The proposed work includes demolition and filling in of existing in-ground pool and associated patio,and loatr ing, seeding;and replanting of disturbed areas. Work, at its closest point, shall be approxirnately 93 feet from the Bordering Vegetated Wetland as delineated by Consen,,adon Department staff. During the September 25, 2019, October 9, 2019 and October.23, 2019 public meetings, the North Andover Conservation Cotmmission reviewed the project,requested supplemental information regarding ineans and methods to accomplish the work and discussed potential conditions to regulate the project. At the October 23,2019 meeting, the Commission voted unanimously to approve this project as a Small Project Permit Category"1.." activity subject to and approved only as described in. the application, supplemental information/statements and conditions below. This approval only relates to the Conservation Commission jurisdiction and any/all other approvals should be obtained by the applicant/home owner.The applicant is responsible for determining property boundaries. Prior to the start of construction the applicant shall ensure that the site contractor has reviewed the small project permit and is aware of the wedand resource area and the litnits of the proposed work. 2. The pool depression shall only serve as a temporary stockpile area for demolished concrete, which will be removed from site and disposed of at a proper facility—NO CONCRETE OR ORGANIC MATERIAL SHALL BE BURIED SUBSURFACE. 3. Any fill used in connection with this project shall be clean fill, containing no trash, refuse, .rubbish or debris, including but not limited to lumber, bricks,plaster,wire,lath, paper, cardboard,pipe,glass, processed glass aggregate, concrete,recycled concrete aggregate, tires, ashes,refrigerators,motor vehicles or parts on any of the foregoing, 4. The area of yard waste duinping/coniposting adjacent to the wetland shall be removed and disposed of properly. DUMPING OF ANY KIND WITHIN 50 FEET OF THE EDGE OF WETLAND SHALL CEASE IN PERPETUITY. 5. Upon completion of the approved project, please contact the Conservation Depatti-nent for a final inspection to verify compliance with these conditions, ensure all areas of work ate stabilized and removal of erosion controls can be authorized. 6. This permit shall expire one year from the date of issuance. Open slotted decks,without roofs,equal to or less than 300 square feet surface area,inclusive of stairs and ramps,which are to be attached to an existing home,where soil disruption during construction is limited to less than 50 square feet,and where no permanent soil alterations are planned under the footprint of the deck ❑ B. A written narrative description/scope of work of the proposed project and potential impacts to all wetland resource areas has been included. Date of Meeting: El The delineated resource area boundaries have been confirmed by the Conservation Department as accurate. Plan Requiremeyl-s (Section 4.4.3 B): Certified and/or professionally prepared plans are not required. However, the North Andover Conservation Commission or its designated agent shall have the final authority to determine whether the submitted plans/drawings are adequate mid include all pertinent information for review. At a minimum,all plans submitted shall clearly and accurately show the present conditions and proposed work and depict the location of all wetland resource areas within 100' of the proposed work. All plans must be signed and dated by the person who prepared them. This condition list shall be filed with the North Andover Conservation Department as NACC# D INCOMPLETE APPLICATION-The following sections of the Wetland Protection Bylaw&/or Regulations have not been complied with and as a result this Department is rejecting this incomplete application w/in two(2)business days from the date of receipt (Section 178.4 North Andover Wetland Protection Bylaw). I am applying for a small project permit to fill in my existing in ground swimming pool. All access and work will be done from the opposite side of the wetland, i see no impact on to wetlands. That I state I will remove the compost pile that is within 25 feet of the wetlands. I will either remove and burn said pile or bury it with in the pool that is being filled in. I'm loaning towards buirning it at this time.Seems more practicable. 2. How I am going to access the pool to fill it in. That will be down my driveway, across my front yard and through the front fence (removing two fence panels). 3. And where the debris will be stored before removing, The concrete will be broken up into small chunks within the pool separating the rebar from the concrete,The rebar will then be removed from within the pool to the truck removing it. Usually the concrete is then moved to the deep end of the pool and buried'.There is no further detrimental effect of leaving the concrete in the ground being that it is already in the ground. If the concrete has to be removed, it will then be scooped out of the pool and loaded onto an awaiting truck. There will be no need to store it on the property. If I am forget something requested, please let me know. If this email is not sufficient and they require a actual letter, again please let me know. Thanks again for your help.
