Dear Mr.LaGrasse:
Pursuant to 310 CMR 40.1403(3)(d)of the Massachusetts Contingency Plan(MCP),the
following serves as written notification of the implementation of Release Abatement Measure
(RAM)Activities. RAM activities are being initiated to address a historical release of non-
polychlorinated biphenyl(PCB)mineral oil dielectric fluid(MODF)at the above-referenced
location,hereinafter,the"Site." The release is a result of a slow leak from a pad-mounted
electrical transformer located approximately 15 feet north of the Site building. This letter follows
notification to the Massachusetts Department of Environmental Protection(MassDEP)on January
16,2019. Release Tracking Number 3-34729 was assigned to this release. Please note that this
notice is being provided to inform you of these events. No action is being asked of you in
response to this notice.
The focus of the proposed RAM is the removal and proper off-Site recycling/disposal of MODF-
impacted media. In order to accomplish this goal,Coneco will observe the performance of
limited soil removal activities and the assessment of post-excavation conditions in the release
area,including the collection and laboratory analysis of soil samples. Field activities associated
with the RAM are scheduled to commence on or about September 9,2019,and are expected to
take approximately one to two days to complete. This submittal is being made on behalf of the
Massachusetts Electric Company d/b/a National Grid,the party conducting response actions
relating to this release. If you have any questions,please contact the undersigned.
