ARTICLE 6. VOTED to authorize the Town Treasurer, with the.~oproVal of the' Selectmen, to borrow money fr~m time to time in a~ticipation ofthe revenue of' the'financial'year beginning Jmuary 1, 1957 and to issue anote or notes therefore, payable within one year, and to renew any note or notes as may be ~ven for 9 period of less than one year in accordance with Section 17, Chapter 'of the ~enera~ Laws. IZoning By-Laws).meetings are being held, open ~o public for discussion~ on new.by, taws. These' meetings are most helpful to the Board for them in their final decisions. ~h-nked people for their cooperation with the Planning Board and hoped to have their decisions soon. ARTICLE 8. VOTED to authorize the Board of Health to appoint one of their members to the position of Board of Health Physician and to fix his comp~msation in the amount of $750.00 in accordance with Section 4A, Chapter ~1, of the General Laws. This amount ~ncluded in the Board of Health Budget. ARTICLE 9. VOTED to authorize the School Committee to appoint one of its members to the position of School Physician and to fix his compensa$~on in the amount of $1250.00 in accordance with Section 4A, Chapter 42, General Laws. This amount included in the School Department ~udget. ,ADJOURNED TOWN MEETING APRIL 7, 1956 ARTICLE 10. VOTED that the sum of $5,~6.10 be taken from available funds in the Town 'm~reasury to be paid to the County Commissioners for the reimbursement for services and taking of land on Great Pond Road. ARTICLE 11. VOTED to adopt the following by-law as authorized by Section 2lA of Chapter ~0 of the General Laws; Every employee of the police, fire, and library departments as well as ever~ employee in the town infirmary and every clerical employee of the town, except employees sppointed or employed by the school committee, who has completed .six months of continuous service, shall be granted leave without loss of pay for absence caused by sickness, injury or exposure to contagious disease, or by serious illness or death of a member of the employee's family, provided, however, that except when accumulated as hereinafter provided such le ave shall not aggregate more than fifteen working days in any year, an~ such le ave not used in a year may be accumulated up to but not exceeding thirty days for use in a subsequent year. Such leave not used prior to termination of an employee's service shall lapse and an employee shall not be entitled to any compensation in lieu thereof. The vote was unanimous and so declared. ARTICLE 12. VOTED to accept the provisions of Chapter 670, Acts of 1955 approved.by the legislature August ll, 1955. "An act relative to increasing the amounts of pensions, retirement allowances and annuities payable to certain former public employees. The vo~e was unanimous and so declared. ARTICLE 15. VOTED that the sum of $4000.00 be taken from available funds in the Treasury to complete the repairs and improvements of the ToWn Infirmary as re. quired b.y the State Department of Public Health. ARTICLE 17. VOTED that the sum of $25,025.00 be taken~from available funds in the Treasury so that a 12~ percent raise be given to each full time e~mployee of the Town with the exception of the School Department employees. 'Abe raise to be effective as 'of March 19, 1956. ARTICLE 18. VOTED 196 affirmative, 70 negative that this article be deferred until a future meeting and referred to the Planning Board for consideration and in connection with the new.proposed zoning by-laws and B]a ckwell report. ARTICLE 19. VOTED unfavorable action until the rezoning of the Town has been completed. ARTICLE 20. VOTED to amend the Zoning by-law by changing from Agricultural to business the following described parcel of laud: A parcel of land on the easterly side of Salem ~urnpike and northerly side of Hillside Road, bounded and descirbed as follows: Beginning at a point being 158 feet northerly from Hillside Road; thence northerly by the ~easterly line of the Salem Turnpike, .719 feet to a point; thence northeasterly by a stone wall 5~.05 fee. t to a point; thence easterly by the stone~.wall, 680.4~ feet to a point, thence southwesterly 565 feet to a point in the northerly line of Hillside Road; thence southwesterly by the northerly line of Hillside Road, 100 feet to a p~int which is 110.7 feet from the Salem Turnpike; thence northwesterly 91.~ feet to a point;, thence southwesterly 100 feet to the point of beginning. The vote was: 52~ Affirmative. 1 Negative. ARTICLE 21. 'VOT~s~ unfavorable acti6n until the rezoning of the Town has been completed. ARTICLE 22. VOTED that the sum of $150.00 be raised and appropriated to set up two island in the Town: one a~ Jefferson Square and one at Railroad Square. ARTICLE 2~. VOTED that the sum of $2,000.00 be raised and appropriated to be used with the two present police cruisers, one 195~ and one 19?~ort~)purchase two new police cruisers. ARTICLE 2~. VOTED that the sum of $500.00 be raised and appropriated to paint white lines in the vicinity of schools. ARTICLE 25. VOTED to increase, the present Reserve Force from seven to nine men, appointments to be made .from a list of men who have fully qualified and passed the ~tate Civil Service physical and mental examinations; Ail in accordance with Civil Service nules and negulations, to become effective immedia rely. ARTICLE 26. VOTED that the sum of $925.00 be taken from available funds in the Treasury to purchase 500 feet of new 2~" hose for the Fire ~epartment. Adjourned Annual Town Meeting April 7, 1956 ARTICLE 27. ¥,0. TED that the sum of $5,551.92 be raised and ap prcpriated, to be added to the ~'ire Department Appropriation to provide for the app6tntment of two (2) competent and qual. ified men under Civil Service Rules to be regular fire fighters. ARTICLE 28. VOTED that the sum of $625.00 be taken from available 'funds in the ~easurY to purchase 1000 feet of 1 1/8" forestry hose. ARTICLE 29. VOTED that the sum of $3,750.00 be taken from available funds in the Treasury, to be expended by the School Building Committee for the purpose of buying and setting up outside lights at the North Andover High School grounds in compliance with the request of the Board of Selectmen (January. 20, 1955) which sum, according to the architects estimate, need not exceed $3,750.00 of take other action in relation thereto. ARTICLE 30. VOTED lthat the sum of $400.00 be taken from available funds in the Treasury, to be expended by the School Building Committee for the purpose of a survey of the JoHnson building ~ an .architect or mechanical engineer to determine the feasibility and the expense of preparing said building for elementary-school use and to report thereon to the School 0ommittee and the School Building Committee, or take other action in relation thereto. ARTICLE 31. VOTED that the sum of $6,000.00 be taken Trom available funds in the urc~se or' otherwise, from Mrs. John G. 'Coolidge of North Andover, for a ~ublic school si,re, a parcel of land abutting' on Andover Street and Dufton Court, being roughly reptangular in shape, with a frontage of about 520 feet on'Andover Street and about ~30 feet on Dufton Comrt, and. containing about five acres. And · provide that the Board of ~electmen be and hereby i's, authorized ~o act for the Town in connection with this transaction, and that said beard .be further authorized to execute, if possible, an agreement.under which (1) the said ~rs. ~John G. Coolidge shall retain the right~ to use the land for farm purposes l~til such time as the land may be built upon: ~nd (2) the Town Of North Andover shall have prior right and option to ac quire from the said Mrs. John G.'^Coolidge or her assigns, an abutting parcel.of land fronting on Dufton Cou~t and Uhickering Road and containing about four acres, if or when the said Mrs. John G~.Coolidge or her assigns may be willing to relinquish title to such~ acreage, or~ take other action in relation thereto. VOTED to accept as a gift $1,~05.71 from the Centennial Committee which represents the profit from its various activities conducted during the Centennial Celebration. ARTICLE 34. VOTED that the sum of $7,500.00 be raised and appropriated to meet the Town's share of the cost of Chapter 90 Highway Construction, and that in addition, the sum of $22,500.00 be, transferred from unappropriated available funds in the Town Treasury to meet the State and County shares of the cost of the work, the reimbursement from the State and County. to be restored upon their receipt to u~appropriated:available funds in the Treasury. Itwas further .voted motion being dulyi~made and seconded: provided however, that the Selectmen are hereby instructed' to take alt possible steps to persuade the State and ~ounty Authorities to agree to the use of 'said funds for the reconstruction of Dale St. ARTICLE 3.5. V0'.'~ that th~ sum of $2,000.00 be taken from available funds in the Town Treasury for the purpSse of this article, ~o be expended by the Highway Surveyor under ~hapter 90 of the General Laws, ~ogether with any money which' may be allotted for such purposes by the ~tate or County or both. And that, in addition, the sum of $1,000.00 be transferred from unappropriated available funds in the treasury to mee~, the rotate and County's share of the cost of the work, the reimbursements from the Sta~e aud County to be. restored, upon their receipt, to unappropriated available funds in the Treasury.
