SPECIAL TOWN MEETING
Article 1. Voted to amend the Zoning By-Laws by changing
the classification of a parcel of land from an Agricultural District
to an Educational District, bounded and described as outlined in
'the warrant on page 192. ~ voice vote was taken which was overwhelmin
in favor.

Voted that the sum of $25,000 be taken for this
purpose from unappropriated available funds in the treasury for use
under the Jurisdiction of the Veterans Housing Commission as con-
stituted under Article 6 of this warrant and in conformity with the
requirements of Chapter 372 of the Acts of 1946, this sum to be used
for the preparation and use of any tract or tracts which the town may
now own, or for the acquis~tlon of a tract or tracts suitable for
subdivision into house lots, and/or grade and prepare such~tract or
tracts as may be necessary and in conformity with reasonable housing
practice; and to provide in the case of each lot for the connections
for public facilities such as water and sewer; subject, however, to
the restrictions that provision be made for 50 18ts' and that the average
expenditure Shall not exceed $500 per lot;and that such lots may be
sold only to veterans, in conformity with the requirements of Chapter
572 of the Acts of 1946, at the nominal figure of~$25 per lot not in-
cluding recording fees; and that the order of precedence in such sales
shall be determined by groupings based on relative need or necessity
and by drawing lots among those within each grouping.
. Article 5. Voted that the Town authorize the Board of '
Selectmen under the provisions of Chapter 372 of the Acts of 1946,
to sell, in fee, or lease for a term, any land that it now owns, that
may be deemed suitable or that may be acquired under said Act and to
execute, acknowledge and deliver deeds or instruments of title under
the provisions of said act.
Article 6. Voted that the Moderator appoint a committee of
seven members within fourteen days to serve as a Veterans Housing
Commission .and that authority be granted to this commission to carry
out the program as recommended under article 4 of this warrant and in
conformity with the provisions and regulations .established by Chapter
372 of the Acts of 1946, such commission to serve for the duration of
the emergency as established by law or by act of the General Court.
Meeting opened at 8 o'clock and adjourned at 9 o'clock.

GREETING:
In the name of the Commonwealth of Massachusetts, you are
hereby directed to notify and warn the inhabitants of North Andover,
qualified to vote in Town Affairs, to meet in the Court Room, Town
Building, in said North Andover, on Friday evening, on the Twentieth
day of June 19~7, at eight o'clock P. M., then and there to act on the
following business:-
Article 1. To see if the Town will vote to amend the zoning
by-laws of said town by changing the classification of the following
property from a residential to a business district:
Beginning at a point in the northerly side of Great Pond Road
three hundred fourteen and 40/100 (31~.~0) feet westerly from the west-
erly side of Cooke Street as shown on plan of land entitled "Plan of
land'owned by Stefanowicz, North Andover ~ss "by Char~o
dated April 1947; thence running more or less northerly by proposed
street as shown on said plan three hundred thirty and 17/100
feet more or less to lot sixty (60) as shown on said plan; thence running
more or less northwesterly by lots sixty (60).and sixty-one (61) as
shown on said plan two hundred three and 36/100 (203.3~) feet more or
less'to Osgood Street; thence running along the easterly side of Osgood
Street four hundred four and ll/100~404.11) feet more or less ~o a point;
thence tu~rniDg and running on an angle more or less southerly, forty-
four and ~2/100 (44.82) feet more or less to an Essex County bound in
the northerly side of Great Pond Road as shown on said plan; thence
running more or less easterly along the northerly side of Great Pond~Road,
three hundred forty-seven and 60/100 (347.60) feet to'the point begun at.

Article 2. To see if the Townwill vote to change the classi-
fication of the following described premises from general residential to
a business area:
A certain tract of land situated in North Andover on the Westerly
side of Chickering Road bounded and described as follows: ~
North two hundred twenty-six (226) feet more or less by land now or late
of Coolidge; Southeast three hundred twenty (320) feet more or less by
Chickering Road; and Wes~ two hundred eighteen and 03/100 (218.03) feet
by land now or late of ~elamed; being triangular in shape.

Article 3- To see if the town will vote to change ~he classi-
fication of the following described premises from agrlculturaY' to a
business area:
FIRST PARCEL: A'certain parcel of land situated in North~Andover, County
of Essex, Commonwealth of Massachusetts, on the East side of the road
leading from the house formerly of Ezra Clark, deceased, and bounded by
land formerly of said Clark Easterly seventeen (17) rods eleven (ll) links,
northeasterly twenty-four (24) rods and northerly twelve (12) rods and
fifteen (15) links, thence still by land formerly of said Clark easterly
in three different courses about forty-three and a half (43~) rods to a
corner by land once of J.D.W. French, thence southeasterly by land once
of said French fifty-six (56) rods, eleven (ll) links to a corner, thence
still by 'land once of said French seventy-two (72) rods and fourteen (14)
links in a westerly direction to the above named road, thence northerly
by said road twenty-One (21) rods and three (3) links to a corner to the
point of commencement. All the corners bounded by stone walls or fences and
containing nineteen and a half acres, more or less.
