FAY, JR. OIL SALES INC. -- MERRIMACK VALLEY CO. 3 MASS. AVE, NORTH ANDOVER, MASS. 01845 CONSTRUCTION: The plan provides for control of, oil, pollution from the truck loading; area through construction of a concrete slab and berm. The slab and berth would retain any runoff from the filling; operation . This area would be sealed off with a stainless steel gate, which would be closed in place during all deliveries and loadings. The runoff will be piped into a 10,000 gallon storage tank which Is approximately 25 feet from the loading area. The drain In the loading area will be properly maintained to preclude blockage, In the event of any minor spillage outside the loading; area, an oil absorbent: material will be used to soak up the spillage. MATERIALS TO BE STORED: 1. 500 lbs, of Speedi-Dri (or equivalent) oil absorbent material. (Not to be used on slab inside berm) . 2. 40 Oil absorbent pillows (Coastal Service Industries or equivalent) to seal off catch basin. 3. Five lOt long oil absorbent booms (Coastal Service Industries or equivalent) . PRO-CEEDURL FOR LOADING TO AND FROM BULK AREA: 1 . Slide Gate must be in cic>bed position at all times. 2. Any miner spill outside this area will be absorbed in,:..- Al.ately with the granular oil absorhant material , (Speedi-Dri, or equivalent) . 7. The 10,000 gallon spill tank will he inspected following; any oil spill and at least once a week. IN THE EVENT OF A SPILL: I. Stop the spill! Usually the driver will notice a spill first and his initiaative and quick thinking; can stop ra spill , Care should be taken to ensure oil does not get discharged into any water, THE FOLLOWING PROCEDURES SHOULD BE FOLLOWED FOR SPILLS: a. Oil absorbent booms shall be placed around the Catch Basin to prevent oil from entering the Catch Basin. b. If the spill originates from ra ruptured storage tank, that storage tank shall be Immediately pumped into an available tank truck, aa6i proceed as outlined above:. C. Any faulty valve or simiiiar mechanical malfunction in the loading area will he handled by the drain to the 10,000 gallon tank. A Any spillage outside this area will be handled by absorption pro- cedures utilizing bulk material outside the storage areaa and pillows and booms in the area of the Catch Basin. 2. Immediately notify the Massachusetts Department of Environmental Quality Engineering; at the following; emergency telephone numbers : Monday •- Friday, 9 a.m. - S p.m. (617) 292.--5648 or (61.7) 292-5809; After 5 p.m. , weekends and holidays (617) 566--4500. 1 . The reporting, requirements are required by law. 2. DEQE will contact its own personnel and an inspector may be sent to the site. 3. Have 1 persona stay by a telephone so that communicationu between the Company and the State can he maintained r cl . If the spill involves .any body of water, then the spill, must :also be reported. to the Environmental Protection Agency at 1--800-424--8802. 3, Cloning; lip the Spill: The responsibility of cleaning; tap an oil spill, Ilea with the Company, not the Government. However, only a licensed contractor can remove and dispose of oil . if we: do not Cnmmence clean-up operations immediately, the Stage will hire an iridepenje,,��t} contractor for whom we will foot the bill. . :t } GENERAL 1 . Security and Lighting a. A fence exists between pump house and residential area . b. Trucks not in use are kept within a locked area and are not accessible to the public. c. The gate to the area, where trucks are kept when not in use, is locked when the facility is unattended . d. The pump house has switches which are OFF when not in use. A main switch in the office is also put in the OFF position when the facility is unattended. These switches can prevent any outward flow of oil from the pump house. e. Lighting on the office building and pump house is on automatic timers . 2. Personnel Procedures All employees will have visual access to the SPCC plan of this company and have been instructed as to the operating procedures of the company regarding the flow of oil at our plant and what action to take in case of oil spills , etc . 3. Daily Procedures Regarding In-Ground Storage a . A physical inventory is taken daily to insure that tanks are not leaking , b. Below ground tanks will be checked periodically for possible leakage.
