Adjourned Annual Town Meetln~ March 15~ 1947.
Article 2. Voted that this article be referred to the
Board of Selectmen for action.
Article 5. Voted to accept the report of the receipts
and expenditures as presented by the Selectmen.
Article 4. Voted that all unexpende~ aporopriations be
retu:med to the Treasury, with the exception of $4,5~0.00 aopr~nria~ed
under Article 26 of the 19k6 warrant, $2,500.00 under Article p~ of the
19~6 warrant; and $2,051.58 under Article 18 of ~he 19~6 warrant.
Article 5. Voted that each i~em be considered separately.
The salary figures as recommended by the Advisory Board include allow-
ance for an increase of $500 per year for all regular and permanent
full time employees and a corresponding proportionate increase for all
other part-time regular permanent employees.

Under Item 7, Article 5, Assessors Expense account reduced
$1000.00, in view of appropriation made under Art. 16 of the warrant.

Article 6. Voted that the town authorize the. Town Treasurer,
with the approval of the Selectmen, to borrow money from time to
time in anticipation of the revenue of the financial year begin-
ning January l, 1948, and to issue a note or notes therefor, payable
within one year, and to renew any note or notes as may be given for
a period of less than one year in accordance with Section 17, Chapter
~. General Laws.
The vote was unanimous and so declared.
Article 7. The reports of the School Buildin~ Committee,
the Veterans' Housing Committee and the War ~'emorial Committe
are to be found iu the Tov~ Report.
Article 8. Voted that the Board of P~blic Works be constituted
as the permanent committee to care for the public parks, triangle
and playgrounds. This merely reaffirms ~n a stable and continuing
basis the favorable action extended to the corresponding article
in the 1946 warrant.

Article 12. Voted to raise and appropriate the sum of six
hundred ($600.00) dollars, for the purposes mentioned in this article
with distribution in the manner as outlined.

district composed of the town of North~ Andover and the town of
Boxford as recommended by the Board of Selectmen. ·
Article 1[~. Vo~ed to authorize .the Moderator to appoint a
committee of five members ~o study the by-laws of the town with a
view to suggestiong amendments thereto and preparing a revision
thereof and to make a report at the next annual town meeting.
Article 15. Voted to raise and appropriate the sum of five
hundred ($500.00)dollars,' for the purchase of the American Legion
Beach, Of this sum involved two hundred dollars represents land
value and three hundred dollars is for unadjusted rental covering
the years 19~0 to 1946 inclusive.

Article 16. Vo~ed that the sum of five thousand($5000.00)doll~rs,
only, be raised and appropriated, as an initial and substantial step,
thissum to be used for the engineering survey of land and buildings in
that portion of the town bounded by Nassachusetts Avenue, Chickerlng Road,
thence along the line of the Airport, and along the llne of the Shawsheen
River to Nassschuaetts Avenue , at the point of beginning.
This is to be considered an initial step in a
complete,~impersonal and impartial survey of the real estate property
within the town, as fully outlined on page five of the Advisory Board's
report on Survey of real estate va~luatlon.
Article 17. Voted to accept the provisions of Chapter 559, of
the Acts of 19~.6, which is "An Act authorizing increases of the amounts
of pensions payable to certain former public employees who have been
retired". The vote was unanimous and so declared.
Article 18. Voted that the subject'matter in this article be
referred back to the comm~.ttee for further.study with instructions to
report back at next Annual To~ Nee ting. On motion of ~r. Duffy the
Treasurer was instructed to hold title, to ~his land in the name of the
town and not offer it for public s~le.
Article 19. Voted to strike from the warrant.
Article 20. 'Voted to appropriate the"sum:of five thousand'five
h~ndred ($5500.00)dollars, from unappropriated available funds in the
treasury, to clean ~nd cement line water mains in the water works system.
Article 21. voted to raise and aporopriate the sum of one thousand
($1000.00)dollars, to purchase a half ton truck for the water and sewer
~epartments, 'the present 19l~l half ton truck to be transferred to .the ParS.
Cemetery and Playground department.
Article 22. Voted that the Board of Public
sell a 1000 gallon per minute centrifugal pump, 75
control, check valve and other appurtenances
Article 2~. Voted to raise~ and aporopriate the sum of eight
hundred($800.00)dollars, to purchase and ~nstall a "Junglegym"
'elimbing structure and a six-swing steel pipe frame 'swing at Grogan's
Field and Drummond Field as recommended by the recreational council.

Article 26. Voted that the sum of five thousand

and provided that the Board of Public Works approves a two cent
assessment rate as provided under the amendment to section 6 of
Chapter 380, of the Acts of 1906, as passed bT the General Court
of 1946, for the purpose of this article.
Article 27. Voted (1) that the sum of three thousand
dollars be taken for this purpose from unappropriated available funds
in the treasury provided the petitioners and /Or owners will on or
before May l~, 1947, make a guarantee acceptable to the Board of Public
~ks, Of 10~ of the cost of construction for a period of ten years;
provided the layout and plan of the street has been approved by
the Planning Board; (5) provided the installation shall no6 be started
unless construction of homes is under way by &lly l, 19~7;(4)provided
proper assurance is given to the Board of Selectmen with respect to
compliance with "Regulations for laying out Streets" as adopted by the
Board of Selectmen on January 13, 19~7.
Article 28. Voted unfavorable' action as the customary
guarantee represents a p~ohibitive cost to the petitioner.
Article 29. Voted to raise and appropriate the sum of
two thousand three hundred fifty for the purpose mentioned in this
article provided the petitioners and or/owners will on or before May
15, 1947, make a guaran'tee acceptable tc the Board bf Public Works ,
of ten per cent of the cos= of cons=ruction for a period of ten years;
and provided the plan of the stree= is approved by 'the Planning Board.
Article 50. Voted to strike from the warrant.
Article 51. Voted (1) that one thousand five hundred(Si500.00)

Article 52. Voted ~o raise and appropriate the sum of two
thousand ($2000.00)dollars, to be used for sidewalk projects; the town
to provide half the expense aud the applicant the other half of the cost.
Article 55. Voted to raise and appropriate the sum of two
thousand ($2000.00)dollars, under Chapter 90, of th& General'Laws, to be
used in couJunction with any money which may be allotted by the State or
County or both, but in'no g~eater proportion than two dollars of town
money to one dollar of State or County money or both.
Artiole 54. Voted to raise and appropriate the sum of three
thousand six hundred twenty-five ($5625.00)dollars, to beused Under~
Chapter 90, of the General Laws, for the purposes and under the conditions
as outlined in this article, to be used in conjunction with any money
which may be allotted by the State or'County or both, but in no greater
proportion than two dollars of town money to one dollar of State or County
money or both.
Article ~5. Voted that the sum of one thousand(S1000.00)
dollars be raised and appropriated, said sum to be ~sed for the purchase
of a light delivery and pick-up truck.
Article 56. Unfavorable action voted.
Article 57. Voted to raise and appropriate five hundred dollars
to be used with'present Hudson car to purchase a new police car.

Article 38. Voted to raise and appropriate the sum of four
thousand four hundred($~00.00)dollars, to Provide for the aopointment
of two competent and qualified men, under Civil Service Rule~, to be
regular patrolmen, said amount as voted to p~ovide payment at the
prevailing rate over the balance of this year 19~7.
Article 39. The subject matter of this article is provided for
under Item 16, Article 5, Fire Department Appropriation. It was voted
to put the petitioner, James Hargreaves, on full time employment.
ArtiCle 40.' Voted to raise and appropriate the sum of six
hundred fifty(S650.00) dollars, Go purchase new hose for the Fire
Department.
Article l;1. Voted to raise and appropriate the sum of five
hpndred ($500.00)dollars, to purchase forest fire hose.
Article 42. Voted to raise and appropriate the sum of five
thousand eight hundred ($5800.00)dollars, to purchase a new ambulance
for the town and that a committee of five, consisting of the Board of
Selectmen, the ~hief Engineer of the Fire Department and one member
of the Advisory Board be authorized to act as a purchasing commission
for the new ambulance at a cost not to exceed the Amount stated.
Article 43. Unfavorable action voted.
Article ~. Voted to instruct the Board of Selectmen to
change the Board's fourth rule relative to petitions for the laying
out of town ways so as to' read as follows; All loam shall have been
taken of the full width of the street and sidewalk~. The condition
of the road and gravel sidewalks shall be satisfactory to the Highway
Surveyor, who.shall certify in writing to the Board of Selectmen that
they have been put in condition in conformity with' reasonable street
and sidewalk construction practice.
Article 45- It was voted to strike from the warrant.
Article ~6. In view of the fact tha~ the subject matter
ln'~his article has received favorable consideration of the Planning
:'"Board and that no opposition has.been presented to the Advisory Board
.it is hereby voted that the article be adopted.
Article 47. Voted to raise and appropriate the sum of three
hundred fifty(S350.00) dollars, for the maintenance and expenses of
North Andover Post 2104 Veterans of Foreign Wars.

Article'51..~ Voted that the sum of fifteen thousand four
hundred fifty($15,~50.00)dollars, be taken from the unappropriated
'available funds in the treasury, to be added to the Stabilization
Fund under'Chapter 124, of the Acts of 19~5, as created under Article
~6, of the warrant for annual meeting ~arch 16, 19~6.
Article 52. Voted that the sum of'one hundred thirty-one
thousand(S151,000.00) dollars, be appropriated for the purpose of
constructing and equipping an addition to the Thomson Elementary School
~o replace the Union School and the starting of the Bradstreet School
.project; of this sum voted thirty-one thousand ($31,000.00) is to be
taken from the Stabilization Fund and one hundred hundred($100,O00.00)
dollars,be taken fron the Pos~ War Rehabilitation Fund.

Article 53. Voted: that the Town authorize the School Building
Committee created under Article 3~, of the Warrant for the Annual Neetlng
held March 16, 19~6, to enter into all contracts necessary for the purpose
of carrying out the vote passed u~der Article 52, relative to the con-
tracting and equipping of the addition to the Thomson Elementary School
and the starting of the Bradstreet School project.
Article 5~. Voted that the town raise and appropriate the sum
of three thousan~l($3000.00)dollars, additiou,1 to the two thousand five
hundred(t2500.00) dollars,' appropriated under Article 55, of the Warrant
for the Annual Meeting held March 16, 19[~6, to be used by the School
Building Committee to secure plans and specifications for the addition
~,to the Thomson Elementary and Bradstree= Elementary Schools and any other
school buildings and to authorize the Sbhool Building Committee , If
desirable, to borrow funds for plans fo,~ new school buildings under ·
Title 5, Public Works, Acts of 194~, or take any other action relative
there to.
On motion of Mr. Dully a rising vote of thanks was extended
to the members of the Advisory Board for their very flue report and
recommendations on the subject matter in the warrant.
About four hundred fifty voters were present.
.Rose McAvoy, Rite Enaire, Lillian Dearden, Angeline Keiley,
Alfred Garneau and John W. Hegarty were checkers at the various doors.
John W. Russell, M. William Noulton, William B. Duffy, Milton
Howard, Sidney Rea'.and Andrew Coffin assisted the. Moderator in counting
votes taken under the various articles in the warrant.
The meeting was adjourned at five o'clock P. M.

the warrant for the Annual Town Meeting, was adopted by the town
at the Adjourned Annual Mee~ing held March 15, 19~7.
It was approved by Clarence A. Barnes Attorney General of the
Commonwealth on March 28, 19~7-
