In the name of the Commonwealth of i'.'Iassachusetts, you are hereby
required to notify and warn the inhabitants of North Andover who are qualified
to vote for State, District and ~ounty Officers and upon all questions appearing
on the ballot, to meet and assemble in the designated and appointed polling Ti
places in precincts, One, Two, Three and Four. The Bradstreet School in
Precinct One; the Engine Hou'se in Precinct Two; the Thomson School in Precinct,
Three, and the Town Hall in Precinct Four.

Three Representatives in the Generak Court for this 5th Representative
District, District Attorney for this Eastern District, County Commissioner
for this Essex County, Sheriff for this Essex County, and upon the following
questions:
QUESTION NO. 1.
Do you approve of an amendment to the constitution summarized below which was
approved by the General Court in a Joint session of the two branches held June
9, 19~7, received 244 votes in the afflrmstive
and 0 in the negative, and in a
joint session of the two branches held June 8, 19~9,received 2~2.votes..in the
affirmative and 7 in the negative? (YES) (N~)
Summary--Thks proposed amendment of the ~onstitution provides.for the time when
therespective terms of office of the governor, lieutenant-governor and councill-
ors chall begin and the time when their respective te~ms shallend. It also
~akes providion relative to the succession to the office of governor in the
event of the death of the gove~nor elect before qualification for the office
of governor; and it further makes prov~sions relative to the succession to the
office of governor in the event of the death of both the governor elect and the
lieutenant-goyernor elect before qualification for their respective offices.
QUESTION NO. 2.
Do you approve of the adoption of an amendment to the constitution suzmmarized

Summary-- This proposed amendment to the Constitution provides for an increase
in the number of signatures of qualified voters required upon an initiative
or upon a referendum petition, and it further makes provision for changes in'
legislative procedures thereon with reference to dates upon, or within which,
.acts shall be done in the various stages necessary to be taken upon such
petitions.
QUESTION NO. 5.
Do you approve of a law summarized below on which the House of Representatived
did not vote and on which the Senate did not vote, YES)(NO)
Summary-- This measure provides for minimum pa.~ents of seventy-five dollars
per month or eighty-five dollars per month if blind, as'assistance to deserving
ages persons who have reached the age of sixty-three years or over and are in
need of relief and support.

Do you approve of a law summarized below on which the House of Representatives

Summary--This measure provides for thecreation of a ]~assachusetts commission for
the purpose of conducting once every month a lottery drawing to raise additional
funds'by means of tickets sold to the public, withing thelCommonwealth,~the net
proceeds to be divided as follows~ 50 p~r cent to the winners as prizes, 55 cent

LOCAL QUESTIONS
(a) If a voter desires that this city (or term) shall declare by popular re-
ferendum that a shortage of rental housing accommodations exists which re-
quires the continuance of federal rent control in this city (or town) after
December. thirty-first, nineteen hundred and fifty, and until the close of
June thirtieth, nineteen hundred and fifty-one, in accordance with the pro
visions of the Housing and Rent Act of 1950, he will vote "YES" on said
question.
(b) If he desires that federal rent control shall cease to be in effect in
this city (or town) at the close of December thirty-first, nineteen hundred
and fifty, he will vote "NO" on said question.
If a majority of thc votes cast in any such city or town in answer to said
question is in the affirmative, such city or. town shall be deemdd to have
declared by popular referendum pursuant to the Housing and Rent Act of 1950,
that a shortage or rental accommodations exists which requires the continuanc
of federal rent control in such city or town after December thirty-first,
· nineteen hundred and fifty-one, in accordance with the provisions of said act.
If a majority of the votescast in enysuch city or'town in answer to said
question is not in the affirmative, such city or town shall be deemed not to
have declared by popular referendum, pursuant to the housing and Rent Act of
1950, that a shortage of rental accomodations exists which requires the con-
tinuance of federal rent control in such city or town after December thirty-
first, nineteen hundred and fifty.
