SPECIAL TOWN ~EETING April 21, 1952
W A R R A N T
The Comonwealth of. Massachusetts.
Greeting:TO either of the Constables of the Town of North Andover:
In the n~me of the Commonwealth of Massachusetts you are hereby
directed to notify and warn the inhabitants of North Audover, qualified to
vote in To~m Affairs, to meet in the Court Room, Town Building in Said
North Andover on Monday evening, the twenty-first day of April, '1952 at
eight o'clock P.M., than and there to act on the following business:
ARTICLE 1. To see if the. town will vote to instruct, authorize and require
the Board of Assessors to deduct from the amount required to be

amended, ~ 0
~) , 0 from available funds, which sum
is herewith a~proprlated from available funds, under Section 7,
of Chapter 798 of the Acts of 1951 for the purpose of this
authorized deduction. Petition of the Board of Selectmen.
ARTICLE 2. To see if the town will raise and appropriate' the sum of $1,600.00
to be used for salaries of six inst~ctors and one~supervlsor,
($1,000.00 for salaries, t~o ~nstructors at each playground) and
$600.00 to be used'to purchase supplies and eqoinment.
Petition of .the Board of Selectmen. .-
And you are hereby directed to serve this warrant by posting true and
attested copies thereof, at the Town Hall, and at five or more public places
in each voting precinct. Said copies to be posted not more than fifteen days
nor less than ten days before the time of holding said meeting..
Hereof, fail not, and make due return of this warrant With your
doings thereon to'the To~m Clerk· at the time and place of saidmeeting.

Building, Monday evehing April 21, 1952 at 8:00 P.M. the following was vo~ed.
Statement made prior to vote on Article 1.
At the annual meeting on March 15,.1952, $50,000~00 was voted from available
· funds, to reduce the tax rate. Commissioner Long, s office' has ruled that the
vote was not proper because no article for it was in the wsrranu for ~hat
meeting. Article I in the warrant for this meeting is correctly Worded
· authorize and require the Board of Assessors
deduct from the amount required to be assessed under Section 2~ of Chapter to
of the General Laws,~ as amended, the sum of $50,000.00 from available funds~9
which sum is herewith apPropriated from available funds under Section 7 of
Chapter 798 of the Acts of 1951 for the purpose of this authorized decution.
The vote was unanimous and so declares.
Statement made Prior~to vote on Article 2.
Commissioner Long's office has ruled that the vo~ing of $1,600.00 under
Article 16 at the annual town meeting on March 15, 1952 was no~ proper because
it increased the amount contained in the Article as it appeared in the warren=:
And the fact that Articles 15 and 16 were considered together does not cure
this. The article is now correctly worded, according to ~ommissloner Los's
office, to permit the appropriation of up to $1,600.00 for the purpose g
therein des!gna ted.
Art.2.
VOTED; to raise an~ appropriate the ~um of ~1, 0~00 to be used for salaries of
six instructors and one supervisor ($1,000.~8 ~'salarles
each playground) and $600.00 to bo use~ ~- - - ~., two instructors at

The vote was unanimous and so declared.
