COMMONWEALTH OF MASSACHUSETTS
To either of the Constables of the Town of North Andover:
In the name of the Commonwealth of Massachusetts, you are hereby'
directed to notify and warn the inhabitants of North Andover, qualified to
vote in elections and town affairs, to meet in the Engine House in voting
precinct one; the Merrimack Schoolhouse'in voting precinct ~wo; the Thomson
Schoolhouse in voting precinct three and the Town Hall in voting precinct four,
in said North Andover on Monday the sixth day of March 1950'at nine o'clock in
the forenoon, then and there to act upon the following articles:
ARTICLE..1. To elect a Moderator, Town Clerk, Town Treasurer, three Selectmen,
three members of the Board of Public Welfare for one year: one Assessor of
Taxes, one member of the School.Committee, one member of the Boar,.of Health
one member of the Board of Public Works for three years, and one member of
the Board of Public Works for the unexpired two year term to fillvacancy;
Highway Surveyor, a Collector of Taxes, a Tree Warden, and five Constables for
One year and a member of the Planning Board to serve for fi've.years; and
elect one.member, of. the Veterans, Housing Aurhtority to serve for five years.
All to be voted upon one ballot. The polls shall open at nine.-
o'clock A.M. and"sha'll be closedat eight o'clock P.M.
After final action on the preceding Article One, the said meeting
shall stand adjourned by virtue of Section 4, Article one of the Town by-laws
.to Saturday, March 18, 1950, at one-thirty o'clock P.M. in the Town Hall, then
and there to act upon the~followlng articles:-
ARTICLE 2. To elect all other officers not required by law'to b$.~elected by
ballot.
ARTICLE 5. To see if the town will v~te to accept the report of receipts 'and
expenditures as presented by the Selectmen.
ARTICLE 4. To.see what action the town will take as to its unexpended
appropriations.
ARTICLE 5. To see what action the town will take as to ~he recommendations of
the Advisory Board.
ARTICLE 6. T~ see if the town will vote to authorize the Town Treasurer, with
the approval of the Selectmen, to borrow money from time t'o time in antica-.
pation of the revenue of the financial year beginning JanUary l, 1951 and
to issue a note or notes therefor, payable within~ one year, and to renew
any note or notes as may be given for a period of less than one year in
accordance with Section 17, Chapter 44, General Laws,
ARTICLE 7. To consider the report of all special committees.
ARTICLE 8. To see if the town will vote to authorize the Board of Health to
: appoint one of their members to the position of Board of'Health Physician and to
fix his compensation, in accordance with Section 4A, Chapter 41, General Laws.
ARTICLE 9. To see if the town will vote to authorize the School Committee to
appoint one of its members, to..the position of School Physician and to fix his
: compensation in accordance with Section ~A, Chapter 41,.General Laws.

Fifty Dollars ($250.00) to.purchase a basket ball set, new table, two benched

ARTICLE 12. To see i~ the town will vote Do raise and appropriate the sum

.w£th material on the site sO that it can be used for playground purposes in
- a~c0rdance with the 'pr0posed plan of'the Planning BOard or such other use or

~'~ ARTICLE 15. To See if the town will raise and appropriate the sum of Eight
Hundred Fifty Dollars ($850) to be used for salaries of Playground Instructors
for the six week schedule in the summer of 1950 and for Playground Handicraft'
supplies. Six Hundred Dollars ($600) for salaries and Two Hundred Fifty Dollars
($250) to be used to purchase supplies.

ARTICLE l~. To see if the town will vote to raise and a~propriate or transfer
from available funds the sum of Three Hundred Dollars ($~00) to be used for the
installation of a drinking fountain in the Town Building.

ARTICLE 15. TO see if the town will vote to authorize the Board of 'Selectmen
to appoint a wiring inspector for the town in accordance with the provisions
of Chapter 529, Acts of 19~9 and to raise and appropriate or transfer from
available funds the sum of Three Hundred Dollars $500) as compensation for
said inspector for the year 1950. Petition of Board of Selectmen.
ARTICLE 16. To see if the town will vote to accept the sum of Three Thousand
Six Hundred ~Seventy-three dollars and Forty-nine Cents ($~,675.4~) as directed
in the will of Abbie S. Armitage, otherwise knowm as Addle S. Armitage, under
date of September 2, 1913, to be used for such charitable purposes as the
Board of Public Welfare mayfrom time to time decide.

Three Hundred Twenty-five Dollars ($525) to purchase a set of swings and a

ARTICLE 19. To see if the town will raise and appropriate or transfer from
available funds the sum of Eighteen Hundred Dollars ($1800) to.be used by the
Highway Department for the improvemen~ or elimination of the curve on Sutton

ARTICLE 20. To.see if the town will raise and appropriate the sum of Three
Hundred Dollars ($300) ~o purchase a stove for the kitchen of the Town

ARTICLE 21. To see if the town will raise and appropriate the sum of One
Thousand Three Hundred Twenty-five Dollars ($1325.) ~o be used with the
presen~ 1955~.Chevrolet pi~k-up truck to purchase ~a new truck for the Town

ARTICLE 22. To see if the town will vote ~o raise and appropriate or transfer
from available funds, a sufficient eum of money ~o care for and maintain the
Old Burying Groundon Academy Road, opposite the Kittredge property, in the
same historical and picturesque manner .as said Burying Ground has been cared
for and maintained for a period of years by Miss Kate Stevens and to assign
to the Board of Public Works the care and maintenance of said Burying Ground.

ARTICLE 31. To see if the town will vote to authorize the appointment of a
committee to study the town manager form of government, and also'submit a
legislative act for insertion in the Warrant at the next annual Town Meeting;
at which time the voters at said meeting will determine whether or not the abov~
mentioned act will be submitted to the State Legislature, for further action.

the c~assification of a piece of land-property owned by Mrs. Mabel Sarcione
from a residential to a business district. Said property is located at the

ARTICLE 61. To see if the town will raise and appropriate Nine Hundred Dollars
($900) to install a drain at D~ummond field so that the entire field can be

ARTICLE 62. To see if the town will vote to'raise and appropriate, or provide
by bond Issue, or transfer from available funds, Seven Thousand.Dollars ($7000)
to ~%onnect the water main from Peters Street to Andover Street on Turnpike Street
so as to provide better domestic supply and fire protection for the Wilson Corner
Area in accordance wi th the recommendation of the.New England. Fire Insurance'

bond issue, or transfer from available funds, Ten Thousand Dollars ($10,000)
to clean and cement line water mains in thewater works system.

lfne, gate hydrant branches', replace gate boxes and manhole frames and covers,

before Main Street and Greene Street are rebuilt under Chapter 90 reconstruction.

Acts of 19~5, with the understanding that it is to be used by the town for
c~pital improvements in the water works system under the provisions of .the

money to place a catch basin at .the corner of Princeton Street and Pleasant

ARTICLE 67~. To see if the town will. ~ake available to the School' Committee
from the Thirty-Two Thousand Dollars ($~2,000) allotted by the General Court
for th~ purpose of increasing teachers' salaries, and now in. the general fund,
the sum of Eightee~ Thousand Eight Hundred Sixty Dollars ($18,860) to raise
the maximum salary of teachers since this raise will not affect the tax rate.

ARTICLE 68. To see if the town will raise and .appropriate the s m of Eighteen
Thousand one Hundred Sixty-Five Dollars ($18,165) to be added to the
Stabilization Fund under Chapter'12~, Acts of 1945, ~s created under Article
56 of the. Warrant for the Annual Meeting held Narch .16,'19~6, and as recommen-

Stabilization Fund, or otherwise provide a sum not ~o exceed Fifteen Thousand
Dollars ($15,000)'for the purchase of two parcels of land needed' for access to
the proposed site of-the new high school: one parcel of approximately ten acres
bel&nglng to the Stevens Estate, and the other parcel the adjoining lot on
~ain.Street owned by Daniel Valpey of Nethuen.

created under~Article 54 of'the Warrant of the Annual Town Nearing Held

educational specifications, sketches, plans, and such other disbursements
as may'be prelir~inary to the building of a high school."

Committee, for .the purpose of .completing the Kittredge School, landscaping
the same, and surrounding the site by a suitable fence, and any other, school
expenditures deemed necessary by the said School Building Committee, the sum
of Thirty-Seven Thousand One Hundred Dollars ($57,100) now held in the
Stabilization:Fund created under Article 56 of the Warrant for the Annual
Neetipg held on M~rch 16, 1946, and having been added to at the Town Neeting
of 1947, 19~8, 1949, and 1950.
