Date of Meeting where vote took place: Submitted Article: Amend Chapter 2 Section 2 of the Charter for the Town of North Andover by deleting Section 2-2 which now reads: 2-2-2 The warrant for each town meeting shall be closed not more than sixty days, but at least forty-five days prior to the date for the meeting, provided that by unanimous vote,the Board of Selectmen may reopen the warrant in cases of emergency. Add new Section 2-2 to read: The warrant for the Annual Town Meeting shall be closed not more than 75 days, but at least forty days prior to the date for the meeting, provided that by unanimous vote,the Board of Selectmen may reopen the warrant in cases of emergency. The warrant for any Special Town Meeting shall be closed not more than 40 but at least 20 days prior to the date of the meeting; or take any other action relative thereto. To see if the Town will vote to adopt the article as printed in the warrant. Reason(s) for Article: The purpose of this amendment is to allow additional time before the Annual Town Meeting to properly prepare articles for publication and distribution in a timely manner. Citizen petitions would have more Town resources able to be utilized if more time is available. The timing of Special Town Meetings is inconsistent with Massachusetts General Law in regard to the calling of Special Town Meetings by petition.
