HomeMy WebLinkAbout20190521 Letter of Request (SPR waiver) - Application - 1755 OSGOOD STREET 4/23/2019 SBMH,Inc,dba Ruff`n Tumble Playcare 890 Dale Street North Andover,MA 01845 April 23,2019 Monica Gregoire-Staff Planner 120 Main Street Town of North Andover, North Andover,MA 01845 Dear Monica, This letter serves as a request for a Waiver of Site Plan Review for Ruff`n Tumble Playcare,a dog day care and training facility which is moving from 1636 Osgood Street(inside Osgood Landing)to 1755 Osgood Street. We have been operating since January 2017 at our current location.At present,we have a staff of 16 and serve a customer base predominately from North Andover,Haverhill and Boxford. Our lease was not renewed based on the sale or lease of Osgood Landing for a larger project. We operate Monday through Friday 6:30am to 6:30pm.All dogs are scheduled be dropped off during a two hour window in the morning from 6:30-8:30.Approximately 40 dogs per day are dropped off at the facility by their owners. Saturday daycare runs from 8 AM—5 PM and we care for approximately 12 dogs. The same business model will be done in the new warehouse with an outside yard.The leased property will include approximately 6000 sf of interior space,which will be fitted up into spaces defined for dogs of appropriate sizes and maturity.In the back of the property approximately 3,000 sf will be fenced in with 6' high chain link fence with screening wrapped around it. (Attached is a photo of that layout at our current facility.)At the new facility we will also be installing a stockyard fence surrounding the chain link fence (on the Bradford St side)for an extra layer of security and noise reduction. The dogs will be taken to the constructed outside area for the bathroom breaks. Scheduled bathroom breaks are 8:30am and 1:OOpm regardless of weather.Other bathroom breaks are done as-needed outside yard is cleaned as it is soiled and disinfected three times per week. The existing parking lot currently has spaces for 20 cars at the building,including a dedicated handicapped space.As mentioned above,scheduled drop off in the morning will only be from 6:30-8:30am(Saturday between 8-9am)Pick up will happen during two windows,noon-12:30 and approximately 4 PM—6:30 PM. As we did at our Osgood Landing location,training will be offered a few evenings a week and Saturday through a local training company,Blue Dog Pet Care.Their training classes are currently held at our facility from 6:30pm—9pm,two or three nights per week and 8:30am—11:30am Saturday mornings.Each of the classes has a maximum of 8 participants,so the 20 spaces should be ample for parking.The owners stay with these dogs during the training sessions,which take place inside the building(with a bathroom break in the middle of the hour long class). We have met with the Building Inspector,Paul Hutchins,who confirmed that this location,zoned CCD3,is zoned properly for this business.We have also met with Health Department Director,Brian LaGrasse,who confirmed that the septic system is adequate for our needs and the outside area,as we have designed it,is suitable for the dogs.
