PROJECT
On September 6, 2018 the Planning Board approved a Watershed Special Permit to allow the addition of a
14'X16',four season finished sunroom and 10'X10' deck with portions of work in the Non-Disturbance
Zone and the Non-Discharge Zone of the Watershed Protection District. The project is located within the
Residential 3 (R-3)Zoning District.
The proposed deck and addition included the installation of a Stormtech infiltration system. On
September 12, 2018,the Applicant requested an Insubstantial Change as to replace the proposed
infiltration system with a crushed stone trench. The Town Engineer has stated that a trench constructed
with fabric, crushed stone and piping for drainage is an acceptable design change. (See the attached email
from John Borgesi dated September 14, 2018). The Town Engineer must be notified during construction
prior to backfilling the infiltration area and piping in order to confirm the construction of the system.
FINDINGS
The proposed changes are deemed to be Insubstantial and do not alter either the intent or the conditions of
the original Watershed Special Permit.
All plan revisions will be reflected on the final as-built drawings.

As requested I have reviewed the proposed change to the infiltration design for the addition to be constructed at 31
Johnson Circle. Based on my review of the updated plan prepared by Christiansen &Sergi dated 9-11-18, the updated
infiltration design is acceptable. Please make sure that this office is notified during construction prior to backfilling the
infiltration area and piping so we can confirm the construction.

As mentioned to John B. when we spoke yesterday...
Both contractors I've been working with are quoting me $2500-$3K for the infiltration system with the device that Phil
Christensen put into the Site Plan.
In speaking with John Borgesi, a simpler trench, with fabric, crushed stone and piping for drainage would suffice, and
be acceptable to John.
This design would cost less than $1 K, which is what I had anticipated. (Obviously, a savings of over $2K is quite
significant to me.)
Consequently, I asked Phil to re-do the Site plan with a trench design (versus the pre-built expensive chamber).
Please find it attached.
John indicated that he would review this, and check it.
Apparently, an Administrative change has been allowed in the past for this type of change, rather than needing to go
back in front of the Planning Board. Could you please see if this would be possible?

Hi Phil,
So, I did get approval from the Planning Board this past week (whew[).
However, the cost of this infiltration system is roughly $2500-$3K, with one chamber, according to two different
contractors.
spoke with John Borgesi, North Andover Town Engineer regarding if the chamber is required, or if just a trench would
suffice.
John told me that a trench, with fabric, crushed stone and pipe for drainage, would be fine.
Looking at your Site Plan you revised with the infiltration system, he estimated that a 10x10x3 (or a little less, about
10x1Ox 2.5) trench (with 6" of top soil for grass to grow over it) would provide the volume you specified on the plan.
This would cost less than $1 K, per one of the contractors.
John told me that the Planning Board Admin, Monica, may be able to have this approved administratively - with a
letter from him after he reviews the revised Site Plan.
Could you, please revise the Site Plan (attached), with just a trench with fabric and crushed stone option.
Obviously, $1.5Kto $2K is a significant savings for me : ).
