale of alcoholic beverages
of any kind shall be granted in the following districts, except that
the licenses th~.t are now held by present owners, ma~ be continued;
Massachusetts Avenue and Middlesex Street in precinct three and
.Chickerlng Road and Park Street, North Andover Center." Petition of
J0hn N. Pilion and others.
Article 32. To see if the town will raise and appropriate
the sum of five tho~sand ($5000.00) dollars to be used for a slde-walk
project; the town to provide one half the expense and the applicant
the other half of the cost. Petition of Frederick N.Robinson & others.
Article ~5. To see if the town will vote to raise and
appropriate a sufficient sum of money to construct a sidewalk on
Sutton Street, starting from High Street and going northerly on the
right hand side of Sutton Street to meet the other sidewalk. Petition
of William J. Dryden and others.
Article 3~- To see if the to~m will vote to raise and
appropriate a sufficient sum of money to construct a tarvia sidewalk
on May Street, the same to extend from Paradis's garage to the end
of said street. The cost to be estimated by the Highway Surveyor.

TOWN WARRANT
Article 55. To see if the term will vote to raise and
appropriate or transfer from available funds in the treasury, a sum
of money for the purchase of War Bonds or other Bonds that are legal
inve'stments for Savings Banks, for s Postwar Rehabilitation Fund, in
accordance with the provisions of Chapter 5, Acts of 1945. Petition
of the Board cf Selectmen.
Article 56. To act upon any other legal business which may
legally be considered at this meeting.
And you are hereby directed to serve this warrant by posting
true and attested copies thereof at the Town Hall and at five or more
public places in each voting precinct. Said copies to be posted not
more than fifteen days nor less than ten da?rs before the time of holding
said meeting.
Hereof fail not and make due return of this warrant with yonr
doings thereon, to the Town Clerk, at the time and place of holding said
meeting.
Given under our hands at North Andover, this twenty-ninth day
of January in the year of our Lord one thousand nine hundred and forty-
