Voted to accept the report of receipts and expenditures as presented by the Selectmen and Auditor. Article 4. Voted that all unexpended appropriations be returned to the Treasury; with the exception of $41S.~5 aporo- prlated for Rationing Board Expenses: $9000.00 re-appropriated March 13, 1943; for a ?SO gallon pump and combination fire fight- ing truck; tI$~.~8 appropriated June 19, 1~44, at a special town meeting, for renewal of the fire alarm system; ~6~5.01 appro- priated in the 19~A warrant for extension of the Nassa~husetts avenue sewer: ~2,~A2.88 appropriated in the 19~3 warrant for the ~pu?posee of the North Andover Committee on Public Safety: and~990.O0 appropriated in'the 1~ warrant for extending ~he wa~er system on Glenwood St. Voted that the sum of $10.64 be aporopriated to provide for the overlay deficits of yeers 19~0 to 19~2 inclusive, said sum to be taken from surplus revenue of the town. Voted that t~e Assessors be zuthoriEed to use a sum not exceeding ~i12,000.00 from free'cash in the treasury for the reduction of the 19~$ tax ra~e. Article 5. Voted that'the town authorize the Board of FiFe Engineers to appoint one of its members as a permanent driver for the duration of the war and that his salary., be fixed at ~4§.00 to $46.00 per week, the amount stated to be taken from the appropriation made for the Fire Department. Item 2v. Voted that the Board of Public Health be authorized to appoint one of its members Board of Health Physician and that his salary.be fixed at $506.00, this amount to be taken from the appropriation made for thi.s department. Item 46. Voted that the School Department be authorized to appoint one of its members as School Physician and that his salary be fixed at $605.00, this amount, to be taken from appro- priation made foF School Department. Item 46. A motion to use $39,000.00 from surplus re- venue as part of'the appropriation for schools was defeated. 37 voted in favor and 98 voted in opposition. Article 6. Voted. ihst the town authorize the Town Treasurer, with the approval of the Selectmen, tb borrow mone~ from time to time in anticipation of the revenue of the financial year beginning January 1, 1946 and ~o issue a no~e or-notes therefor, .payable within one year, and ~onrenew any note~or notes as m~y be given for a period of less than one year in accordance with Section 1V, Chapter 44, General Laws. The vote was unanimous and so declared. Article ?. Voted so consider the report of all special committees. The.North Andover Planning Board having.had the ma~ter of. the Town "sandbank" so called, referred ~o it for consideration at the last.annual Town meeting, hereby makes the following re- port: After investigating the matter, and holding hearings .thereon,~the Board had one citizen.offer about six thousand cubic feet of gravel for filling, together with-an offertory- $1,000, provided that the work was completed within a specified .time, and having h$d no citizen of the Town-come before said Board other than to'suggest that the property be used as a play- ground andrha~lng,~b~dnthat~the W~verly section of North Andover~is in dire need of a playground where the children of that area may play in safety., the Planning Board of ~eaid North Andover hereby makes the following recommendations to the adjourned Town meeting: The North Andover Planning Board, by unanimous vote, recommends that the Town of. North Andover.retain the said so- called "sandbank"'on. Massachusetts Avenue for the purpose of constructing a playground thereon. The North Andover Planning Board further recommends that the sum of $300.00 be raised and appropriated for the PUr- pose of making a survey and preparing plans of this so-called sandbank" so:that they may be submitted-as-a post-war'project. Voted to accept,this repor~ as progressive. Voted to increase the-appropriation of the Planning Board from $100.00~to ~400.00 for this purpose. Art. 5-~Item ll. Article B. Voted that the members of the Board of Public Works serve as a committee to care for the public parks and triangles. 116 1945 Adjourned Annual Meeting March 17, 1945 1945 Article 9. Voted that the Town raise and appro- priate the s~ of Five Hundred Dollars ($500) for the purpose of taking the Decennial Census of 1945 as required by law. Article 10. Voted. that the Town raise and appropriate the sum of Two Hundred Dollars (f!200) for the purpose of repair- ing or replacing street signs throughout the town. Also that i~ the future this be included iu the Street Department Budget when neoe ssary. Article ll. Voted. that the Town raise and appropriate the sum of Four Hundred Fifty Dollars (~..450) to paint the bleachers at Grogan's Field. Article 12. Voted that the Town raise and appropriate the sum of One Nundred Sixty Dollars ($160) to replank the worn parts of the bleachers at Grogan's Field. Article 13. Voted to accept Baldwin Street from Francis Street to Belmomt St. Also voted to instruct the Board of Select- men to nublish in the next annual town report the laws, rules and regulations for the acceptance of streets in North Andover. Article 14. Voted that the Town raise and appropriate the sum of Fifty-Four Dollars and Sixty-seven cents (~54.6~) for the pAymeht..~of~miscellaneous bills contracted in 1944 for Grogan's .Field Playground. Article 15., Voted that the Town raise and appropriate the sum of Three Hundred Dollars ($300) for the purpose of a trans- cription of the Birth Records of the Town from the year 1916 through the year 1941. Article 16. Voted to authorize the Selectmen to appoint a town accountant in accordance with Section 58, Chapter 41, General Laws; to abolish the office of town auditor, or take any action relative thereto. Article 1V, Voted that the Town raise and appropriate the sum of Seven Thousand Six Hundred Dollars ($7,600) to clean and cement line water mains in the water works system. Article lB. Voted to postpone. Article 19. Voted that the Town raise and appropriate the sum of Three Thousand Eight Hundred Dollars ($~,800) to pur- chase a Mack Dump Truck complete. Also sum received from old truck ~o be turned into the ~own ~reaaury. Article 20. Voted that the Town raise and aporopriate the sum of Two Thousand Dollars (~:2000) for maintenance on any street in Town under Chapter 90 of the General L~ws, said money to he used in conjunction with any money which may be allotted by the State or County, or both, for this purpose, Article 21. Referred back to the Highway Surveyor for attention out of his appropriation. Article 22. Section C. Voted that the Moderator appoint a committee to include the School Co~mmlttee, the Post- War Planning Committee, plus five reputable c~tizens of the town including one from each precinct to conduct a survey regarding the used of the town for new school buildings or additions to school buildings, and that the town raise and. appropriate the sum of Two Thousand Dollars ($2000) for this purpose. 1945 Adjourned Annual Meetin$ March 17, 1945 1945 117 Article 23. VOted that the Town raise and appro- priate the sum of One Thousand Dollard ($1000) for the pur- chase of a new Police Cruiser. Article 24. Voted that the Town raise and appro- priate the sum of Eleven Hundred Dollars (Si,100) to purchase 1000 feet of 23 inch hose for the Fire Dept. Article 25. Voted~to strike from the warrant. T~ken care of under Article 5- Item 16. Article 26. Voted to strike from the warrant. Taken care of under Article 5 - Item 46 Article 27. Voted to strike from the warrant as this is cared for under Article 5-- Various Departments. .. Article 28. Voted unfavorable action. Article 29. Voted to increase the number of School Committee members from three to five. Article 30. Voted that the 'Town raise and appropriate the sum of Twelve Hundred Dollars (~l,200)'for necessary re- pairs ko Stevens Memorial Library building. Article 31. Referred to Planning Board. Article 32. Voted that the Town raise and appro- priate the sum of One Thousand Dollars (~l,000) for the pur- pose of constructing cement sidewalks, the town to pay half and the owners half; that the sidewalks be built by contract by the lowest bidder; that the highway surveyor have charge of the project: that no constz~ction be done until the ~uropean'War is over, and that orders be filled in ro~a~ion as filed. Article 33. Voted to strike from the warrant. Article 34. Voted to strike from the warrant. Article 35. Voted that the Town appropriate the-sum of Fifty Thousand Dollars (~50,000) or any part thereof, from available funds iu the treasury, for the purchase of defense bonds, war bonds, or other bonds issued by the federal govern- ment, or other bonds which are legal investments for saving banks, in order to establish a Post-War Rehabilitation Fund as provided by Chapter 5, Acts of 1943. Article 36. Voted to appropriate the sum of Fifty Dollars ($50) for services of Moderator and that this sum be taken from appropriations made for Election Expenses. Voted to extend to the Advisory Board thanks'of deep appreciation for the very fine report of recommendations to the ~own meeting. George A. Rea, Frank W. Allen, Leo Murphy, G. Wilmer Hathorn, Earle B. TracM, William Rockwell and John'0sgood assisted the Moderator in making count of hand votes. John w. Hegarty, Alfred Garneau, Fred D.
