vote in State Elections to meet in the Bradstreet School Auditorium in ~
Precinct One, the St. Michaels School Auditorium in Precinct Two and the ~
Thomson School Auditorium in Precinct Three and the Eittredge School Auditorlu~
in Precinct Four TUESDAY, the THIRTIETH DAY OF SEPTEMBER 1969 at l~ o'clock
A.M~ for the following purposes: To bring in their votes to the Town Clerk
and Election Officers for the following office: REPRESENTATIVE In CONGRESS
for the Sixth Congressional District, to ·fill a vacancy.
The Polls will be open from 1.0 o'clock ~M~ until 8:00 P.M.
And you are directed to serve this Warrant by posting true and attested copies
thereof, at the Tovm Office Building and at five or more public p~a cas in each
voting precinct of the Town, said copies to be posted not less than seven days
before the stated time for holding such meeting.
Hereof fail not .and make duereturn of this Warrant with your doings thereon
the time and place of said meeting to the Town Clerk.

In the name of the Commonwealth of Massachusetts, you are hereby ~
directed to notify and warn the inhabitants of North Andover qualified to vot~
in Town Affairs to meet in the Veteran' s Auditorium of the North Andover High
School for a Special Town Meeting on:
MONDAY, THE 15th DAY OF DECEMBER 1969 at 8:00 P.M.
Then and there to act upon the following articles:
ARTICLE 1. To see if the Town will vote to accept from Fred J. FICHERA of North
Andover or his nominee, the sum of $2,000.00 to be expended under the direction
of the Board of Public Works for the purppse of extending the water system on
Adams Avenue, from the present terminus, 400 feet to Wood Lane. Petition of
Fred J. Fichera and other.
ARTICLE 2. To see if the Town will vote to authorize the Selectmen to act for
~onin executing a contract between the Town and the Massachusetts Bay Transporta-
Authority to provide for railroad commuter service between North Andover
and ,Boston fqr thee period beginning August 1, 19~9 and ending on July 31, 1970,
and ~o transfer from available fun~s the sum of $550.00 to pay the annual cost

ARTICLE 5. To see if the Town will vote to transfer from available funds the
sum of $4,700.00 to be expended under the direction of Bernard Bingham,
Veteran's Agent, for 1;eterans Benefits, with the approval of the Bc~rd of
Selectmen. Petition of Bernard Bingham, Veteran's Agent.
ARTICLE 4- To see if the Town will vote to amend Article III of its General
By-Laws by adding the following new section: Section 9. No person, firm or
corporation shall, individually or by their agents, servants or employees,
place or deposit by sweeping, shovelling or the use of other manual or mech-
anicsl means, upon any public street or way dedicated to public travel in the
Town of North ~ndover, snow or ice, in any form, which has accumulated on the
premises of much person, firm or corporation: except that snow or ice, in any
form, may be removed from the sidewalk adjacent to the premises of such
firm or corporation and deposited in that part of such street or way nearest
the curbing or outer edge of the sidewalk.
No person, firm or corporation, or
their agents, servants or employees, shall, after snow has been deposited
~long the sidewalk of a public street or way dedicated to public use by snow-
plows or other anow removal equipment, of or under the control of the Town of
North Andover, remove the same, or any part thereof, from such portion of sucl
street or way and deposit it in the t ravelled part of such street or way.
Petition of Joseph W. Lawlor, Chief of Police and Nichols F. Nicetta,
Highway Surveyor.
And you are directed to serve this warrant by posting true and attested
copies thereof at the Town Office Building, and at five or more public pla ces
in each voting precinct of the Town, not less than seven days before the
stated time for holding such meeting.
Hereof, fail not, and make due returns of this Warrant with your doings
thereon at the time and place of holding said meeting to the Town Elerk.
Given under our hands at North Andover, Massachusetts, the 4th day of

Meeting opened at 8:05 P.M., with 42 voters present. Meeting adjourned at
