HomeMy WebLinkAbout2019-08-26 Board of Selectmen Minutes BOARD OF SELECTMEN MINUTES August 26, 2019 CALL TO ORDER: Chairman Richard Vaillancourt called the meeting to order at 7:00PM in Meeting Room at Town Hall. ATTENDANCE: The following were present: Chairman Richard Vaillancourt, Clerk Rosemary Smedile, Licensing Chairman, Regina Kean, Chris Nobile, Phil DeCologero and Executive Assistant, Laurie Burzlaff. PLEDGE OF ALLEGIANCE RECOGNITION (taken out of order) Presentation of Life Saving Commendation Bar to Firefighter Nicholas Martone, Firefighter Corey Pramas and Police Office Julie Nigro Fire Chief, William McCarthy, presented the Life Saving Commendation Bar to Firefighter Nicholas Martone, Firefighter Corey Pramas and Police Officer Julie Nigro for saving a woman’s life who was having a heart attack. Chairman Vaillancourt also presented certificates of commendation from the Board. PUBLIC COMMENT Ellen Mosier of 135 Kara Drive asked for her name to be corrected on the minutes. She also asked the Board to consider her statement she made at the last meeting. APPROVAL OF MINUTES Chris Nobile made a MOTION, seconded by Rosemary Smedile to approve the Open Session Minutes of August 12, 2019 as amended. Motion approved 5-0. GOVERNMENTAL REPORTS Update on Downtown Improvement Plan Acting Community and Economic Development Director, Jean Enright, explained to the Board the progress on the Downtown Improvement Plan which was part of the Master Plan. A committee has been formed with local business and property owners. OLD BUSINESS (taken out of order) Senior Center Project Laurie Burzlaff updated the Board regarding the parking lot at the new Senior Center. Once the Zoning and Planning process is approved, the Town will enter into negotiations with the developer regarding that additional piece of land. The Board requested Town Counsel present at the next meeting options for the use of the parking lot. LICENSING COMMISSIONERS Chris Nobile made a MOTION, seconded by Rosemary Smedile to open a meeting of the North Andover Licensing Commission. Motion approved 5-0. Approvals for one day wine and malt liquor licenses for “Rock the Block” event Chris Nobile made a MOTION, seconded by Phil DeCologero that the Board of Selectmen, acting as Licensing Commissioners, approve the one day wine and malt licenses as presented for the Rock the Block event on September 13, 2019 from 6:00PM to 9:00PM contingent upon receipt of TIPS certification and insurance. Motion approved 5-0. Request of St. Gregory’s Church for a one day wine and malt liquor license for an annual picnic on September 8, 2019 from 12:00PM to 6:00PM Rosemary Smedile made a MOTION, seconded by Chris Nobile that the Board of Selectmen, acting as Licensing Commissioners, approve the request of St. Gregory’s Church for a one day wine and malt license for an annual picnic on September 8, 2019 from 12:00PM to 6:00PM. Motion approved 5-0. Board of Selectmen Minutes August 26, 2019 2 Request of Stevens Coolidge Place for a one day wine and malt liquor license for a picnic concert on September 5, 2019 from 5:00PM to 8:00PM and waiver of police detail Rosemary Smedile made a MOTION seconded by Chris Nobile that the Board of Selectmen, acting as Licensing Commissioners, approve the request of Stevens Coolidge Place for a one day wine and malt license for a picnic concert on September 5, 2019 from 5:00PM to 8:00PM and waive the police detail. Motion approved 5-0. Request of Smolak Farms for five one day wine and malt liquor licenses for fall festivals from 10:00AM to 5:00PM on September 7, 2019, September 8, 2019, September 14, 2019, September 15, 2019 and September 21, 2019 Richard Vaillancourt made a MOTION, seconded by Rosemary Smedile that the Board of Selectmen, acting as Licensing Commissioners, approve the request of Smolak Farms for five one day wine and malt licenses for fall festivals from 10:00AM to 5:00PM on September 7, September 8, September 14, September 15 and September 21, 2019, as presented. Motion approved 5-0. Request of Merrimack College for liquor licenses for the following events: All alcohol license for a reception at Cascia Hall Lawn on September 12, 2019 from 6:00PM to 11:00PM Wine and Malt license for a block party at Sakowich parking lot on September 13, 2019 from 5:00PM to th 10:00PM. The applicant will need to file an entertainment license for the September 13 event. Richard Vaillancourt made a MOTION, seconded by Phil DeCologoro that the Board of Selectmen, acting as Licensing Commissioners, approve the request of Merrimack College for an all alcohol license for a reception at Cascia Hall Lawn on September 12, 2019 from 6:00PM to 9:00PM granting the chair discretion to extend until 11:00PM, and a Wine and Malt license for a block party at Sakowich parking lot on September 13, 2019 from 5:00PM to 10:00PM. Motion approved 5- 0. Request of Smolak Farms for six one day licenses for the following events in the tent: Wine and malt license for an engagement party on September 8, 2019 from 4:00PM to 9:00PM All alcohol license for an employee appreciation BBQ on September 13, 2019 from 11:00AM to 5:00PM Wine and malt license for a corporate staff appreciation BBQ on September 19, 2019 from 12:00PM to 5:00PM All alcohol license for a corporate staff appreciation on September 28, 2019 from 1:00PM to 5:00PM All alcohol license for a wedding on October 5, 2019 from 4:00PM to 10:00PM All alcohol license for a wedding on October 12, 2019 from 4:00PM to 10:00PM Phil DeCologero made a MOTION, seconded by Chris Nobile that the Board of Selectmen, acting as Licensing Commissioners, approve the request of Smolak Farms for six one day licenses as presented for events on September 8, September 13, September 19, September 28, October 5 and October 12 subject to clarification on location for events on September 8th. Motion approved 5-0. Phil DeCologero made a MOTION, seconded by Chris Nobile to close the meeting of the North Andover Licensing Commission. Motion approved 5-0. CONSENT ITEMS Request of Police Department to surplus vehicles Phil DeCologero made a MOTION, seconded by Rosemary Smedile the Board of Selectmen approve the request of Chief Gray to surplus vehicle numbers 313 and 314. Motion approved 5-0. Accept donation from Joseph N. Hermann Youth Center, Inc. in the amount of $1,665.00 to Youth and Recreation Services for scholarships Rosemary Smedile made a MOTION, seconded by Regina Kean that the Board of Selectmen accept the donation from Joseph N. Hermann Youth Center, Inc. in the amount of $1,665.00 to Youth and Recreation Services to be used for scholarships. Motion approved 5-0. Request of Joseph Contrada to use the Town Common for the Saint Vincent de Paul Walk for the Poor on Saturday, October 12, 2019 from 9:00AM to 12:00PM Rosemary Smedile made a MOTION, seconded by Regina Kean that the Board of Selectmen approve the request of Joseph Contrada to use the Town Common for the St. Vincent de Paul Walk for the Poor on Saturday, October 12, 2019 from 9:00AM to 12:00PM. Motion approved 5-0. Board of Selectmen Minutes August 26, 2019 3 TOWN MANAGERS REPORT The Board was provided with the monthly reports. SELECTMEN UPDATE/COMMENTS Phil DeCologero praised Sarah Brush, the town’s social media person for her postings of upcoming events. Mr. DeCologero also asked when the zip line at McEvoy field would be repaired. Chris Nobile thanked the DPW for paving the high school parking lot. ADJOURNMENT Chris Nobile made a MOTION, seconded by Phil DeCologero to adjourn the meeting at 8:25 p.m. Motion approved 5-0. Laurie A.
