Proiect Description
During the Town's response to the Columbia Gas emergency, Grogan's Field was used for the
placement of temporary housing using portable trailers. The field was damaged in this process and
needs to be rebuilt for use this coming Spring and Summer.

(A.) Scope of Work
Based on the summary above,the description that follows represents the specific scope of work
needed to complete our work elements for this project.
Task 1.0 Damage Assessment&Topographic Survey of Existing Conditions
To assist the Town of North.Andover with their interactions with Columbia Gas thus far,
our office has already performed an initial site inspection and conceptual level
construction cost estimate. This task includes a more detailed assessment of damage to
the field and related facilities (parking,fencing,dugouts,access, etc.)at the site. We will
record specific impacts for use in the field restoration design in the subsequent tasks. We
will perform a topographic survey of all existing conditions and create a base plan
documenting same at an appropriate scale in AutoCAD. We will not record the
property's boundary information since the legal limits of the site are well defined.
Because of the addition of the playground to the design scope, additional field and
survey time has been added to this task so that we may record the existing conditions of
the playground area.
Task 1.0 Fee $8,500.
Task 2.0 Design Development & Construction Bid Documents
Using the completed base plan,we will prepare a site design for the reconstructed baseball field
giving specific design direction for how to repair the field to its former condition. Where
possible,we will suggest improvements to what was once in place provided that it does not
greatly exceed that which would be appropriate for the gas company to restore. We will prepare
final design plans,specifications, and construction cost estimates to the Design Development
(DD) and Construction Document(CD)levels.We will meet once with the Town at the
submission of our DD and CD package to review the plans and to receive comments. If
necessary,we will modify the DD plans in short order to address any review comments that may

benefit from an immediate dialogue. We will develop a proposed construction schedule
illustrating what we think will be possible given the goals, objectives, and constraints of the site
and its desired use. .
The scope of the project is to replace what had been in place prior to the disruption of the field
for the gas recovery effort. An underdrain system to assist with field runoff drainage will be j
included in the design of the rebuilt field. We have assumed that no permitting will be necessary
with any town board or authority.We will include with our submission the necessary
Stormwater Pollution Prevention Plan(SWPPP)in conformance with state and local
requirements for the construction process.
In addition to the field of play reconstruction, damage to perimeter fencing and sport fencing
requires that those elements also be replaced. Specifically,new perimeter fence is needed along
Gilbert Street and new wood guardrail shall be designed for the Baldwin Street side. The
existing chain link backstop will be replaced with a new shorter backstop fence and tall netting
will be added along both baselines originating at the backstop to protect neighbors and
spectators from the high speed of errant foul balls. The netting will be retractable so that it can
be lowered when games are not being played. The existing dugouts will be reconstructed and
integrated to the fencing approached as noted herein. We will design the same dugout elements
that are proposed for the Middle School field project.
We will select a prefabricated storage shed similar to those used on previous North Andover
recreation field projects. We will rehabilitate the existing bathroom building to install new
fixtures,finishes, interior lighting, and ventilation fans. We have assumed that

We have assumed that no new exterior lighting will be included at this time with our design
improvements. No improvements will be made to the existing bathroom building.
Our deliverable for this task will include all engineering and landscape architecture design plans,
a technical specification, and cost estimate required for the elements noted herein. Our final
deliverable will be two(2)sets of final design documents (plans,specifications)suitable for
advertisement for public bid for construction by the Town of North Andover. We will utilize a
bid form and specification`front end'provided by the Town. We assumed that up to three(3)
meetings will be held with the Town during the design phase.
Task 2.0 Fee $27,200.
Task 3.0 Test Pit Evaluations
To assist in the performance of the reconstructed natural turf grass field,we will perform a series
of test pit excavations at pre-selected locations that are spread evenly to obtain a representative
sampling. These excavated test pits will allow us to verify the soil percolation rate of the
existing soils. This task assumes one(1)day of field excavation. If a second day is needed
(doubtful),additional fees will be necessary. We will excavate one location in the outfield area
to a depth of 8-10 feet in case the design of the new playground creates new impervious surfaces
that would require on-site infiltration of the new runoff. We will prepare a soil log to record the
results of our testing.

Task 3.0 Fee $2,500.

Task 4.0 Bid Phase Services
We will assist the Town of North Andover in their management of the public construction bid
process. We will participate in a pre-bid conference on-site. We will respond to any written
questions received during the bid period. We will review the technical aspects of the highest
qualified low bidder. We will review the low bidder's past projects and contact references. We
will prepare a written summary of our results to the Town for their consideration in the final
award of a construction contract. The Town of North Andover shall be responsible for entering
into a legal contract with the selected bidder.

Task 4.0 Fee $2,500.
Task 5.0 Construction Phase Services
Once a firm has been awarded the construction contract,we will participate in one(1)pre-
construction meeting. We will review shop drawings and answer any requests for information
(RFIs). We will review contractor payment requisitions for technical competence only. We will
meet once weekly on-site to review progress and answer any technical questions. We will
answer any questions the Town of North Andover has in their daily management and oversight
of the contractor's work. We have assumed a construction duration of 3 months. We have
included two(2) special meetings for general assistance and to accommodate unexpected
construction issues. We will perform semi-final and final construction inspections and prepare a
punch list of incomplete and inadequate items. Change orders based on unforeseen conditions
or to accommodate the preferences of either the Town or the General Contractor are considered
out of scope and shall be completed on an hourly basis,if requested.
A full time on-site Construction Clerk is not included in the budget for this task.
Task 5.0 Fee $23,000.
Task 6.0 Full Time On-Site Clerk of the Works (OPTIONAL)
If the Town prefers to have our company manage all aspects of the construction oversight,we
can provide a full time on-site Clerk of the Works. This person will report to the Town on the
progress and compliance of the work on a regular basis during construction and meet with the
Town as needed. The Clerk will manage and oversee the Contractor's schedule. During this
time,we have assumed that our on-site Clerk would be present the majority of the time,
providing constant intermittent coverage(between 60-70%of the full time hours during this
time period). A three(3)month construction duration has been budgeted for this task.
Task 6.0 Fee $50,000.

(B.) Direct Expenses
Reimbursable expenses are not included in the fee compensation outlined above. Reimbursable
expenses will include the actual expenses incurred by the Waterfield Design Group in the interest
of the project. They shall be reimbursed at cost and may include(but not be limited to)the
following:
1. Cost of copies of drawings,documents and reports;xerography and photographic
reproduction of drawings and other documents furnished or prepared in connection
with the Scope of Services;
2. Cost of commercial carrier and/or transportation,lodging, car rental,parking,
subsistence(meals)and out-of-pocket expenses for materials or plant selection only.
No mileage expense required for on-site meetings and inspections.

3. Cost of postage and shipping expenses other than first class mail.

4. Photographic services,film and processing.
5. Costs related to models,printing special renderings,promotional photography,special
process printing,color printing,special equipment,special printed reports or
publications,maps and documents approved in advance by the Client.
6. Other expenses that may arise as needed to properly complete the contracted work.
Permit Fees—In the event that any permitting is necessary or required,any and all fees required to
file or secure a permit that may be necessary or required as a part of this work must be paid in full
in advance by client.Permit(s)will not be filed nor drawings or documents submitted without
payment by Client. Payments made by Client in this regard will be made directly to the subject
agency or authority requiring such payment.
Extraordinary expenses require advance approval of Client before use or engagement by
Consultant.
Rate, cost, and expense schedule may be updated yearly as necessary. Contracts underway may be
amended to accommodate the annual update.
Fees for direct expenses have been built into the budgets of each individual task.
(C.) Total Estimated Fee
Our fee for the work described herein is a lump sum amount of$65,700,which includes all
expenses(assuming that expenses remain within the range projected above—actual costs must be
paid). Invoicing will be not more than once monthly and progress payments will be required based
on the approximate percentage of the work completed. This fee does not include a full time clerk
during construction but we can modify the total proposed amount should the Town prefer to
include that direction at any time.

(D.) Notice to Proceed
Your signature in the space provided below indicates your acceptance of the scope of work and fee
estimate provided herein. Our company's Standard Terms and Conditions are made part of this
Agreement by reference here once work begins. This additional work will abide by all terms
contained in the fully executed original contract for this project between the Town of North j
Andover and Waterfield Design Group,Inc.
