Voted to accept the report of receipts and expenditures as presented by the Board of Selectmen. Voted that all unexpended appropriations be returned To the the following amounts, which were originally Article 4. Treasury, with the exception of appropriated under the articles indicated. Vote was unanimous and so declared. Article 7. Mr. Francis Kittredge of Housing Committee for Veterans reported favorable action on progress of this committee and at present time contracts are waiting To be signed for 24 low-rent housing units. Mr. Francis Kit.tredge of School Building Committee reported t~at a complete repgrt.of this committee has been printed in the green covered book. Mr. Arnold H. Salisbury of By-Laws Committee reported new by- laws completed and in present Town Report~and motioned that the present by- law committee of John F. Alter, John V. Donovan., William B. Article 10. Voted to authorize the School Committee to appoint one of their members ~to the position of School Physician and that his compensation be $750.00 for the year 1949. Voted that the sum of $600.00"be raised and appropriated for the ipurpose of this article, =o be expended under the direction of, the Public Work 12. Voted to raise and appropriate the sum of $200.00 for the I purpose of this article, to beexpended under the direction of the Board of ~.~Public Works. It is further voted that the services of ~ reliable tree nursery be procured to assist in the choosing and planting of a suitable tree, not necessarily a Chinese EI~. Article 1~.' Voted to strike from warran:o Article 14. Vote~ ~hat these expenditures be a continuation of the policy established under Article 22 and 2~ of the warrant at the 1948 Town~ Meeting, and tb that the sum of $600 be raised and appropriate% ~o be expended under the direction of ~the Recreational Council for the instruction and supervision of children upon the playgrounds of. the Town, and that an additional sum of $200'be raised and i:~appropriated to be-expended for the purchase of supplies, including handicraft and other expendable it-ems, for the use of children, instructors and supervisors of ~aid playgrounds. Article 15. Voted that thisarticle be stricken from the warrant and that the Board' of Selectmen. be instructed, at their discretion and after a reasonable period of time, to. again present this article for consideration and action by the Town either at a Special Town Meeting or at an Annual Town Meeting, but in no event later than the 1950 annual town meeting. Article 16. Voted that the Selectmen, ~nter into a lease with Charles Perry upon such terms~ and conditions as the Selectmen may deem advisable, with re- spect t~ premises ~known as "Town Dump" at the end of Union Street. Article 17. Voted not to adcept this gift of land as ~escribed in the Article at this time and that the thanks ~ the Town be given to Mr. Clark for his offer. Article 18. Voted that the Town authorize the Board of Selectmen to sell, convey or otherwise dispose of, Lot No. 27 located an Upland St., deeded to the Inhabitants of North Andover for such price as may a~pear suitable; such lot de- scr~Ibed and?o.und?d as~follows: Weste. rly by Upland Street forty-five (45) feet ant southerly oy lot 26, one hundred (100) feet, easterly~ lot 50. forty-five (45) feet and northerly by lot (28) one hundred (100) feet containing forty-five hundred (45~) square feet more or less. Article 19. Voted to 'sell~he tract of L~nd wl. th b~!!ding~ thereon, situated on Beverly Street, North Andover, ~gass., and known as the Union'., School Property; and to empower the Board of Selectmen to arrange and 'execute such sale on terms most adv~tageous to the'Town, and to make and ~de'l~ver ~ good~and-~s~£ficien~de ed ~or_~deeds. ~.f.o~ ~the~.same :~.provided, i however,~ that the authority granted Lkuderm~this article shall become effective only after the School Committee has certified to the Board of Selectmen that the Union School has been vacated and is no longer needed for the purposes of the School Department. Adjourned Annual Town Mseting March Article 20. Voted that the sum of $1,300.00 be taken from unappropriated available funds in the Treasury, to be used by the Tree Warden, together with his present pick-up truck, for the purposes of this article. Article 21. Voted that the sum of $550.00 be taken from uanppropriated available in the Treasury, to be expended by the Tree Warden for the purpose of this article. Article 22. Voted that the sum of $165.3~ be raised and appropriated to take care of unpaid bills for the Town Infirmary for the year 1948. Article 23. Voted that the sum of $166.00 be raised and.appropriated take care of unpaid bill for the Police Dept. for the year 1948. Article 2~. Voted To strike from warrant. Article 25. Chapter 48, Section 5lA. Article 29. Voted to strike from Warrant. ~- Article ~0. Voted that a~committee of five citizens of the Town, none of~ whom shall be a paid municipal officer ofemployee;..be appointed forthwithby~ the Moderator, to study~'the needs of the Fire Department, with reference to ~ the procuring of such new equipment as may be necessary to'make the department an efficient fire fighting unit, and to.-report its findings to the next annual town meeting. Voted that the sum of $4,000.00 be taken from umappropriated available funds in the treasury for the Purposes o.f this article, to be ex- pended under the directibn of the Highway Ourveyor, Mnder Chapter 90 of the General Laws, together with any money which may be allbtted ~or ouch ~purposes by the State or County of both, but in no greater p~oportion than $2.00 of the Town money to each$1.00 of such alloted'fttuds. Voted that the sum of $8,500.00 be 'taken~fromunappropriated available funds in the treasury, to be expended under.~the~ direction of the Board of ~blic Works for the purposes of this?rticle.~i .... Voted that the sum of $4,117~88 be transferred from the 1948 Stabilization Fund, the money to be expended under the direction of the Board of Public Works for the pusposcs of this article~..~ ~rti~le 39. Voted that the Town authorize the Board of Public Works to dispose of the 1.5 million gallon a day pump and engine installed at the pumping station in 1906 and used as stand-by equipment since 19~0 and that the proceeds from the sale of this equipment be applied against the purchase price for now equipment purchased by the Board of Public Works. Article ~l. Voted that the sum of $2,000.00 be taken from unappropriated K available funds in the Treasury, to be expended under the direction of the Board of Public Works for the purposes of this article. "An Act authorizing increases of the amount of pensions payable to certain former public employees who have been retired and ~o bene- ficiaries of certain .retired public employees. Article 45. Voted to accept School Street according to the layou~ approved by the Planning Board and as adjudicated by the Board of Selectmen. Article ~6. Voted =o accept Faulkner Road, from Par~ker Street to Greene Street, according =o the layou= approved by the Planning Board and as adjudica- ted by the Board of Selectmen. Article 47. Voted that the location at the corner of Salem safety protection. Town extend the s=reet lights from the present Street to Mosquito Brook on Foster Street for Article ~8. Voted 'thht the sum of $1,500.00 be raised and appropriated to install a fire alarm box.at the Junction of Salem, Boxford and Foster Street~. Article 49. Voted that the sum of $1,800.00 be raised and appropriated to ~ .install a surface drain on Noody Street from Chadwick Street for a~distance of 500 feet. Article 50. Voted ~o strike from warrant. Article 51. Voted that the sum of $225.00 be taken from,unappropriated ~available funds in the Treasury, to be expendedunder thc direction of the Board of Public Works, for the purposes of this article~ upon the following conditions, which are imposed in conformity with the established policy of the town: 1. That, on or before July l, 1949, the petitioners and/or owners deposit with the Town Treasurer, for the use of the Town, the sum of $675.00 to.cover the balance of the cost of the proJec=. 2. That, on or before said July 1, 1949,'the petitioners and/or owners give t¢ the Selectmen such assurance as they may require, that, within such time after the installation of water service under this article as the selectmen may set, the road and sidewalks ~ffected thereby, and the drainage of the same, will be put into a condition satisfactory to the Highway Surveyor, in accordauce with the Selectmen's "Regulations for Laying Out Streets." ~' ~. That, on or before sai~ July l, 1949, the Planning Board shall have approved the.layout and plan of the stree.t involved. Article 52. Voted that the sum of $~50.00, be taken from unappropriated available funds in the =reasury, to be expended under the direction of the Board of Public'Works for the purpose of this article, upon the following conditions, which are imposed in confo~nlty with the established policy of the Town. 1. That on or bef6re July 1, 1949 the petitioners and/or owners deposit I with the Town Treasurer, for the use of the Town the sum of $1,050.00 to cover~ the balance of the cost of the'project. · 2. Voted that the sum of $1500.00 be taken from unappropriated available funds in the Treasury, to be expended uuder~ the direction of the Board of Public Workc for the purposes of this Article upon condition that a two cent assessment rate be made applicable to this project, under Acts .cf 1906, ~hapter 580, section 6, ac amended. Article 54- Voted that the sum of $5,000.00 be taken from unappropriated funds_in thc Treasury to be expcuded under the direction of the Board of Publi~ ¥~orks for the purposes of this article. This expenditure is necessary to provide for the proposed new Merrimack~Center school. Article 55. Voted that the sum of $1,000.00 be taken from unapproPriated available funds in the treasury, to be expended under the direct!on of the · Board of Public Works .for the purposes of this Article, upon the following conditions, which are imposed in conformity with theestablished policy of thc Town: 1. That the construction of homes to be serviced by the proposed installa- tion shall have been started by July 1, 19~9. 2. That a two-cent assessment rate be made applicable To the project, under Acts of 1906, Chapter 580, Section 6, as amended. 5~. Voted that the Town raise and appropriate the sum of $18,060 to be added to the Stabilization Fund under Chapter 124, Acts of 1945 as created under article 36 of the Warrant for the Annual Meeting held March 16, 1946 and as recommended i~the Reeves School Survey Article 68. The vote was unanimous and so declared. On motion of M~. Dully, ~t was voted that the Town Meeting go on record as being opposed to the Merrimack River Sewerage Disposal Plan as being too costly to the Town and that our District Representatives and Senator be so notified by the Town Clerk. The following r.esolution was voted unanimously and so declared: RESOLVED: That the Town Clerk, be, and he is hereby, authorized and directed forthwith to send communications to the Senator from the Fourth Esses Districl and to the Representatives to the General Court from the 4th Esses Represen- tative District, and to the Governor of the Oommonwealth, informing each of them that the~ voters of the town at annual town meeting this day, have voted their disapproval of the proposed legislation which would result in the apportioning of the present or expected deficit or losses of the. Metropolitan Transit Authority so that the same would be borne by cities and towns other 'than those served by the traneportational facilities of said authority. On motion of~ Mr. Duffy, a rising vote of thanks was extended to the members of the Advisory Board for their very fine report and recommendations on the subject matter in the warrant.
