ARTICLE 6. Voted tha~~ the town authorize the Town Treasure~, with the
approval of the Selectmen, to borrow money from time to time in anticipation
of the revenue of the financial year beginning January l; 1951 and .to issue
a note or notes therefor, payable within one year, and to renew any note or
note~ as may be given' for'a period of less than one year in accordance .with
Section 17, Chapter ~]~, General Laws. Vote was unanimous and so declared.

of Fire E~gineers' were appointed for this purpose and could well ~ake care
of it. And, that' this committee be abolished.
It was voted that' this five (5) man committee of '$ames J. Do01ey; CarlA.
Thomas, Edwin C. Nurphy,' Philip A. Busby, and Ra.w~ond J. Paradis; appointed
by the ~oderator ~at the annual Town Neeting of 19k9 be abbllshed, wi~h a
vote of thanks for' the fine recommendati-one and study made in the interest
of the To~n of North Andover and the Fire Department. .'.
ARTICLE 8. Voted that the town authorize the Board of Health to' a~point one.
of their members to the position of Board of Health Physician and to fix his
compensation, in ~the amount of $750.00 for the year 1950. All in accordance
with Section [~A, Chapter.~l, General Laws. Amount included~ in B.of H. budget.
ARTICLE 9. Voted~.that the town authorize the School Committee to appoint one
of their members to the position of Schos1 Physician and to fix~ his compen-
sation in the. amotnt of $750~00 for the year.1950. A]lin accordance with
Section [~A, Chapter ~l, General Laws. Amount included in S.C. Budget.
ARTICLE 10. Voted~to raise~and appropriated the sum of $250.00 to purchase a
basketball set, new table,, two.benches and. two~ concrete seats for the Drummond
Playground. To be expended under the direction of the Board of Public Wdrks.
ARTICLE ll. Voted to raise and a~p~opriate the sum of $~00.00 to purchase for
the?installation,s'of, concrete~.seats and a basketball, set at the Grogan's Fi~td
Playground. To be expended~under the direction of the Board of Public iWorks.
ARTICLE 12. Voted that' the sum of $1500.00 be taken from unappropriated
available' funded.in the Treasury~ to be expended under the direction of the
Board' of Public Works for the purpose 'of grading the sand~bank lots so that
this site may more.safely be used a~ a~ play area by the children in district.
ARTICLE 15. Voted ltha't'-the sum of $850.00 be raised and app~gpr!ated, to be
eXpended under the direction of ~the Recreational Council. $~00.00 for the
iinstruc'tion and supervision of children upon the pla. ygroUnds of the Town, and
$250.~00 be so ex~ended for the ourchase of supplfes,'~inc!uding handicraft and
other expendible items for the~ use children, instructors and supervisors on
said~ playgrounds ~'
ARTICLE l~. Voted 'that the sum of $500,00 be raised and appropriated for the
installation of a drinking fountain in the Town Building. To be expended under
the direction of the Selectmen.
A~TICLE 15. Voted 'that the sum of $325.00 be raised and appropriated· That the
Selectmen be, and they are hereby authorized, empowered, and directed annually
to appoint an Inspector of Wires under General Laws, Chapter 166, Section 52.
Said inspector shall be a licensed electrician by the State of Nassachusetts.

ARTICLE 16. Voted 'to accept as directed in the will of Abbie S. Armitage,
otherwise known as Addle S. Armltage, under date of September 2, 1915,
"whatever money I may have at my decease on deposit in the Salem Five Cents
Savings Bank and the Home Savings Bank of Boston, Massachusetts, the same
to be used for charity."
ARTICLE 17. Voted to raise and appropriate the sum of $525.00 to purchase
a set of swings and a seesaw for Massachusetts Ave., send lot. to be
expended under the direction of the Board of Public Works.
ARTICLE 18. Voted .that the town authorize the Selectmen to postpone con-
sideration or a'cceptance of the proposed new by-laws until some such time
as the Selectmen may decide that said By-Laws are'in order for submission
to the town for acceptance at annual Town Meeting.
ARTICLE 19. Voted that the sum of $180G.00 be raised and appropriated, to
be used by the Highway Department for the improvement or elimination of the
curve on Sutton Street near High STreet.
ARTICLE 20. Voted to raise and appropria ~o' purchase a stove for the
kitchen of the Town Infirmary, 'to be expended tunder the Board of Public

Old Burying Ground on Academy Rd., and to assign to the Board of Public

Equipment' Committee be put into effect by the Fire Engineers,-and; that the
sum of $2,000.00 be'raised and appropriated under this article, .for the pur-

recommendations, if any., together with a draft of such legislation as would
have to be enacted by the General Court, to carry such recommendations
into effect.
ARTICLE ~2. Voted to amend the Zoning By-Laws by changing the classification
of a piece of land-property owned by ~rs. ~abel Sarclone from a residential
to a business district. Said property is located at the corner of Andover St;
and Prospect Terrace, and ~is bounded and described as follows:

Works for the purposes of this Article, provi.ded'that the following conditions

Board of Public Works for the purpose of this article, provided that the

1. The approval'of the. layout and plan of the street involved by the Planning
_ Board.
2. .The posti~g.of a bond by the petitioners and/or owners with the Selectmen,
in~ such form and amount as the latter may require, to assure the Town that,
six months af=er the completion of the.project, the roads snd sidewalks
affected thereby ~shall have been so reconstructed and repaired, including
tha instal'lation of all necessary drainage system therein, as to meet such
.,r. aquir~ments as the Highway Surveyor may impose ss couditions precedent ~o
his certification of such ways under the Selectmen's (Regulations for
Layings) Out Streets."
ARTICLE ~8. Voted that the sum of 95,500.00' be taken from unappropriated
available funds in the Treasury, to be expended under the direction of the
Board of Public Works for the purposes of this Article, provided that the
same conditions prevailing in Article ~6 have been met on or before July l,
195o.
ARTICLE ~9. Voted that the sum of $5,~00.00 be taken from unappropriated
available funds in the Treasury, to be expended under the direction of the
Board of Public Works for the purposes of this Article, provided that the
same conditions prevailing in Article ~7 have been met on or before July l,
195o.

available funds in the Treasury, to be expended under ~the direction of the
Board of Public Works for the purposes of this Article, provided'that the

authorized to enter into such contracts as may be necessary for 'such research

StabilizatiOn Fund created under Article 36 'of the Warrant for the Annual
Town Meeting held on March 16~ 1946, and having been added to at the Town
Neetings.of 1947, 1~8, 1949 and 1950.

dated D~cember l, 1948 on record with Town Clerk, which is located, in the
Grogan,s Field tract, adjacent to the Veterans Housing-Development, and runs
from Patriot'Street to Baldwin Street. The Layout of said Gilbert Street~was
approved by the Board of Survey and the "Regulations for the Laying Out of
Street" have been observed.
