I respectfully submit my report as Town Clerk for 2010.
Our Annual Town Election on March 30, 2010 saw Rosemary Connelly Smedile, elected
to the Board of Selectmen for another three year term. Christine Allen was reelected to
her second three year term on the School Committee. John J. Driscoll was elected to the
North Andover Housing Authority for a five year term on the Housing Authority.
Charles A. Salisbury was re-elected Town Moderator for a three year term. The January
19, 2010 Special State Election for the United States Senate seat had 10,927 votes with a
60% turnout. The Annual Town Election had 1,202 voters cast their ballot for a 7%
turnout. The September 14, 2010 State Primary had 2,629 voters had a 14%turnout. The
State Election on November 2, 2010 had 11,252 voters with a 62% turnout. It certainly
was a busy time for our office.
Our Annual Town Meeting was held beginning on Tuesday May 11 and dissolved on
Wednesday May 12. This meeting dealt with 41 Articles and many complicated issues
which were submitted to the Attorney General, approved, and enacted into law. Many
legislative petitions were submitted to the General Court for legislative enactment.
Months of diligent efforts of our Boards, Committees, and Departments leading to the
Annual Town Meeting result in a successful legislative process.
We are a thriving and convenient Passport Issuance Agency. We take pride in providing
this outstanding service to the public. We participated in the National Passport Day in
the USA in March and opened our doors on Saturday with 32 passports issued.
The Town Clerk's Office recorded 259 births, 285 deaths, and 95 marriages in 2010. We
continue our efforts as the information hub of the Town. Through enhanced electronic
and web-based technology to better record keeping and information retrieval, we strive to
meet the needs of our growing community. Document preservation, scanning and
indexing records for retrieval and research are all in our plans for the future.
It was a year of transition as Janet Eaton, Assistant Town Clerk, retired in June. Janet
had over 20 years of dedicated service to the Town and over 15 years as Assistant Town
Clerk. She contributed so much to the success of the office and is missed. Karen
Fitzgibbons was promoted to the position of Assistant Town Clerk from her role as
Senior Clerk. Karen brings excellent knowledge and skills having worked in the
Planning Department, the Conservation Department and in the Town Clerk's Office for
10 years. She is in charge of all Licensing for the Board of Selectmen and also Vital
Statistics. Suzanne Pelich was promoted to Senior Clerk and is now full time in the
Town Clerk's Office. Patricia Sifferlen joined our staff in October and her position also
includes support to the Finance Committee. Harold Dushame has been a volunteer in our
office for over ten years and his assistance and dedication is invaluable. As the Town
Clerk, it would not be possible to provide the high level of service to the community
without these talented and dedicated individuals.
Our Office actively cooperated with the United States Census Bureau in the successful
completion of the 2010 Federal Census. The assurance of accuracy is critical as this data
will be used for the next ten years for funding and planning as well as drawing precinct
and political lines beginning with the 2012 elections.
We again thank the people of North Andover for their support and assistance in our
diverse projects.
