2. Acceptance of Minutes
Ellen P. McIntyre made a motion to approve the June 11, 2019 minutes and Allan Cuscia seconded
the motion. Vote was unanimous in approving the minutes.

Jean Enright Interim Community Director is at the table to speak about the proposed Senior Center.
John Catlin and Jim Develis the Civil Engineer. Eric Loth is also at the meeting from MINCO.

In 2006, Sutton Development also referred to as MINCO is associated with this development. The
applicant is Sutton Development that purchased the former Knights of Columbus and the two family
home located at 477 Sutton Street. In 2017, the town received a request for determination of project
eligibility from Mass Housing Partnership that entailed a 40B application note. This project is not a
40B but just a history of how this proposal started. The original project started with 163 units of
which 41 were 40B, 24 studio, 46 one bedroom, 76 two bedroom and 17 three bedroom units. The
former town Manager contacted the developer and they began discussions regarding a public-private
development. As a result of those discussions, a conceptual plan of a four-story multifamily
development consisting of 136 units (reduced) 28 studio, 55 one bedroom, 53 two bedroom and no
three bedroom units. A 13,600sq ft senior center with a dedicated 80 parking spots was proposed.
At the May 2018 Town Meeting, it was approved to re-zone the property from residential to B2. It
allowed for building height to be a maximum of four stories not to exceed 55ft by special permit.
Approved by the Board of Selectman to accept a donation of a parcel of land that consisted of 57,300
square feet for the senior center. If approved the developer intends to donate the parcel of land to the
town. The locus needed to include 1 Surrey Drive. The developer then purchased 1 Surrey Drive and
that parcel is incorporated into the site plan. Even though there have been two applications submitted,
it will be a cohesive site in terms of architectural, lighting and landscaping.
Allan Cuscia asked if one plan was contingent upon the other and Jean Enright answered that it was
her understanding that it was.
Eric Loth from MINCO is at the table. He is discussing the project and they have been working on it
for a couple of years. The original thought was to have shared parking for the senior center and the
multifamily units but the pieces of the puzzle did not fit. They purchased a two family home on the
site and it helped with building both the senior center and the units with their own dedicated spaces.
The setbacks and variances have been created between lot lines which is something they created.
Scott Cameron is at the podium discussing the site plan and everything in the packet. The purple line
on the colored copy is approval at Town Meeting in 2018. It is an internal lot line. When looking at
the plan, MINCO was concerned about streetscape and decided to change it from four stories to three
stories. It would fall more in line with the senior center.
Ellen McIntyre asked Scott Cameron about creating their own hardship.

Faces the Knights of Columbus and wants to know if it will still be a 50ft distance from the property
line.
Kevin Robinson 68 Surrey Drive
He is worried about leaving the property and cutting down Surrey Drive. He would like the tree line
to stay and not to clear the property. It is a nice buffer in the winter not having to see the apartment
buildings. He feels the senior center is a motive to have the apartments built.

Gary Ventura 90 Surrey Lane
Asked what the average number of people that attend the Senior Center on a daily basis. What is
distance from the exit to Sutton Street? Traffic gets bad later in the day and the abutter is concerned
about cars backed up even more with the seniors not being aggressive enough to turn out. Would they
consider putting a traffic light at the end of Surrey to Sutton Street?
