At this time a motion was made by Mr. William B. Puffy and duly
seconded that the Board of Selectmen have some kind of a memorial
to Mr. Joseph A. Duncan to honor him in some way for his continued
service in the Town, as Town Clerk and clerk in the Water Department.
Town Clerk Joh~ J. Lyons expressed his sentiments towards Mr.'Duncan
his predecessor of thirty-nine (39) years, as a reslfriend, a wonderful
guide in his duties as Town Clerk and a man who. has_done much for the
in many ways, and some honor ~houl~ be given.to him.
ARTICLE 6. Vote~ 'that the town authorize the TownTreasurer, with the
approval of the Selectmen, to borrow money from time .to time in
anticipation of the revenue of the financial yea~ beginning January 1,
1952 and to issue a nSte or no~es therefor, payable'within/.one year, and
to renew any note or nones as may be given for period of~ less than one
year in accordance with Section l?, Chapter ~, General Laws.
The vone was unanimous and so declared.
ARTICLE 7. Voted tha~ the Fire Department Equipmen~ Committee be discharg.
ed'with a vote of thanks and appreciation of the Town for their work.
Mr. Francis Ktttredge reported that the School Building Committee report
would be taken under Article 19. '
ARTICLE 8. Voted to authorize the Board of Health to appoint one of their
members to the position of Board. of Health Physician and ~o fix~hls com-
pensation in accordance with Section4A, Chapter 41, General Laws, in the
amouht, of $750.00 for the year 1952. This amount'having been included in
the Board of Healthbudget.
ARTICLE 9. Voted to authorize the School Committee to appoint one of its
members to the-position of School Physician and no fix his compensation,'
in accordance with Section 4A, General Laws, in the amount of $900.00 for
the year 1952. This amount having bee~ included in the School Department
Budget.
ARTICLE 10. Voted'to accept the provisions of Chapter 781, apnroved~b~
the legislature November 14, 1951: "An act providing for an l~crease in
the.annual amounts of certain pensions, retirement allowances, annuities
andother benefits, payable, by the Commonwealth and its political sub-
divisions, to certain former employees andpersons claiming under them.'''
The vote was unanimous and so declared.
ARTICLE 11. Voted to raise and appropriate the sum of $110.00'for.the
purchase of three weights, one ten pound, one lime and one '~vo pound
Class C. avoirdupois and a series of glass co~talners (graduated conden-
sers) as required by the Sealer of Weights and Measures. '
ARTICLE 12. Voted to accept as a public~ way, Silsbee ~Road ~from Herrick
Road to Lyman Road as indicated on plan approved by the Board of Survey
in 1924 and now on file in the 6ffi6e of the Board of Public Works.

ARTICLE 13. Voted to raise and appropriate the sum of $1500.00 to be ex-
pended by the Board of Selectmen toward the writing and publication of a
history of the Town of North Andover.
ARTICLE 14. Voted to raise and appropriate the sum of $2000.00 for the
purpose of painting the buildings at the Town Infirmary. This work to
be performed under the direction of the Board of Public Welfare.

salaries of six instructors and one supervisor ($1000.00 for s'zlaries, two
instructors at each playground) and $$400.00) to be used~to pubchase supplies

Andov~r Ink.the .cus.tody of the Recreational Council...
ARTICLE 17. Voted to raise and appropriate the sum of $600.00· to be used
with the present. Police Car, to purchase a new Police Car, and· that bids be
advertised1 for.

the purpose of constru~cting and originally equipping and. furnishing a new
High School; "and ~the improving, landscaping, grading and fencing for school
athletic purposes and other school purposes of the grounds thereof; and that
to meet said appropriatio.n.', the sum of $80,000. be appropriated from the free
cash of the Town Treasury, $20,000. ~ from the Stabiliza.tion ~und; and the
Treasurer,. with the approval of the Selectmen, 'be and~ is'.hereby authorized to
.borrow ~from time to time the sum of $1,400,000. and to issue bonds or notes
· of the Town therefor,- under' authority of Chapter 6~5 bf the Acts of 1948
and/or Chanter 4~ of the General Laws, said bonds or notes to be paya~Ie in
accordance with the provisions of hapter ~ of the General Laws as amended,
each issue to be paid in-not more than 20 years 'from its da=e or at such earlier

residential to business classification the following described parcel of land.
A certain area in the Town of North Andover on the easterly side of
Winthrop Street (Lawrence), bounded and described as follows:
Beginning at a point in the easterly line of said. Winthrop Street,
said point being 965.58 feet northerly from the intersection of said
easterly line of'-inthrop Street with the westerly line of Waverley Road;
thence northerly by the easterly line of said Winthrop Street 81~feet to

to a point which, is 200 feet westerly from theweeterly line of ~averley

ARTICLE'~I. Voted to raise and appropriate the sum of $166.00 to widen and
improve approximately 550 feet on Narbleridge Road between Dale and Salem
Streets. The money $o be,used for. the purpose of hiring ~echanical equipment.
The oil and gra'vel for this project to be obtained from the regulaM~depart-
men$,appropriation. Adequa=e fill available for the need~ of this project.

ins tall a hot top sidewalk on 'the westerly side of High Street from the
Junction of High and Sutton Streets to the Nachine Shop Depot, a distance
of approximately 1600. feet.

and install portable bleachers, seating three hundred at Waverly Playground.
ARTICLE ~9- Voted to take from unappropriated available funds in the Treasury.,
the sum of $7,500.00 to clean and cement line water mains in the wa~er works~~
system. This ia a continuation of the program the Board of Public Works has
been employing for the past several~ years. To be expended ~nder the direc-
tion of the Board of Public Works.
ARTICLE 50. Voted to take from ~unapproprieted available funds in She Treasury
the, sum of $5,685.69 being the amount of water department receipts in excess
of water department operating expenses for 19~t to a Stabilization Fund as
provided for by Chapter 124 of the. Acts of 1955,~ withthe understanding that
it is to be used by the town for capital improvements in the water works
system under the provisions of the above act.

ARTICLE 51. Voted to raise and appropriate'the sum of $900.00 to be added to
the ttuexpended appropriation made under Article 58, 1951 to make such exten-
sions of the wa~er main system, under the regulations voted st the annual
town meeting, as the Board of Public Works, on October lst', considers most
necessary, such extensions not having been petitioned for at the snnyal
meeting. To be expended under the direction of the Board of Public ~'orks.
