To see if the Town will vote to amend Section ~ of its Zoning By-Law, so as to permit the use of property in a residence zoning district for dormitories and related facilltiesfor non-resident students attending North Andover Public Schools under any non-profit educational program. Petition of Theodore Peters and others. ARTICLE 2. To see if the Town willraise and appropriate $5600, for the erection' of Guard Rails. Petition of the Highway Surveyor. ARTICLE 5. To see if the Town will raise and appropriate the sum of $7800, for the installation of traffice lights at the corner of Sutton and Main Streets. ~Petition of the Selectmen. ARTICLE ~. To see if the Town will vote to raise and ap~r opriate the sum of $600,~ to be expended under the direction 'of the Board of Health for the pose of obtaining the services of a visiting Public Health Nurse for the up program on'Tuberculosis Control and Premature Infant check-up as required perlodicallyby the 'Massachusetts Department of Public Health. ARTICLE 5..TO see if the'Town will vote to raise and apl~ opriate the sum of $901, to be expended under the direction of the Police Department for the pur- pose of hiring a school Crossing Guard to attend the children living in the Village Green Apartment complex on Chickering Road who will be attending the nearby Schools. And you are directed to serve this warrant by posting true and attested copies thereof at the Town Office Building, and at five or more public p~aces in each voting precinct, not le ss than seven days before the stated time for holding such mee,ting. VOTED that Section 4.15 of the Zoning By-Lawbe amended by adding ~ thereto the following phrase: Dormitories and related facilities for non- ~ resident students attending North Andover public schools under any non-profit ~ educational program. The vote was AFFIRMATIVE 487 r,~EGATIVE 116. A 2/~ majority vote. The Planning Board recommended disap~r oval of the article for the following reasons: 1. Action should be taken at a Regular Town Meeting. 2. Article is loosely worded. 3. No evidence was presented by the proponents of the Article.~to show that this amendment would benefit the health, safety, welfare and rupture growth of the Town. ARTICLE 2..VOTED to ADOPT the article and take the sum of $3600, from available funds. ARTICLE 3. VOTED to strike from the warrant. ARTICLE ~. VOTED to strike from the warrant. ARTICLE 5. VOTED to ADOPT the article and take the sum of $901, from available funds.
