No vote taken,. A request was made to have Mr. Landry attend a meeting andd explain

The property that jis involved, namely the parking lot s in, the flood plain and
filling has taken place, with 'no notification to the NACU, therefore 14. Vicens motioned
to ratify the Enforcement Order. P. Tariot seconded, motion carried.
Marbleridge and Greet Pond Road - Public Heari1n&_Z-..,,, Determi,nation
Work on, a pipe on the e and's property by the town, W. Vilcens motioned we issue a
Negative Determination on Marbelridge and Great Fond Road with the stipulation that
erosion controls, be placed downstream of the pipe, L. Bruinooge seconded motion carriled.

Stevens Lot - Brook Farm Request to Determine
Attorney Gary Sackrider representled the owner,, Margaret S, Antonellif , and Mr. Robert Lynch
of Atlantic engineering attended, the meeting. This involves, 9.6 acres t , be divided
into 8 lets strums involved - requesting to build a drainage detention pound# The
questiomare. where are, the wetlands and Flood Plains',? As more information is needed such
s locus mains, an extensionwas requested by NACC, in letter form. (received at the meeting)

Steve Stapinski attended the meeting along, with a letter he had received f rom, Nancy
Sullivan with nine items of' concern which be proceeded, to explain. Will T .pi n, Supervisor
of Forests and Parks, attended the meeting as this subdivision borders upon the Harold,
Parker State, Park at some points. There is some question as, to whether a, path, road or
area will be the means of entrance to the park, from Wagon Wheel. A request was made
for a set of specs for the access to the Mate Forest. Joyce and Paul Plbrrocchi, abuttoors
to Wagon 'W'heel, presented some pictures showing the water problem in their area, They
requested, we hire an independent engineer -to verify the wetlands. The Commission, stated
they, would take this under consideration, Area is flagged. A. Res ca motioned to co t 11" ,le
the public hearing until Dec. 2, upon receipt, of a letter requesting this extension,

Lot 5 Willow Street - Public Hearing (D 242-437)
J., Bourgeois attended, the meeting,, representing Channel Builders and C ntact East, presented
his plans for an addition of 15,000 s,q. feet to, an existing building, parking, storm
drainage structures and f i'lling of a portion of a bordering vegetated wetland. In the past,
somehow a we,tland was overlooked, and filled, which will now hopefully be corrected..
5,0010 square feet of wetland will be impacted and 6,000 square fleet of wetland for replacement
,is proplosed. A site, visit will thke placie on Nov. 7th. The Commission requested that
staking of the building, would, be 'helpiful, B. Mansour motioned 'we close the public hearing
on 'Lot 5 Willow Street and, issue an Order of Conditions, within 21 days. P. Tariot, seconded,
motion carried.
Seven Oakes - Public Hearing

Mrf Ramus Brickus the developer attended the meeting and presented his plans. 'his involves
241 acr�eas. Years ago Mr. Barba allo filled in a wetland in area this and built a dam.,

Phil Christiansen of Christiansen and Sergi Engineering, attended the meeting and presented
his plans, for the area. Work s proposed in the buffer zone, also very steep slopes 'in the
area., Curtis Young of Wetlands Presiervatilion Inc, attended the meeting and explained the
vegetation., toplography, land soil 'in the, area. Jim Miller, whose mother is an attar
attended the meeting and was, concerned about the cul—de-sac. Robert Janusz also at the,
meeting explained about a stream back sometime that he thought t,o be insignificant as iLt
is dry most of the year. Blob Massey also an abuttor wanted to 'know about the water (Town)
and fire hydrants., B. Man.sour motioned to close the public hearing on Seven, Oaks and
issue an Order of Conditions within 21 days, L. Bruinooge seconded, motion carried. W.

,This involves 18 acres - 11 lot subdivision, Phil Christians tt,ended the meeting with
the plans, Curt, Young of Wetlands Preservation attended and described the, area,
Young presentEd that there are two, wetland crossings, impacting approximately 2 square,
fleet of bordering veg tated wetland and, 300 square feet of land subject to flooding at
the fi-rster o5s

There was nosevering of the hydraulic connection. The Commission, did request an, extension
of ofielweek. Dec. 2nd will 'be the next bearing. Paul Plaz ins ki, an. abuttor presented
hip commentary on the area, as well as presenting some pictures of the area involved

from Mike Graf regarding her well as, relates to the location in relation, to her septic system,
An employee from Chrill'stiansen & Sergi were present when Mike Graf worked on the septic
system. B. Mansour motioned we close the public hearing and issue an Order of Conditions

vicinity of a septic system. W. icens motioned we close the public hearing on 24 Candle-

W., Vicens motioned we issue an Order of Conditions as amended, L., Bruinooge seconded

No vote due to the fact that we are waiting for a letter.

L. Bruinooge motioned we issue an, Order of Conditions as amended,. AV Resca seconded,
motion carried.,

B. Mansour motioned we issue an Order of Conditions as amended on Lot 13 Wintergreen.
W. Vicens seconded, motion carried.

No vo,te was taken as the Commission is requesting that, Mr. Landry attend our next meeting
to explain, to them the reason, for the request.
W. Vicens motioned they (NACC), autharize Nancy Sullivan to, hire BSC for, research into,
the Abbott Village re-entry., The fee could be up to, $15006 B. Mansour seconded,
motion carried.
North Andover Building Supply, - Enforcement Order,
It seems they have removed trees and extended a parking lot, in, the flood plain., W, Nicene
motioned we ratify the Enforcem+ er. The, owner was requested to attend our Nov., 18th
meeting. P. Tari'lot seconded, motion carried.
