P ANNERS SURVEYORS 120 Main Street North Andover,MA 01845 Subject: Interim As-built Plan 2302 Turnpike Street North Andover,MA Dear Mr. Chairman, The purpose of this letter is to report to the Planning Board on the status of the landscaping,lighting and site layout at 2302 Turnpike Street. The Planning Board issued a site plan review special permit on April 21,2016 for the construction of a 15,916 square foot mixed-use retail and business office commercial complex and a smaller 4,410 square foot building each with accessory indoor storage and parking,including construction of a paved parking area,a new stormwater management system,extensive grading and landscape work and installation of utilities within the Business Two (B-2) Zoning District. On February 7,2019 I visited the subject property to conduct a field check following our as-built plan survey work in the fall of 2018. At that,time I met with Danny Gill and his site superintendent and we walked the site and came up with a punch list of remaining items that needed to be buttoned up before we could file a request for certificate of compliance with the Conservation Commission.Since that time,Danny Gill has been keeping me informed of his progress leading up to his contact with me yesterday stating that he had completed the punch list items. I told Danny that I would get started on a letter to the Planning Board today. Our survey field crews still need to visit the site to check the items on the punch list that were recently completed by Danny Gill before we can finalize the as-built plan.Thus far,our interim as- built plan(see attached copy) shows that the work completed under the special permit substantially complies with the plans referenced in the site plan review special permit decision except for the following items: 1) Two additional parking spaces were created on the south side of the site.The parking field was expanded slightly to create these spaces. 2) The driveway along the parking field on the southwest side of the building was constructed wider than the design plan. The design plan called for a 24-foot wide isle.The as-built plan shows an isle width that varies from 24-feet to 30-feet. 3) A small patio and sitting area has been created in the northeast corner of the parking field adjacent to the accessory building. Once our field crews complete the additional as-built for the punch list items completed yesterday, we will finalize the as-built plan and complete our review of the landscaping,lighting and site layout at 2302 Turnpike Street so we can speak to special condition number 17 in the site plan review special permit decision. This condition required the applicant to submit a letter from the engineer stating that the building,landscaping,lighting, and site layout substantially comply with the approved plans referenced in the decision and that the stormwater management structures are functioning as designed. The Planning Board issued a site plan review special permit on April 21,2016 for the construction of a 15,916 square foot mixed-use retail and business office commercial complex and a smaller 4,410 square foot building each with accessory indoor storage and parking,including construction of a paved parking area, a new stormwater management system,extensive grading and landscape work and installation of utilities within the Business Two (B-2) Zoning District. I have visited the subject property on several occasions to conduct field checks following our as-built plan survey work in the fall of 2018 and in the spring of 2019. Based on our review of the as-built plan(see attached copy) and our field inspections,the building,landscaping,lighting,and site layout substantially comply with the plans referenced in the site plan review special permit decision and the stormwater management structures are functioning as designed,with the following exceptions: 1) Two additional parking spaces were created on the south side of the site. The parking field was expanded slightly to create these spaces. 2) The driveway along the parking field on the southwest side of the building was constructed wider than the design plan. The design plan called for a 24-foot wide isle. The as-built plan shows an isle width that varies from 24-feet to 30-feet. In addition,the accessory building is approximately 8-feet longer than design. We commented on the parking field in our previous interim as-built letter. Monica Gregoire,staff planner,request that we speak to the impact this additional paved area will have on stormwater in an email dated April 18, 2019. We reran the stormwater model changing the impervious and vegetated cover areas to reflect the as-built condition and found that the peak flow rates at the edges of comparison still show reductions in peak flow for every design storm and the infiltration basin 189 North Main Street, Suite 101 ® Middleton, MA 01949 ® Tel: (978) 539-8088 ® www.wsengineers.com performance tells us the water level in the basin is still well below the emergency spillway elevation (see attached summary table, "AsBuilt Analysis). In summary,there is no adverse impact associated with the slight increase in impervious surface in the as-built condition. 3) A small patio and sitting area has been created in the northeast corner of the parking field adjacent to the accessory building. A small area drain was added at the low point of the small patio area. 4) The sewer pumping station was relocated to the northwest end of the parking field. 5) A short stone and cement wall approximately 43 feet long was constructed off the southwest corner of the accessory building. Danny Gill has done a great job improving this property and it really shows. Anyone who drives by the site or visits the building has nothing but good things to say about it. It is a great property to look at as you enter the Town of North Andover. The Town is very lucky to have property owners like Danny,who cares very much about his properties in North Andover and spends thousands of dollars each year keeping them looking good.
