10 695 &701 Salem Street: Applicant requests to dissolve lot line to create single lot.
11 M. Gregoire:-The Planning Board approved a store/restaurant on September 3, 2019.Decision conditioned an
12 ANR was to be filed with the Planning Board. Wetlands are not involved; Conservation has no concerns.Building
13 reviewed requirements and it meets zoning requirements.
14 MOTION: J. Simons motioned to direct the Staff Planner to endorse the ANR for 695 and 701 Salem Street,
15 North Andover,MA on behalf of the Board. A. Preston seconded. The vote was 5-0, unanimous in favor.

18 Draft PB 2020 Calendai%Board reviewed dates; changed February 18 to February 25,2020 and April 21 to April
19 14,2020 due to school vacations. Planning to update with changes and post on website.

22 Board discussed.No broad consensus amongst Board to proceed because it would potentially change the character f

25 Draft Inclusionary Zoning Bylawv: Board discussed and determined to move forward with this.Multiple unit
26 construction would be required to specify certain percentage be affordable. (8 or more units at a time, apartments
27 and/or single family residential hones within a subdivision, fee in lieu of construction,or offsite affordable
28 construction)Board requested to review current affordable statistics(and those falling off for next meeting in
29 order to understand what is needed going forward, safe harbor provisions,.etc. Input from local developers would
30 be helpful as well as number of communities who have adopted this.

33 Watershed Special Permit under Part 5. Watershed Protection District and Section 10.7 of the North Andover 1
34 Zoning Bylaw. The Applicant proposes the construction of an 817 sf.expansion of the clubhouse and 164 sf
35 expansion of a patio with associated landscaping in the Non-Discharge Zone and Non-Disturbance Zone.The

69 distributed for peer review.DPW has weighed it) oil realignment of the subdivision road and East Mill parking lot
70 entranceway; this information was included in the updated plan. Stormwater review is ongoing; civil review was
71 submitted. Peer reviewer wants more information from applicant regarding the Fiscal Impact study.Various
72 departments continue to review information.
73 David Steinberg &Tania Hartford RCG&Brian Huntley, Tighe &Bond: T. Hartford noted the subdivision road
74 is on a different time frame than the multifamily housing. We presented subdivision plans and submitted changes
75 due to traffic. Moved entry further away from Prescott Street intersection which is safer,reduced 4 parallel
76 parking spaces to 2 and changed entrance and exits away from High St. intersection and aligned with truck loading
77 bays.DPW and TEC agreed with changes. Parallel parking spaces will be adjusted to be larger per,ordinance 8 x
78 22ft. Waiver requests have been submitted. 'fen loading docks have been reduced to two. The roadway will be
79 private; parallel parking helps to reduce speed on the roadway and benefits tine businesses.
80 Brian Huntley,Tigue&Bond: Roadway is 26 ft which is a two foot increase over what is there.Parallel stalls
81 occur to the north side of the roadway. Roadway to have frill drainage,full design and grading; sidewalks on one
82 side with plants.and trees.
83 E. Goldberg: Opened discussion to public regarding the subdivision only,separate from the apartments.
84 Nancy Riley, 148 Main Street: Questioned parallel parking along the roadway claiming it is congested. Trucks are
85 a problem in the mornings.

87 Bob Livingston, 148 Main Street: Hoes not see value of parking spots on entrance roadway. Emergency vehicles
88 will have difficulty coming in off High St. Corner is tight where roadway ends; poor site lines make it tough for
89 emergency vehicle access.

91 entry.That first left entry causes a problem; force them to go to the second parking entry and horseshoe back. j

113 Betsy Cote, 116 High Street: Would like a fence to be installed that incorporates design of project. Will lose her
114 garden. Two hundred units is too many.
115 Rim Pass, 110 High Street: Renderings are from the street and not relevant to our houses.Believes simulations are
116 not accurate. Would like a fence and lots of tall trees if this is to be built.
117 Sally Finnemore 19 High Street: This project affects the character of our historic neighborhood. Fails to see how {
11.8 this helps the town. Suggests three story buildings. This will have an effect on our home values.An 8 ft fence may
119 alleviate sound, light pollution and stop people from cutting through yards, large trees with dense year round
120 foliage should be provided. Prefers no balconies facing High.Street neighbors. Concern for intersections of
121 Prescott, Sutton Pond and Water Streets. Condition of High Street sidewalks near mills need assessment,repair
122 and improvement, Water is a problem on the site; request Conservation address this. Concern for construction
1.23 process and hours.
124 Narissa Hill 148 Main Street: Lives in two story,two unit Granite Building,often overlooked on the site pail of
125 Sutton Pond Condos.Five story building with roughly 75 balconies will dwarf her building.

179 standard waivers, i.e. street trees;minimum width is 60 ft. and we are providing 73 ft. Two existing Osgood
180 Landing ground signs to be relocated to Lot A.Those signs require variance relief as well as the Amazon ground 1
181 sign.Buildings 20 &21 will have a robust sign program on the buildings. Will work with the building inspector �
182 on enhanced way finding signs and what is allowed. Large Amazon sign may require variance relief. We would
183 like to put together a sign master plan,zoning does not call for it today; current sign bylaw needs work. Ideally,we
184 would like the ability to create a sign master plan by special permit at the upcoming Town Meeting to allow a
185 similar signage program, i.e. East Mill, be applied to a facility/site like this. Larger signs warranted on site of this
186 scale. Traffic remains outstanding with MA DOT.
