HomeMy WebLinkAbout2019-11-25 Board of Selectmen Minutes BOARD OF SELECTMEN MINUTES November 25, 2019 CALL TO ORDER: Chairman Richard Vaillancourt called the meeting to order at 7:00PM in Meeting Room at Town Hall. ATTENDANCE: The following were present: Chairman Richard Vaillancourt, Clerk Rosemary Smedile, Licensing Chairman, Regina Kean, Chris Nobile, Phil DeCologero, Town Manager, Melissa Murphy Rodrigues Deputy Town Manager, Denise Casey and Director of Administrative Services, Laurie Burzlaff. PLEDGE OF ALLEGIANCE PUBLIC COMMENT Ellen Mosier of 137 Kara Drive, asked the Board to post a list of meetings she provided and told them about Holly Days in December. APPROVAL OF MINUTES Regina Kean made a MOTION, seconded by Rosemary Smedile to approve the Open Session Minutes of November 12, 2019. Motion approved 5-0. GOVERNMENTAL REPORTS Update on Columbia Gas Town Manager, Melissa Rodrigues, stated that all compliance checks have been completed. Columbia Gas are still doing leak surveys so trucks will still be in town inside and outside the impacted area. They are slowly bring the lines up to regular pressure. Ms. Rodrigues updated the Board regarding the Shop Local promotion. 1355 applications have been approved, 50 applications are pending and the dollar amount in gift cards to be given is $242,275.00. CONSENT ITEMS th Accept donation from Pentucket Bank in the amount of $7,500 for the 4 of July fireworks Jeff Coco, chair of the Festival Committee introduced Marion Donahue from Pentucket Bank who presented a donation check to the Board. Regina Kean made a MOTION, seconded by Phil DeCologero that the Board of Selectmen accept the donation from Pentucket Bank in the amount of $7500.00 for the fireworks. Motion approved 5- 0. Request of the Festival Committee to hold the annual Santa Parade on Saturday, November 30, 2019 starting at 12:00PM Jeff Coco presented the request for the Santa parade. Regina Kean made a MOTION, seconded by Chris Nobile that the Board of Selectmen approve the request of the Festival Committee to hold the annual Santa Parade on Saturday, November 30, 2019, as presented. Motion approved 5-0. Request of Festival Committee to use the Town Common for the annual Tree Lighting Celebration on December 1, 2019 from 4:00PM to 6:00PM Regina Kean made a MOTION, seconded by Chris Nobile that the Board of Selectmen approve the request of the Festival Committee to use the Town Common for the annual Tree Lighting Celebration on December 1, 2019 from 4:00PM to 6:00PM. Motion approved 5-0. Accept donation from the North Andover Women’s Club of lanterns for the Stevens Estate estimated value of $750.00 Rosemary Smedile explained the donation from the Women’s Club. Chris Nobile made a MOTION, seconded by Phil DeCologero that the Board of Selectmen accept the donation of $750.00 from the North Andover Women’s Club for lanterns at the Stevens Estate. Motion approved 4-0. Ms. Smedile abstained. Board of Selectmen Minutes November 25, 2019 2 Accept donation from the North Andover Women’s Club of lights for the Town Common valued at $663.00 Ms. Smedile explained that the squirrels have been eating the lights at the Common so they need to be replaced. Phil DeCologero made a MOTION, seconded by Regina Kean that the Board of Selectmen accept the donation of lights for the Town Common valued at $663.00 from the North Andover Women’s Club. Motion approved 4-0. Ms. Smedile abstained. Authorize Town Manager to sign Green Communities Annual Report Each year, the Town is required to submit an annual report for the Green Communities Program. The Board was asked to grant authorization to the Town Manager to sign the report when it is complete. Chris Nobile made a MOTION, seconded by Regina Kean that the Board of Selectmen authorize Town Manager, Melissa Murphy-Rodrigues to sign the Green Communities Annual Report. Motion approved 5-0. Vote on assignments for FY21 goals The Board reviewed the assignments established at the last meeting. Chris Nobile made a MOTION, seconded by Phil DeCologero that the Board of Selectmen approve the FY21 goal assignments, as presented. Motion approved 5-0. Vote on liaison assignments The Board reviewed the liaison assignments discussed at the last meeting. Chris Nobile made a MOTION, seconded by Phil DeCologero that the Board of Selectmen approve the liaison assignments, as presented. Motion approved 5-0. Vote to accept snow emergency regulations Town Manager Rodrigues reviewed the proposed snow emergency declaration policy. Ms. Rodrigues stated the Town is investigating the use of blue lights that will flash to alert residents when there is a snow emergency. Regina Kean made a MOTION, seconded by Rosemary Smedile that the Board of Selectmen accept the snow emergency regulation as presented. Motion approved 5-0. Appointments to Stevens Estate Advisory Committee The appointment subcommittee recommended Robin Ellington and Jerome Justin be appointed to the Stevens Estate Advisory Committee. Mr. Nobile explained that they have been meeting with applicants and working to fill the other two vacancies. Ms. Smedile asked if they are going to interview the rest of the people that applied before appointing the other two members. Mr. DeCologero stated the two applicants appointed tonight applied several months ago for this committee. Rosemary Smedile made a MOTION, seconded by Regina Kean that the Board of Selectmen appoint Robin Ellington to the Stevens Estate Advisory Committee for a term ending June 30, 2022 and Jerome Justin for a term ending June 30, 2021. Motion approved 5-0. LICENSING COMMISSIONERS Chris Nobile made a MOTION, seconded by Rosemary Smedile to open a meeting of the North Andover Licensing Commission. Motion approved 5-0. Request of Robert Holland of 114 Jewelry and Antiques for a junk dealers license at 2350 Turnpike Street Mr. Holland explained he will be selling jewelry and some antiques. Rosemary Smedile made a MOTION, seconded by Chris Nobile that the Board of Selectmen, acting as Licensing Commissioners, approve the request of Robert Holland of 114 Jewelry and Antiques for a junk dealers license at 2350 Turnpike Street. Motion approved 5-0. Discussion regarding granting of one day licenses with respect to delivery and storage of alcohol Licensing Chair, Regina Kean, explained that the Town’s Alcoholic Beverages Regulations suggest one day licenses be granted for several days to allow proper delivery, storage and disposals of all alcoholic beverages purchased. The Board asked for the licensing application to be updated to include dates for storage and disposal. Board of Selectmen Minutes November 25, 2019 3 Vote to accept revisions to One Day license regulations for weddings Chairman Kean explained that the current regulations do not require a police detail for weddings and church functions held during the day. Since the Board typically waives police details for weddings and church functions not held during the day. Kelly Cormier emailed Ms. Kean her concerns about not requiring a detail stating that the safety issues are the same regardless of the time of day the event is happening. The Board discussed revising the regulations to state the Board has the discretion to waive. Proposed revisions will be presented at the next meeting. Phil DeCologero made a MOTION, seconded by Chris Nobile to close the meeting of the North Andover Licensing Commission. Motion approved 5-0. OLD BUSINESS Discussion regarding Stevens Estate liquor licenses Town Manager, Rodrigues, explained that with the long term committee in place she is asking the Board to reconsider the decision to not renew the liquor license. Not having the license will affect the budget. Ms. Rodrigues is suggesting no cash be accepted at the Estate. Regina Kean stated that she is still opposed to the Town having a liquor license but will support it for a short time. NEW BUSINESS None TOWN MANAGERS REPORT The Board was provided with the job posting/vacancy log. Town Manager, Rodrigues announced she has hired Trudy Reid as the Town Clerk pending the Board confirmation at the next meeting. SELECTMEN’S UPDATES/COMMENTS Chairman Vaillancourt reminded everyone about all the events coming up. Ms. Kean stated that the Joseph N. Hermann Youth and Recreation Foundation is looking for donations to support the Youth Center. ADJOURNMENT Chris Nobile made a MOTION, seconded by Phil DeCologero to adjourn the meeting at 8:20PM.
