Under Item 10, of Article 5, it was voted that fifty dollars
from expenses of this appropriation be set aside for services of
the Moderator.
Item 37, Snow Removal was increased from ten thousand dollars
to sixteen thousand dollars.
Item 60, Discount on Notes was decreased from fifteen hundred
twenty dollars to one thousand dollars.
Article 6. Voted that the town authorize the Town Treasurer,
with the approval of the Selectmen, to borrow money from time to
time in anticioation of the revenue of the financial year beginning
January l, 194~, and to issue a note or notes therefor, payable
within one year; and to renew any note or notes as may be given for
a period cf less than one year in accordance with Section 17,Chapter
~l~l, General Laws.
The vote was unanimous and so declared.
Article 7. No reports.
Article 8. Voted that the Board of Public Works be a committee
to care for the Public Parks, Triangles and Playgrounds. This will
avoid duplication of equipment and provide supervisory authority
for the payment of bills.
Article 9. Voted that the compensation of the Board of Health
Physician be five hundred six dollars for the year 19~6, to be
taken from the appropriation made for this department and that the
Board be authorized as petitioned in the article.
Article 10. A motion made by the Town Clerk that the Board of
Fire Engineers be authorized to appoint one of its members driver
for the current year and that his salary be fixed at $48.00 per
week, the amount to be taken from the Fire Dept. appropriation
was defeated in a hand vote. Sixty-one voted in favor ~nd(193)
one hundred ninety-three voted against.
Article 1!. Voted that the School Committee be authorized to
appoint one of its member School Physician and that his compensation
be fixed at $650.00, for the year 19~6, this amount being included
in the School Department appropriation.
Article 12. Voted to raise and appropriate $82.60, to build
new see saws at Grogan's field playground.
Article 13. Voted to raise and appropriate sixteen hundred
($1600.00) dollars for the purchase of a new one and one half
ton truck for the Moth Dept.
Article 14. Unfavorable action taken.
Article 15. Voted to accept Rosedale Avenue running from Hewitt
Avenue north to south to Longwood Avenue for a distance of about~.
1000 feet. This street has been identified as a public way for
about 40 years and the present condition of roadway and drainage
is satisfactory and acceptable to the Highway Surveyor.
Article 16. Voted to.postpone action for the following reasons:
l, present water service has sufficed for a considerable number of
years; 2, a clearer picture of developments in the te~ritory con-
cerned should be available before appropriating any major sum, such
as asked for in this article, to the territory concerned; 3, any
appropriation from the rehabilitation fund should be considered on
the basis of "Greatest Service to the Greatest Number" and it is
felt that other projects, either now or in the future, may merit
appropriations from the rehabilitation fund in preference to the
project called for in this article.
Article 17. Voted to raise and appropriate eight hundred
fifty ($850.00) dollars , with the present coupe to purchase
to purchase a new automobile for the Board Public Works.

Article 18. Voted to valse and appropriate the sum of three
thousand(S5000.00) dollars, to replace water services to the property
lines, place gate valves on hydrant branches, repair valves and valve
boxes, replace manhole frames and covers and do other necessary work
on Main Street, Water Street, Greene Street and Turnpike Street,
before the streets are reconstructed.
Article 19. Voted to accept the amendment to section 6, of Chapt.
580, of the Acts of 1906, as passed by the General Court of 1946,
increasing the sewer assessment from six tenths of one cent to up
to two cents per square foot of area within the depth of 100 feet
from the street line.
Article 20. Voted to raise and appropriate the sum of eighteen
hundred($1800.O0)dollars, to install water on Hamilton Road,beginning
at Massachusetts Avenue and extending to Putnam Road, provided the
petitioners will make a guarantee , acceptable to the Board of Public
Works, of 5% of the cost of construction over a ten year period; that
the sum o£ twenty-nine hundred($2900.00)dollars, be raised and
appropriated for the purpose of installing a sewer on this street;
provided the layout and the plan of the street is approved by the
Planning Board; provided proper assurance is given to properly
constituded authorities-that is, the Selectmen- that in due course
and prior to'the acceptance by the town, this street will be put
into condition in conformity with reasonable street or highway
construction Practice.
Article 21. Voted that the sum of eighteen ~undre~d dollars be
raised and appropriated to install a water system on Holbrook Road,
beginning at Massachusetts Avenue and extending to Putnam Road, .~
provided the petitioners will make a guarantee acceptable' to the
Board of Public Works, of 5% of the cost of construction ove~ a
ten year period. That the sum of twenty-nine hundred ($2900.00)
dollars be raised and appropriated for the purpose of installing
a sewer on this street; provided the layout and plan of the street
is approved by the Planning Board; that installation should not
be started unless construction of homes is underwayby July 1,19~6;
provided proper assurance is given to properly constituted authorities-
that is, the Selectmen- that in due'bourse and prior to the acceptance
by the town, this street will be put in conformity with reasonable
street or highway construction practice.
Article 22. Voted to raise and appropriate the sum 9f five
thousand($500O.00) dollars, to purchase a new five ton dump truck
for the Highway Department.
Article 25. Voted to strike from the warrant.
Article 2~. Voted that t~e sum of two thousand ($2000.00)dollars,
be raised and appropriated under Chapter 90, of the General Laws, to
be' used in conjunction with any money which may be allotted by State
or County or both, but in no greater proportion of two dollars of
town money to one dollar of State or County money or both. It is
further voted under this article that if no money is available
under Chapter 90, by June 15, 19~6, that the amount menttoned~as
being raised be transferred to the maintenance account of the
Street Department.
Article 25. Voted to raise and appropriate the sum of one
thousand($10OO.00)dollars, for sidewalk projects, the town to
provide one half the expense and the applicant the other.
Article 26. Voted to raise and appropriate the sum of four
thousand five hundred(S4500.00) dollars, under Chapter 90, of the
General Laws, for the purposes and under the conditions as Out-
lined in this article, to be used in conjunction with any money
which may be allotted by the State or County or both, but in no
greater pr6portion than two dollars of the town money to one
dollar of State or County money or both.
Article 27. Unfavorable action voted. A hand vote was taken.

Article 28. Voted to raise and appropriate the sum of fifteen
($1500.00) dollars, to replace air tanks in Fire Station.
Article 29. Voted to raise and appropriate the sum of fifteen
'hundred(S1500.00) dollars, to install a new oil burning boiler in the
Fire Station td replace a 55 year old coal furnace now in use.
Article 50. Unfavorable action voted under this article.
Article 51. Voted to raise and appropriate the sum of five
hundred(S500.00) dollars to be used with the present Hudson car to
purchase a new Police car. The sum of one~thousand($1O00.00)dol!ars,
will'be received for the old car.
Article 52. No comment as your Advisory Board does not feel
that this is.a matter which properly comes under its Jurisdiction.
Voted to strike from the warrant:
Article 55. Voted to accept an Act passed by the General
Cour~ in the year one thousand nine hundred and forty-five,entitled
'An Act relative to equal pay for men and women teachers.
Voted to raise and appropriate the sum of four
thousand one hundred(S4100.00) dollars, for this purpose.
Article 5~. Voted that a committee of seven be chosen,three
of the members to be selected annually by and from the School Committee;
the. other four members to be appointed by the Moderator, for terms of
three, four, five and six years respectively and that upon the expira-
tion of the terms of each appointed member, the Moderator be authorized
to fill such vacancy for a three year term.
Article 55. Voted to raise and appropriate the sum of two thousand
five hundred~$2500.00) dollars, to be used by the School Building Committee
~o secure plans and specifications for proposed school buildings.
Article 56. Voted that the town raise and appropriate the sum of
fifteen thousand four hundred fifty.($15,~50.00) dollars~ =o create a
Stabilization.Fund under Chapter 12~, of the Acts of 19~5,as recommended
by the School Bui'lding Survey Committee, for use in connection with
School Building Construction. Subject to recommendations as prepared
and presented =o the town for th~&r consideration~by the School Building
Committee as constitued under the terms of Art. 54, of this warrant. The vo~e was unanimous and so declared.
Article 57.' It was voted that action on this article be postponed.
Article 58. Under this Article Mr. Richard Whipple made the
following motion:
"That the townappropriate the sum of $175.,000.00,for the erection
of a new Union School, a new school to replace the Bradstreet Frame
School Building, a new Center School Building, $50,000.00 of said sum
~o be appropriated by transfer from the Post War Rehabilitation Fund,
and $2,000.00,~o be appropriated from available funds in the treasury,
the remaining $125,000.00 of said sum to be raised by a bond or note
issue extending over a period of 20 years,, and that the Selectmen and
Treasurer be authorized and empowered to negotiate said loan of $125,000.00,
by issuance o~ bonds or notes on terms most satisfactory to the town."
A show of hands counted and recorded indicated that 95~Vbted.'in
favor and 151 voted against.
Article 59. Voted to raise and appropriate the sum of ~wo.
hundred dollarsI$200.O0), for the payment of 19~5 bill for engineering
services contracted by the Planning Board for Massachusetts Avenue
sand bank survey in accordance with vote of the 19~5 Annual Meeting.
Article ~0. Voted that this article be indefinitely postponed.
Article 41. Voted ~o raise and appropriate the sum of three
thousand(S5000.00) dollars, for repairs and maintenance of the American
Legion Bathing Beach.

Article 42. The town voted that this property be conveyed to
the Veterans of Foreign Wars, Post No. 2104, for a sum of money
equal to the cost of making the transfer.
Article 45. Voted to raise and appropriate the sum of three
hundred fifty(S350.00) dollars, to partially defray the maintenance
expenses of quarters for Veterans of Foreign Wars, Post No.210~.
Article 4~. This article has been provided for earlier in the
warrant.
Article ~5. Voted to raise and appropriate the sum of one
thousand(S1000.00) dollars, to grade and resurface ~arbleridge
Road from Salem Street to Ida A. Atkins Nemorial entrance to
Ridgewood Cemetery, a distance of approximately 1200 feet.

men~o appoint a representative committee to plan some kind of a
permanent memorial ~_~___~_-u .~ the members of the Armed Forces of
World War two, this commlt~ee to report progress from time to time
to the Board of Selectmen. Such appointments to be made for a defi-
nite term or terms.

A vote of thanks was extended to the Advlsory Committee for
its services and the very excellent report prepared for the voters
of the town.
About 400 people were present.

Inthe year one thousand nine hundred and forty-six.
AN ACT relative to p~clngunder the Civil Service Laws the
Office of the Chief Engineer of the Board of Fire Engineers of the
Town of North Andover.
Be it enacted by the Senate and House of Representatives in General
Court assembled and by the authority of the same, as follows:
Section 1. The~reference to the office of Chief of the Fire Department
of the Town of North Andover in Chapter four hundred and twenty-five,
of the Acts of nineteen hkndred and forty-five shall be held to'referFire
to the office of Chief Engineer of the Board.~of/Engineers of said town
to the same extent as if said last mentioned office were specifically
referred to therein. Section 2. This act shall take effect upon its
passage.
