Minutes of the Meeting
October 3, 2019
The regular September meeting of the North Andover Housing Authority was held on Thursday,
October 3, 2019 in the Community Room at Morkeski Meadows at 2:00 PM.
Proper 48-hour notice was filed with the Town Clerk.
The September meeting previously scheduled for Thursday; September 26, 2019 was not
properly posted to the public so was rescheduled to October 3, 2019.
Mary Beth Soucy-Larkin, Chair called the meeting to order at 2:00 PM and upon roll call the
following answered present:

Absent: Madeleine Sutcliffe
Present in addition to the board members were Marcia Kupiec, Bookkeeper and seven members
of the public which included employees and residents of the housing authority. Also present was
Rick Leco of D &V Mainsail, consultant for the hiring of the new executive director.
The Chair asked if all board members had received their packets including the minutes of the
Regular Meeting from July 23, 2019. Francis McCarty made a motion to accept the minutes as
written. Seconded by Stephen Long. All members voted in favor to accept the minutes as
written. Unanimously approved.
There was no Tenant Participation.
There was no Old Business.
New Business/Other Business come up within last 48 hours.
Marcia Kupiec said an item had come up within the last 48 hours. DHCD has awarded the North
Andover Housing Authority $850,000.00 to pay for design and construction costs for kitchen and
bath modernization, foundation repair and porch repair at 200-1 Veterans Housing.
Edward Capodilupo made a motion to accept the HILAPP award for 200-1 Veterans Housing in
the amount of$850,000.00. Seconded by Francis McCarty. All voted in favor. Unanimously
approved.
Stephen Long made a motion to amend to approve a budget change to reflect the $850,000.00
award for 200-1 Veterans Housing. Seconded by Edward Capodilupo. All voted in favor.
Unanimously approved.
Francis McCarty questioned work that was going on at Bingham Way. No one knew what it was.
Decided to look further into the matter.
Mary Beth Soucy-Larkin said she had several calls about the lighting at Family Housing being
too bright. She said she will look further into the matter.
All member received distribution of NAHA Financial Statements. Stephen Long made a motion
to accept Financial Statements, Move In/Out Report, Residence Balance Report and Work Order
Report as of September 30, 2019. Seconded by Francis McCarty. All voted in favor.
Unanimously accepted.
Motion made by Stephen Long to accept Write-Offs for FYE September 30, 2019. Seconded by
Francis McCarty. All voted in favor. Unanimously approved.
Board to interview finalists for Executive Director.
Mary Beth Soucy-Larkin and Rick Leco briefly discussed the process of hiring.
Applicants apply. There were several places where the ads for the Executive Director were run;
The Eagle Tribune, MassNAHRO, and other websites. A matrix showing minimum
requirements made by the consultant formed a list of qualified candidates. List of top 6 qualified
candidates given to sub-committee. Sub-committee elected to interview 5 candidates. After all
interviews, each member of the sub-committee was given 3 stickers to put on a Poster(listing all
interviewees)next to the name of their top candidates. Because the rankings were so close, the
sub-committee decided to recommend 4 finalists instead of the 3 previously decided.

Did Cathy Hoog have any input to this?
No. (answered by Mary Beth) Cathy was helpful with the process.
Each of the 4 candidates were interviewed by the board. The same questions were asked to each
finalist. After each interview there was discussion among the board member; strong points,
weaknesses, likes and dislikes.
After the final discussion, the board members discussed all finalists together. Stating strengths,
weaknesses and who would be the best fit for the North Andover Housing Authority needs.
Mary Beth Soucy-Larkin asked each board member to put forth their#1 and#2 choices. Each
member stated their choices and reasoning for that decision.
Mary Beth Soucy-Larkin wanted to express a Thank You to Rick Leco for all his time, hard
work and continued support during this process.
Mary Beth Soucy-Larkin opened the meeting to input from the public in attendance.
Motion made by Stephen Long to offer the NAHA Executive Director position to Maggie Cleary
based on successful negotiations with the Chair and approval of the contract by DHCD.
Seconded by Francis McCarty. All voted in favor. Unanimously approved.
Mary Beth expressed a thank you to all who came for support.
Mary Beth asked Rick Leco to call Maggie and offer her the position and prepare a contract for
DHCD approval.
Francis McCarty made a motion to adjourn the meeting. Seconded by Stephen Long. All
members voted affirmative and the meeting was adjourned at 4:45 PM.
