To see if the Town will vote to amend its General By-Laws by striking out Article XIII and inserting in place thereof the following: ARTICLE XIII: Any person violating any By-Law of the Town shall be punished therefor a fine of not more than fifty d oll~ rs for each such offense. (The present designated penalty is $20 for each vlo2a tion; a recently enacted statute pe rmiDs the Town to adopt the higher penalty. See Acts of 1965, c.~.16.) Petition of Term Counsel. ARTICLE 12. To see 'if the Town will vote to authorize and direct the Selectmen to take appropriate steps to change the boundary line between the Town and the City cf Lawrence in accordance with ape cific recommendations to be made at the meeting, such change being made desirable by the changing of the course of the Shawsheen River during the construction ~f Interstate ' RoUte ~95. ' ARTICLE 13- To see if the Town will vote to accept from Fred & Helen Ylu~ggebauer their grant to the Inhabitants of the Town a parcel of land to be used as an access roadway to the new well field site, all as evidenced by their deed dated December 23, 1966, .and recorded at the Regis~try of ,deeds for. the Northern Registry District of "~ssex County in Book 1078, page 242, and to ratify and affirm the action of the Board of Public Works. in accepting said deed in The name and behalf of the Town. To see if the Town will vote to accept the provisions of' Chapter 32, Section 99, of the General Laws, which reads as follows: The Treasurer of any city, town or county which accepts this section may make advance pay- ments 'in an amount not to exceed any retirement allowance actually due to employees of.such city, town or county who are eligible for'~ and who filed-applications for, retirements, during such period as is necessary for the processing of such applications for retirement, and shall establish rul~ s and regulations governing such payments. This section shall take effect upon its acceptange in a city by vote of the city council, subject to the provis' ions of its charter; ~n a town by vote of the voters st a town m~eting; and in a couty by vote of the county commissioners.
